Title: Human Resources Officer
Program: USAID/Ethiopia Lowlands Health Activity (USAID/E LHA)
Reports to: Senior Human Resources Manager
Duty Station: Addis Ababa

JOB SUMMARY

The HR Officer provides general day-to-day HR support across EngenderHealth USAID/Ethiopia Lowlands Health Activity (USAID/E LHA) as part of the function in relation to all HR, employee Benefits, training and development and other administration for USAID/E LHA employees in compliance with statutory obligations and best practice. Assisting the Senior HR Manager with general HR matters, including reviewing and developing relevant EH policies and procedures and providing advice in relation to employee performance, conduct and absence management.

ESSENTIAL FUNCTIONS

  • Assists Senior HR Manager in the preparation of HR plan to support the overall strategic aims objectives of Engender Health.
  • Ensures that staff are aware of the policies and procedures and able to operate them effectively.
  • Provides support to Senior HR Manager on all HR and organizational development issues.
  • Provides assistance to Senior HR Manager in processing performance management
  • Contributes to gathering and analyzing market data to measure the competitiveness of Engender Health’s salary and benefits package and make recommendations in revising salary grids if appropriate and annual salary review.
  • Monitors all types of leave requests and provide monthly reports
  • Assists in managing medical insurance and life insurance policies by making sure that newly employed staff and their dependents are included in the insurance scheme. Follow-up insurance premiums are paid timely. Updates the insurance company with changes such as termination of employees and settlement premium balance.
  • Prepares resource person agreements and maintains proper its documentation
  • Make sure that new staff are registered at Private Organization Employees’ Social Security Agency
  • Provides counseling and support on policies and procedures
  • Assists in performance management and employee evaluation
  •  Supports the development and implementation of HR initiatives and systems
  •  Participates in staff recruitment by preparing job descriptions, posting ads, screening, and managing the hiring process. Organize interview schedules and participate in interviews as required, conduct reference cheeks, inform unsuccessful candidates.
  • Support the management of disciplinary and grievance issues
  • Maintains vital employee records according to policy and legal requirements
  • Reviews employment and working conditions to ensure legal compliance
  • Conducts exit interviews on telephone or in person and compile statistics and trending reports.
  • Assists in the monitoring of Performance Review compliance by guiding managers in completing reviews within respective time frames, enters completed reviews into HR system, and provides completion statistics.
  • Encourage good practice by promoting and championing the child protection policy and procedures and respond appropriately to disclosures or concerns which relate to the well-being of a child or vulnerable person.
  • Follows-up with team members to maintain online monthly time sheets, leave approval
  • Collects and analyze data for key HR metrics to report insights

  • Performs other duties as assigned by immediate supervisor

REQUIREMENTS

  • Bachelor’s degree in business administration, Human Resources management, or Social Sciences,
  • Minimum of 5 years relevant experience including policy and procedure development, performance management and staff development, preferably in an international NGO.
  • Excellent computer skills, knowledge of Human Resources Information Systems (HRIS), Microsoft Office Suite, especially Excel, and demonstrated skills in database management and record keeping
  • Knowledge of local employment laws and best practices
  • Proven experience and ability to effectively manage a varied workload, working tight deadlines and schedules
  • Ability to work in teamwork in team working style in a complex interdependent international organization,
  • Experience of working effectively safeguarding children and vulnerable populations.
