Mission and objectives

UNICEF Ethiopia is implementing a 5-year country programme 2020-2025 which is fully aligned with the UNSDCF. UNICEF will work collaboratively within the UNSDCF on a joint strategy to strengthen national systems for data collection, analysis, monitoring and applying adjustments to promote equity. Evidence will be used to monitor the situation of children, tracking progress towards equity and scale, and to inform advocacy to adjust policies, strategies and budgets. Monitoring and corrective actions will be undertaken through UNICEF staff, partners and third-party monitoring, and through mechanisms for community feedback and accountability to affected populations.

Context

The fundamental mission of UNICEF is to promote the rights of every child, everywhere, in everything the organization does — in programs, in advocacy and in operations. The equity strategy, emphasizing the most disadvantaged and excluded children and families, translates this commitment to children’s rights into action. For UNICEF, equity means that all children have an opportunity to survive, develop and reach their full potential, without discrimination, bias or favouritism.

To the degree that any child has an unequal chance in life — in its social political, economic, civic and cultural dimensions — her or his rights are violated. There is growing evidence that investing in the health, education and protection of a society’s most disadvantaged citizens — addressing inequity — not only will give all children the opportunity to fulfil their potential but also will lead to sustained growth and stability of countries.

This is why the focus on equity is so vital. It accelerates progress towards realizing the human rights of all children, which is the universal mandate of UNICEF, as outlined by the Convention on the Rights of the Child, while also supporting the equitable development of nations. This UNV assignment is to support UNICEF’s Ethiopia Country Office HR unit with Learning & Development and Performance Management activities.

Task description

Within the delegated authority and under the supervision of Chief Human Resources or his/her designated mandated representative(s), the UN Volunteer Human Resources Officer will perform the following tasks:

Learning and Capacity Development

• In collaboration with business owners, support the design and delivery of learning plans for staff.

• Contribute to the mapping of competencies and skill gap analysis for all staff included in the assigned portfolio and assist in the development of a comprehensive framework in support of the development of national talent pipeline.

• Research on efficient and cost-effective learning products which enable staff to develop their skills and competencies.

• Participate as a resource person in capacity building activities to enhance the competencies of clients/stakeholders and on new projects and initiatives.

• Provide orientation briefing to new staff and contribute to the development of effective tool (s) for new staff induction. Performance Management

• Provide support in capacity development, data analysis and reporting in performance management. HR Data Analytics, Systems and Tools

• Collect, interpret, and analyze HR data to inform decision making on HR processes and strategies.

• Support the development and implementation of data collection systems including development of surveys.

• Contribute to the development of effective tools and systems for automation, work process simplification for increased effectiveness and efficiency and innovation.

• Support the development of an effective and user friendly internal communication platform accessible to staff and personnel on key HR info and updates with features that promote the self-service culture and effective knowledge sharing.

Talent Management and Organization Design

• Contribute to the formulation of strategic talent outreach strategies and the implementation thereof, including the development of communication products and tools.

• Support workforce analysis for effective workforce planning and organization design especially that in linkage to the preparation of UNICEF Ethiopia new Country Programme. Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work.

As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities:

• Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day);

• Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;

• Provide annual and end of assignment self- reports on UN Volunteer actions, results and opportunities.

• Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.;

• Assist with the UNV Buddy Programme for newly-arrived UN Volunteers;

• Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

Results/expected outputs

• As an active UNICEF team member, efficient, timely, responsive, client-friendly and high-quality support rendered to UNICEF in the accomplishment of her/his functions, including:

o Effective completion of performance management phases and providing guidance to managers on giving honest, transparent, and regular feedback to staff.

o Analysis of skills gaps and actions required to improve staff skills through the identification of individual and organizational training needs. o Robust monitoring and reporting system and tools to support learning, performance, recruitment and data analytics.

o Effective and user-friendly internal communication platform accessible to staff and personnel on key HR info and updates with features that promote the self-service culture and effective knowledge sharing.

o Effective tools and systems for automation, work process simplification for increased effectiveness and efficiency and innovation. o Sound contribution to workforce analysis for effective workforce planning and organization design especially that in linkage to the preparation of UNICEF Ethiopia new Country Programme.
