Job Description

The Carter Center is a not-for-profit international NGO committed to waging peace, fighting disease and building hope worldwide. The Carter Center country office in Ethiopia, which assists the Government of Ethiopia in Disease Elimination and Eradication Programs is looking for a qualified professional to fill the following vacancy for its HR department supporting health programs:

Summary of Job Description:  

• Recommends, designs, develops, and implements innovative learning and development programs that support the full employment lifecycle, including onboarding, career development, wellness, succession planning, and management and leadership development.

• Assesses needs, analyses gaps, researches best practices, and partners with Human Resources colleagues and other departments to identify, develop and implement successful and innovative learning and development programs.

• Coordinates staff development and learning program activities, including forming committees, scheduling, event logistics, and vendor screening and relations.

• In collaboration and guidance with the HR Manager and the leadership, propose an annual training budget, help support areas to prioritize learning and development, follow its implementation utilization, and ensure staff development and training activities are within budget.

• Identifies, develops, and offers training in the use of online resources and technologies to support organizational development.

• Maintains technical expertise and knowledge of best practices in online educational trends, changes and developments, and service strategies.  Recommends new approaches, modifications, or changes that will improve the effective, efficient, economical, and exhaustive use of resources.

• Ensures timely and accurate data recording and maintenance of Human Resources databases and all HR digital records and ensures all personnel files are maintained and kept up to date within the database.

• Prepares letters, memos, agendas, minutes, and any other form of documentation required in relation to HR activities.

• Ensures set-up and maintenance of all HR filing systems, both manual and computerized, always adhering to confidentiality.

• Ensures archiving and/or disposal of HR records is performed in accordance with the systems in place and standard requirements.

• Performs other duties as assigned to support overall organization and employee development initiatives.

• Perform other duties as instructed by the supervisor.

Job Requirements

Qualification:     

MBA/MA degree in human resources management, business administration, organizational development, or a related field from a recognized university.

Experience:            

Relevant experience of a minimum of seven years in human resources management. Preferably in staff development, learning, career support, and performance management.

NGO experience is a plus.

Additional Requirements:

• Comprehensive knowledge and passion for HR functions.

• Experience in using participatory methods for training and capacity building.

• A person who is a self-starter who can accomplish the task with minimal or no supervision.

• Mutilingual: Excellent written and verbal communication skills in English, Amharic and other local languages is more advantageous.

• Willingness to travel within the country frequently to different regional project offices.

• Growth mindset with a positive and constructive attitude.

• High level of integrity, trustworthiness, and attention to detail.

• Recommendation letter from the most recent employer.
