Job Description

Mothers and Children Multisectoral Development Organization (MCMDO) is a national Non- Governmental Organization registered in accordance with the proclamation for Civil Society Organizations Proclamation No 1113/2019 with a certificate No 0022. MCMDO is currently implementing emergency response and development projects in all regions and City Administrations in Ethiopia.

To meet its objectives MCMDO calls for competent professionals to apply for the following vacant position.

Position: Human Resource (HR) Manager

Duty Station: Addis Ababa

Salary: Based on negotiation

Job Summary:

The HR Manager will lead and strengthen the organization’s human resources function to support effective program implementation across multiple projects. The role requires a hands-on and systems-oriented professional who can manage HR operations, ensure compliance, support audits, and introduce digital and efficient HR processes. The position also plays a key role in strengthening workforce planning, staff performance, and organizational culture.

Core Duties:

Recruitment & Staff Lifecycle:

  • Full-Cycle Recruitment: Manage job postings, shortlisting, interviewing, and reference checks for head office and field staff across multiple projects.
  • Job Descriptions: Develop, review, and update job descriptions to ensure clarity of roles and alignment with project needs.
  • Onboarding/Offboarding: Lead staff induction, orientation, and structured exit and clearance processes
  • Contract Management: Oversee preparation and management of employment contracts across different projects, ensuring accuracy, consistency, and compliance. Maintain a contract tracking system for timely renewals.

HR Administration, Compliance & Audit Support:

  • Policy Implementation: Ensure HR policies and procedures are applied consistently and aligned with Ethiopian labor law.
  • Personnel Records: Maintain well-organized, up-to-date, and audit-ready staff files (physical and digital).
  • Audit Support: Provide HR documentation and support during internal and external audits, ensuring compliance with donor and regulatory requirements.
  • Statutory Compliance: Ensure adherence to pension, tax, and employment regulations.

Performance Management & HR Analytics:

  • Performance Systems: Coordinate performance planning, reviews, and appraisals.
  • HR Analysis: Generate HR data and analysis (e.g., turnover, staffing trends, leave patterns, gender balance) to support management decisions.
  • HR Reporting: Prepare periodic HR reports and analytics for management decision- making.
  • Capacity Building: Identify training needs and facilitate learning and development opportunities.

Employee Relations & Organizational Culture:

  • Grievance Handling: Address staff concerns, conflicts, and disciplinary cases professionally and fairly.
  • Work Environment: Promote a positive, inclusive, andaccountable organizational culture.
  • Staff Engagement: Support initiatives that enhance staff motivation and retention.

Payroll, Timesheet & Benefits Management:

  • Payroll Coordination: Work closely with finance to ensure accurate and timely salary processing.
  • Pay slip Management: Prepare and manage staff pay slips, ensuring transparency and accuracy.
  • Timesheet Management: Oversee staff timesheet systems (especially for project-based allocations) and ensure proper documentation for payroll and donor compliance.
  • Benefits Management: Manage leave, insurance, and staff entitlements in line with policy
  • Data Accuracy: Ensure payroll data aligns with HR records and contract terms.

Digital HR Systems & Process Improvement:

  • Digitization: Lead efforts to digitize HR systems, records, and workflows for efficiency and accuracy.
  • Technology Use: Design and manage tools such as Google Forms for recruitment, data collection, and staff tracking.
  • Process Innovation: Introduce practical, technology-driven solutions to improve HR processes and reporting.
  • Data Management: Utilize Excel and other tools for HR tracking, reporting, and analysis.

Qualifications

Education

  • Bachelor’s degree in Human Resource Management, Business Administration, or related field (Master’s preferred) Professional Experience
  • 6+ years of experience in HR, specifically within in an NGO with multiple projects.
  • Proven experience in managing recruitment, performance management, and employee relations
  • Proven experience in contract management, audit support, and payroll processes
  • Proven experience in HR data analysis and reporting
  • Demonstrated ability to digitize systems and improve processes

Skills

  • Strong knowledge of Ethiopian labor law and HR compliance requirements
  • Strong skills in Excel and familiarity with Google Workspace tools (especially Google Forms)
  • Strong interpersonal, organizational, and problem-solving skills
  • High level of integrity and ability to manage confidential information

Language & Communication

  • English & Amharic: Professional fluency (written and spoken) is mandatory
