Job Description

Role Purpose

The Regional Hub Officer supports all aspects of regional programme delivery in CSSP2.   The Regional Hub Officer will provide programme, financial and logistical support to programme activities and facilitate strong day to day working relationships between programme staff, consultants, partners and grant recipients. The Hub Officer will need to apply a very strong understanding of control principles and policy frameworks to ensure that British Council and FCDO policies and procedures can be adequately implemented in the regional office context.

Main accountabilities but not limited to the following:

  • Maintain and manage the office facilities, equipment, communication in line with British Council and FCDO standards
  • The day to day working relationship with the landlord / premises hosting partner
  • Consistent and complete financial records, files and supporting documentation related to regional activity covering all contractual and statutory requirements

Role specific knowledge and experience:

  • Programme / Operations management – Ability to adapt and implement back-office programme management functions, particularly in relation to grant and downstream partner management.
  • Direct experience of preparing and presenting highlight reports for mixed audience groups including clients, partners, senior managers and corporate stakeholders
  • Financial management – a thorough understanding of costing, forecasting and budget management issues in the British Council donor funded grant management context; strong experience of applying corporate governance.

  • Various locations in Ethiopia: Dessie, Jimma, and Dire Dawa.
  • Role holder must have existing rights to live and work in the country the role is based.
  • Ability to do regular domestic or international travel will be required.
  • Language requirement- Fluency in English (C1 or IELTS 6.5 or equivalent), Amharic and/or a language spoken and used in one of the regional states of the country.

Job Requirements

Essential Requirements:

  • A first degree or equivalent professional experience in project management, business administration, finance, or related discipline of social science.
  • At least three years’ experience in a similar role managing client funded projects and/or grants.

Desirable:

  • A professional project management qualification
  • Partnership management experience
