CCRDA Global Fund GC7 HIV Prevention Programme

HIV Key and Priority Population ( KPP) and Digital Data Management Expert

Number Required: One (1)
Duty Station: Addis Ababa, Ethiopia
Employment Type: Full-time or Part-time, subject to project requirements
Reports To: GC7 HIV Project Coordinator
Duration: 10 Months, renewable based on performance and project availability
Salary: As per the organization’s salary scale

Job Purpose

HIV Key and Priority Population (KPP) and Digital Data Management Expert will provide technical coordination and support for HIV prevention project, including Drop-In Centers (DICs) and KPP-friendly clinics, under the CCRDA Global Fund GC7 HIV Prevention Project.

The position will lead the development, implementation and use of digital program information and accountability systems, including digital data collection and management, digital HIV program reporting, digital Community-Led Monitoring (CLM), digital community feedback mechanisms and digital safeguarding platforms. The position will ensure data quality, timely reporting, evidence generation and effective use of digital information to strengthen program performance, service quality, community accountability and evidence-based decision-making.

Key Responsibilities

KPP Program Coordination and Technical Support

  • Coordinate and provide technical support for implementation of KPP HIV prevention interventions across program sites.
  • Provide technical guidance and mentorship to implementing partners, DICs and KPP-friendly clinics.
  • Support effective delivery of HIV prevention, testing, referral, linkage and other KPP-related services in line with program standards.
  • Monitor project implementation, service quality and achievement of targets.
  • Support planning, supervision, review meetings and performance improvement activities.
  • Identify implementation gaps and support partners to develop and implement corrective actions.
  • Support documentation and dissemination of good practices, innovations and lessons learned from KPP programming.

Digital Data Management and HIV/ AIDs  Reporting

  • Lead implementation and management of digital data collection, management and reporting systems for KPP HIV programming.
  • Develop, configure and maintain digital data collection and reporting tools in collaboration with relevant program and M&E teams.
  • Ensure the accuracy, completeness, consistency, confidentiality and timely availability of program data.
  • Conduct routine data verification, validation, cleaning and quality assurance.
  • Develop and maintain digital HIV program dashboards, scorecards and performance tracking systems.
  • Consolidate and analyze program data from DICs, KPP-friendly clinics and other program sites.
  • Prepare digital HIV program reports, analytical summaries, dashboards and management information products.
  • Support timely submission of program reports and data through relevant internal and external reporting systems.
  • Generate actionable data insights to inform program planning, performance improvement and management decision-making.
  • Support effective use of digital platforms, including Kobo Toolbox, DHIS2, Power BI, Excel and other relevant systems.

Digital Community-Led Monitoring (CLM)

  • Support the design, implementation and continuous improvement of digital Community-Led Monitoring (CLM) systems.
  • Develop and maintain digital CLM tools for collection, management, analysis and reporting of community-generated data.
  • Support digital tracking of community-identified service delivery gaps, concerns, recommendations and follow-up actions.
  • Analyze digital CLM data to identify trends, bottlenecks and priority issues affecting KPP services.
  • Develop CLM dashboards and visualization products for program teams and relevant stakeholders.
  • Facilitate the use of CLM evidence for program improvement, service quality enhancement and accountability.
  • Support integration of CLM findings into routine program review and decision-making processes.

Digital Community Feedback and Accountability

  • Develop and support implementation of digital community feedback and accountability mechanisms for KPP program beneficiaries and communities.
  • Support digital channels for receiving, documenting, tracking and responding to community feedback, complaints, suggestions and service-related concerns.
  • Establish systems for categorizing, referring, tracking and closing feedback cases.
  • Analyze community feedback data to identify recurring issues, service gaps and emerging risks.
  • Develop digital feedback dashboards and periodic analytical reports for programme management.
  • Ensure feedback information is handled appropriately, confidentially and in accordance with relevant accountability and data protection principles.
  • Support program teams and implementing partners to use community feedback to improve services and strengthen responsiveness.

Digital Safeguarding and Protection Mechanisms

  • Support the establishment and management of appropriate digital safeguarding platforms and reporting mechanisms within the HIV program.
  • Support confidential digital channels for reporting safeguarding concerns, complaints and incidents.
  • Ensure safeguarding information is appropriately recorded, securely managed and referred through established procedures.
  • Develop digital tracking mechanisms for safeguarding cases and follow-up actions while maintaining confidentiality and appropriate access controls.
  • Support analysis of safeguarding-related trends and risks to inform prevention and program improvement.
  • Work closely with designated safeguarding, PSEA and program focal persons to ensure digital mechanisms complement established safeguarding procedures.
  • Promote responsible, confidential and ethical management of sensitive safeguarding information.

Digital Integration, Innovation and Systems Improvement

  • Identify opportunities to integrate program, CLM, community feedback, safeguarding and other relevant digital information systems.
  • Support development of interoperable and user-friendly digital solutions that reduce duplication and improve data flow.
  • Promote appropriate use of digital technologies to strengthen KPP service delivery, monitoring and accountability.
  • Support testing, adaptation and scale-up of digital innovations that demonstrate value for the program.
  • Maintain appropriate documentation, user guidance and standard operating procedures for digital systems.
  • Provide technical troubleshooting and support to program teams and implementing partners.

Capacity Building and Technical Assistance

  • Train program staff and implementing partners on digital data collection, management, reporting and information systems.
  • Provide training and technical support on digital CLM, community feedback and safeguarding platforms.
  • Provide ongoing mentorship and troubleshooting support to users of digital systems.
  • Develop or support development of user guides, data quality tools, digital reporting templates and other technical materials.
  • Strengthen partners’ capacity to use program data and digital information for decision-making and performance improvement.

Performance, Analysis and Learning

  • Conduct routine analysis of KPP program performance against agreed targets and indicators.
  • Triangulate program, CLM, community feedback and other digital data sources to identify trends and performance gaps.
  • Prepare analytical presentations, dashboards and evidence products for program review and management decision-making.
  • Contribute to program reviews, learning events and performance improvement processes.
  • Document lessons learned, innovations and evidence generated through digital systems.
  • Support the use of data and community-generated evidence to strengthen program  accountability and adaptive management.

Qualifications and Experience

  • Bachelor’s Degree in Public Health, Health Informatics, Information Systems, Computer Science, Biostatistics, Epidemiology, Monitoring and Evaluation, or a related field.
  • Minimum 5 years of relevant professional experience in HIV programming, KPP programming, public health, monitoring and evaluation, digital data management, health information systems, IT or related areas.
  • Demonstrated experience in KPP HIV prevention programming, including DICs, KPP-friendly clinics or community-based HIV services, is advantageous.
  • Practical experience in digital data collection, management, analysis, visualization and reporting.
  • Experience with Kobo Toolbox, DHIS2, Power BI, Excel, dashboards or similar digital platforms.
  • Experience designing or managing digital community feedback, CLM, accountability or safeguarding mechanisms is advantageous.
  • Strong understanding of data quality assurance, data protection, confidentiality and responsible data management.
  • Experience providing technical assistance, training and mentorship to implementing partners.
  • Experience working with the Global Fund or other donor-funded HIV program is advantageous.
  • Strong communication, coordination, analytical and problem-solving skills.
  • Ability to work collaboratively with implementing partners and program teams and manage multiple priorities effectively.
