Background

iMMAP through its Information management projects work to provide IM support tailored to the needs of humanitarian actors responding to the crisis in Ethiopia. iMMAP provides a need-based IM service to humanitarian responders in Ethiopia through a service desk approach named Humanitarian Information Support Team (HIST). Based in Addis Ababa, the Senior IMO, HIST central service lead, is responsible for the day to day operational management of the HIST products and services IMOs, IMAs and interns, ensuring the delivery of high quality IM products and services to humanitarian actors in Ethiopia. The HIST central service lead, will directly report to the iMMAP Head of HIST.

Presentation

Based on IM service requests from humanitarian organizations submitted through the HIST service desk the Head of HIST responsible for the establishing the HIST as the partner of choice for Humanitarian actors in Ethiopia, providing timely , high quality IM products and service. The responsibilities of the HIST central service lead will include:

HIST Management & Delivery:

  • Daily management of HIST service-desk software, including allocation of incoming requests to IMOs and IMAs, monitoring of backlog or pipeline issues, and quality management.
  • Daily oversight of HIST product and service deliverables – working closely with HIST IMOs and IMAs to ensuring quality and timely delivery of products and services requested from the HIST.
  • Responsible for monitoring of HIST product and service pipeline -working closely with the head of HIST to address demand or supply issues early and effectively.
  • Maintenance of the HIST service desk software, including implementing technical updates as required, user and access updates, and ensuring accuracy of HIST service desk software data.
  • Ensuring the Head of HIST is regularly updated on progress or challenges, and implementing agreed actions to address these as required.
  • Liaise with the Lead Capacity Building officer to ensure Capacity building requests received by the HIST are resourced and delivered in a timely and effective manner.
  • Work closely with OCHA IM focal points to prioritise HIST requests where required.
  • Where required, provide quality review and approval of HIST outputs and services, prior to finalization and delivery to the client.
  • Preparation of weekly and monthly HIST metrics and KPIs for internal and external use. Monitoring and working closely with the Head of HIST to develop and implement actions required to address issues highlighted in the KPIs
  • Support in the development and analysis of IM product supply gaps analysis – identifying gaps and opportunities to engage with clusters and WGs to strengthen their IM capacity and product development.
  • Consider and propose options for consolidated/themed reports, from HIST IM product outputs to improve synergies and cross-thematic areas analysis.
  • Support the communication officer to identify and develop communication contents and materials for iMMAP Ethiopia HIST.

Representation:

  • Support Head of HIST in HIST Stakeholder liaison & management, establishing strong relationships with HIST stakeholders including OCHA, NDRMC, HINGO, Clusters, WGs, INGOs and National NGOs.
  • Liaise closely with HIST stakeholders, to develop forecasts for HIST activities and resource requirements
  • Attending periodic information management meetings within the iMMAP HIST, also share updates on ongoing IM products and activities and promote good practices in the organization
  • Other activities as required by line manager or Country representative

Requirements

Education

·        Advanced university degree (Master’s degree or equivalent) in information management, information systems, computer science, data science, statistics, GIS, or related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience

·        A minimum of 7 years of data/information management and analysis work experience, preferably with the humanitarian ecosystem is required.

·        Prior experience working in Ethiopian humanitarian actor agency, with clusters, Gov, INGO and NNGs is desirable.

·        Experience in successful management and delivery of complex projects, with multiple stakeholders

·        Proven ability to implement a Service focused approach, ensuring high quality customer satisfaction and engagement,

·        Advanced Proficiency in Microsoft Office specially in Microsoft Excel.

·        Knowledge and practical experience of current GIS software (ArcGIS, Google Earth, QGIS) desirable.

·        Knowledge and practical experience of Adobe Illustrator is desirable.

·        Knowledge and practical experience of database development desirable.

·        Experience working in an international organization desirable.

·        Experience in developing software solutions, dashboards, infographics.

·        Experience in providing IM support services with a customer focused approach is desirable.

·        Ability to analyze and synthesize qualitative and quantitative information from a wide range of sources.

·        Effective communication skills to work among clusters, agencies, humanitarian partners, and Government counterparts.

·        Good organizational skills to deliver products on time and with quality.

·        High level of written and spoken English with excellent analytical skills

·        An effective and supportive Team leader, with excellent interpersonal skills and motivational leadership style.

·        Ability to understand and adapt to complex and dynamic situations.

·        Ability to work under pressure and meet deadlines.

·        Excellent facilitation skills to achieve strong consensus between stakeholders.
