Job Title: Health Supply Chain Advisor

Position Type: Full time

Employment Type Fixed term, One year with possibility of extension

Reports to: Senior Lead Technical Advisor- Program -JSI and Supply Chain Advisor-In Supply Health

Duty Base: Addis Ababa with 50% travel to Fields

Background:

John Snow, Inc. (JSI) is a public health management firm, headquartered in the United States, dedicated to improving the health of individuals and communities throughout the world. JSI has been implementing public health work in Ethiopia for over 25 years.

JSI has been implementing the five-year Digital Health Activity in Ethiopia, which is funded by the United States Agency for International Development (USAID). The purpose of this Activity is to support the Government of Ethiopia (GOE) to improve the quality of health services and create a sustainable health care system through the use of data for decision making, as well as to provide similar services to other countries in Africa or to respond to a crisis in Ethiopia (as needed). The primary objectives of the Activity are to 1) support information technology systems and data repositories at all levels; 2) build a culture of data use; and 3) improve capacity and governance of MOH health information systems management.

DHA in collaboration with Insupply Health Limited/JSI’s affiliate company / is currently implementing a project aimed to design optimized, responsive, and resilient supply chain systems that ensure the availability of vital health products. As part of this Project implementation, DHA is looking for qualified and experienced Advisor-Supply Chain based in Ethiopia who is willing to travel within the country, in the Regions and Woredas.

Job Summary:

The selected candidate will assume a significant technical role in implementing and supporting Data Use for Reproductive, Maternal, Neonatal, and

Child Health (RMNCH) supplies and supply chains in the specified region. He/she will also provide support to Ethiopia Federal Ministry of Health (FMOH) teams in adopting and implementing an effective and efficient data use culture, with a specific focus on RMNCH supplies. The candidate will work closely with the JSI Ethiopia team and be embedded within relevant JSI Ethiopia teams and offices and be expected to closely collaborate and align with JSI supply chain teams in Ethiopia, all

in support of the FMOH and other relevant government entities.

The ideal candidate should be passionate about enhancing supply chain performance through data use, self-motivated, creative, flexible, a critical thinker, and committed to finding innovative solutions for complex challenges with a strong focus on outcomes. Additionally, he/she should have a proven track record in effective management, be a team player, possess experience in mentoring and capacity

building for healthcare workers, and be skilled in negotiating and advocating for the adoption of new approaches and strategies within the Ministry of Health and public health system in Ethiopia. The candidate should exhibit entrepreneurial qualities, curiosity, flexibility, and agility, and embrace continuous learning and professional growth. He/she should be enthusiastic about actively shaping inSupply’s reputation and presence in Ethiopia, possess experience in managing client and partner relationships, and offer implementation and administrative support as required.

Responsibilities:

Specific responsibilities include, but are not limited to:

Project Leadership and Coordination:

● Independently produce high-quality deliverables and manage work plan activities, coordinating with relevant teams and clients, assuming various roles as needed based on project requirements.

● Serve as a representative and brand ambassador for in Supply, actively participating in working groups, giving and attending debriefings, to promote our work, and sharing key information within the organization.

● Act as an activity manager for the specific workstream stream in Ethiopia, handling  routine project and budget management and providing accountability, and technical leadership to plan and oversee the Sub-Obj 4 activities in Ethiopia as per the defined workplan and statement of work. The core focus of this role is to co-create data use approaches, practices, and tools at the regional level in 2 Woredas, with a particular emphasis on enhancing the performance and management of Reproductive, Maternal, Neonatal, and Child Health (RMNCH) supplies.

● Monitor and ensure the progress of project implementation, emphasizing quality, accountability, and operational efficiency for key deliverables.

Supply Chain and Logistics Management:

● Utilize in-depth knowledge of supply chain management, specifically in the context of RMNCH supplies in Ethiopia, to provide technical guidance and support.

● Mentor and build the capacity of healthcare workers at various levels (Region and Woredas) within the health system to enhance their supply chain competencies.

● Advocate for the adoption of new approaches and strategies within the Regional

Health Bureaus and other relevant stakeholders to improve RMNCH supply chains.

● Co-develop SOPs, and curriculum and lead and/or facilitate training to build the capacity of others in various aspects of the supply chain.

● Demonstrate practical and real results in adopting, adapting, and implementing data use for RHMNCH supply chains at woreda and possibly health facility levels that can inspire confidence in the approach for potential scale-up

Data Utilization and Analysis:

● Leverage data to inform root cause analysis, problem-solving, and action planning for supply chain improvement, building on in Supply’s experience in other geographies

● Extend and triangulate supply chain data appropriately with data for program implementation, co-develop and implement solutions and improvement plans, and conduct quality assurance for deliverables as necessary.

● Lead and oversee team members in analyzing and synthesizing qualitative and quantitative data and visually presenting it to diverse audiences.

● Oversee and support data collection, regular data review, and analysis of project and

program monitoring indicators, along with facilitating adaptive learning sessions.

Stakeholder Engagement and Collaboration:

● Collaborate with government institutions, non-governmental organizations, donors,

and other partners to promote data utilization and evidence as core methodologies for understanding problems and driving actions, decisions, and solution development.

● Actively participate in technical calls and meetings, maintain regular communication

and coordination with team members, and ensure timely completion of deliverables.

● Foster a culture of innovation and continuous improvement within the team, integrating Human-Centered Design (HCD), Quality Improvement (QI), adaptive learning, and other relevant approaches to refine tools, methodologies, and strategies. Serve as an early adopter and advocate for trying and demonstrating new approaches

Mentorship and Coaching:

● Provide mentorship and coaching to peers and staff at the region and Woredas

through the project implementation. Client and Partner Engagement:

● Apply creative approaches to engage with partners and clients, promoting a

customer-centric reputation and brand.

● Represent in Supply Health in working groups and facilitate communication and

collaboration with partners on the ground to ensure support and sustainability.

New Business Development:

● Support new business development efforts and proposals by gathering, interpreting,

and synthesizing relevant data, investigating problems, generating reports, and adapting visuals and analytics to support projects.

● Contribute to the documentation of success stories, lessons learned, and publications through data generation, analytics, and visuals.

Cultural and Organizational Alignment:

● Demonstrate a commitment to the in Supply brand and embrace continuous professional and personal growth.

● Participate in learning and embrace growth-focused goal setting, be open- minded, and be willing to do the hard work of real learning and innovation.

Travel:

● Travel within Ethiopia and the designated region for project implementation and organizational objectives, with more than 50% of travel anticipated.

Job Requirements

Required Qualifications and Experience:

Education:

● Bachelor degree in Pharmacy, Public Health, Healthcare Supply Chain, or any health-related field with a focus on commodity management and supply chain data use and visibility.

● A masters degree in a health-related field with  technical experience in global health or development. Degrees in supply chain or data-related disciplines are highly desirable

Experience:

● A minimum of 7-10 years of work experience in global health, health systems strengthening, or development, with at least five years of experience in supply chain management.

● Demonstrated experience in implementing supply chain solutions and building relationships with the Ministry of Health and the Regional Health Bureau in Ethiopia.

● Familiarity with the international donor community, including bilateral and multilateral donor agencies and private foundations.

● Specific expertise in health and/or logistics management information systems, implementation of digital health solutions, and/or designing and supporting data use and data review approaches is highly desirable, and preferred candidates will be given priority.

● Proficiency in quantitative and analytical skills, including data mining, analysis, interpretation, and presentation.

● Strong teamwork skills, self-management, proactive, and clear communication abilities.

● Comfortable with using Excel for analysis, statistical software, and/or data visualization

software highly desirable.

● Strong experience in building partnerships and Prior experience working in Ethiopia,

especially in the regions and woreda level.

● Proven ability to lead, manage, and build capacity in teams.

● Excellent writing, communication, prioritization, and organizational skills.

● Proficiency in Google Suites and MS Office packages, particularly Word, Excel, and PowerPoint.

● Proficiency in English and Amharic.

● Ability to coordinate multiple tasks, work independently
