Job Title: Health, Nutrition WASH Program Manager (HNW PM)

TEAM/PROGRAMME: Multiple Awards (All Health, Nutrition WASH projects implemented under Jigjiga FO)

GRADE:  2A

Level 3: The post holder will have contact with children and/or young people either frequently (e.g. once a week or more) because they work in country programs and therefore, a police check will be required.

ROLE PURPOSE:

The incumbent of this position represents Save the Children’s values and principles in interactions with staff and external audiences. These values and principles include a commitment to the mission of Save the Children, team orientation, quality management, and leadership development, and introducing systems and procedures to strengthen staff motivation and productivity.  The position holder will be responsible for providing technical and managerial support to the staff for the implementation of emergency health, nutrition, and WASH projects focusing on Community Management of Acute Malnutrition, hygiene and Sanitation, and other emergency and or Development health, nutrition, and WASH projects.  H/she will be responsible to ensure quality program implementation as per national and international standards and in line with the planned budget; provide trainings to staff and partners, monitor program effectiveness, and support surveys and assessments.

The Health and Nutrition Program Manager will work with a number of partners mainly the Somali Regional Health Bureau, The Regional Water Bureau, national and sub-national Health, Nutrition, and WASH clusters, UNICEF, WFP, WHO, ENCU, and local and international NGOs that are implementing programs in the Somali region and or East Oromia, Harari region and Dire Dawa.

S/he is responsible for the development, management, planning, implementation, and monitoring of the Health, Nutrition, and WASH programs implemented under the Jigjiga Field Office. S/he is also in charge of managing overall program implementation through results-based monitoring, evaluation, and quality assurance mechanisms.

The Programme Manager is accountable for budget management across the multiple awards implemented under the jurisdiction of the Field Office.  S/he is also accountable for partner management and coordination, which includes development through capacity building, monitoring, and supportive supervision.

The position Holder will be responsible for representing SCI in the Health, Nutrition, and WASH cluster coordination happening at the sub-national or Regional level. S/he will coordinate with other program managers in the East Area Office to gather or share important updates or information with teams.

The role holder supports the Field Office Manager, in facilitating key relationships between various teams at all levels, particularly Head of Field Offices, Health and Nutrition PMs in other Field Offices, National Sr. Program Managers, and other units both at different levels (MEAL, PDQI, HR and Safeguarding, Finance, Supply chain, Communications and advocacy, Awards and Partnership, and Safety & Security).

The position Holder will have under his/her supervision; project managers, WASH Coordinators, and H&N Coordinators who will work all coordinate in delivering quality programs.

Performs other related tasks as required and as assigned by his/her immediate line manager, Area Director, or Head of Program Operations.

SCOPE OF ROLE: 

Field Offices in the Area: Jigjiga, Gode and Dollo-Ado FO and Moyale Project Office

Reports to:  Head of Field Office – Jigjiga

Dimensions: Communication and relationship management with a wide range of stakeholders, including the Regional Health Bureau, Regional Water Bureau, zonal and woreda Health  and Water offices, Hospitals, and the Sub-National Health, Nutrition, and WASH Clusters. Planning and management of Health, Nutrition, and WASH program activities and results in the Field Offices.

Staff directly reporting to this post: Three (3) direct reporting – this might increase.

KEY AREAS OF ACCOUNTABILITY:

Program, design, oversight and management

  • Overseas and provide Technical support to the Health, Nutrition and WASH emergency response by leading the establishment and setting up of an integrated nutrition component in the intervention or target locations under Jigjiga Field Office.
  • Ensuring effective start-up, management, implementation, monitoring, reporting and evaluation of both emergency health, nutrition, and WASH program under Jigjiga Field Office.
  • Develop and review detailed implementation plans to ensure quality standards in compliance with Save the Children strategies, donor guidelines, and priorities
  • Lead in the coordination and preparation of quality and timely donor reports thus ensuring that these are of high quality (Reporting clearly on progress towards the outputs of the project as stated in the project proposal)
  • Oversee and Lead the implementation of the agreed plan for health, Nutrition, and WASH projects from a quality perspective
  • Contribute to program development with the technical input of the PDQ team for the project proposals and budgets
  • Work closely with country office health and Nutrition, FSL, and WASH TAs and Program team to ensure an integrated program approach, identify ways of maximizing links, sharing of experiences and lessons learnt.
  • Ensure Save the Children Child’s Protection and Safeguarding Children policies are understood, implemented and monitored and that it is integrated into all aspects of the team’s work.
  • Ensure an integrated and joined approach to advocacy and program work.
  • As a key member the of field Senior Management Team, actively participate in weekly Management and other team Meetings held in the field offices
  • Develops a feasible program implementation plan and budget and lead delivery on time, budget, and quality
  • Comply with Save the Children policies and practice with respect to child safeguarding, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.
  • Ensure that the program is implemented in ways that are responsive to the targeted communities and children, in line with the Health, Nutrition, and WASH thematic strategic plan; Save the Children’s principles, values, and compliance procedures.
  • Identify critical issues in the implementation of  program to initiate actions to address them.
  • Initiate and facilitate changes and improvements on implementation approaches and strategies of the programme.
  • In addition to the above-listed responsibilities the Health, Nutrition, and WASH Program Manager will also be responsible for any other duty deemed necessary by the Line Manager.
  • Efficiently and successfully manage the award cycle by putting in place robust mechanisms to start, implement and close awards in line with donor as well as Save the Children’s policies
  • Ensure that awards are managed as per Save the Children’s and donors’ requirements including the quality and timely submission of reports.
  • Make sure the technical team has understood the project design assumptions, costing, and working modality considerations to ensure projects are delivered on time, with high quality & cost-effective way.

Program Design

  • Coordinate & facilitate seasonal assessments ahead of applications in SCI areas of presence to inform updated situation updates of fundraising.
  • Share situation updates from different government sectors & partners.
  • Identify challenges, good practices, and new lessons from gained from implemented projects to build on the design of new fundings to inform project designers what has worked well & not and new horizons of project designs.

Representation

  • Ensure SCI is represented meaningfully at regional levels and SCI responses are well captured on the humanitarian dashboard through submission of good quality 4W matrixes.

Budget management

  • Serve as overall budget holder for the Health, Nutrition and WASH portfolio implemented under Jigjiga Field Office (Active projects now: AICS, ANCHOR and HF)
  • Ensuring that budget is used as per the plan; closely follow and monitor field level spending, review monthly field BVAs to ensure that all spending is properly captured in the system
  • Support in periodic project budget revisions as required and attend AIR meeting on budget utilization
  • Control and usage of Save the Children assets and funds and ensure the programme provides value for money.
  • Prepare and compile annual plans, budgets, quarterly and annual reports for the programme based on donors, government other stakeholder’s requirements.
  • Ensure that program budgets are managed through rigorous budget and finance monitoring practices with participation of all key functions and program team
  • Ensure that budgets are spent and charged to their respective budget heads and awards by diligently reviewing the financial reports regularly/ at least monthly and bringing to the timely attention of the Area Manager, Finance Manager and Awards Focals
  • Make periodic programme and budget revisions as required.
  • Ensure effective and efficient utilization of programme budget and other resources for the intended purpose.
  • Ensure that partner finance planning and reports are in line with the project agreement and requirements from donors and governments.
  • Facilitate communication and interaction between implementing partners and SC finance team
  • Oversee effective functioning of supply chain systems to procure, store and distribute stock, supplies and services for the timely delivery of response objectives

Monitoring, evaluation, and quality assurance

  • In coordination with Education, Protection, and MEAL technical Advisors, design results-based monitoring and evaluation process for the programme.
  • Work with CO MEAL and National Level Sr. program managers to oversee institutionalisation of MEAL systems to ensure timely and effective delivery of programme/projects activities and outputs as well as appropriate accountability to donors, communities and children
  • Regularly follow-up and monitor the programme to ensure proper and efficient implementation.
  • Plan and facilitate regular scheduled reviews of projects with partners and stakeholders.
  • Coordinate and facilitate assessments and evaluations.
  • Manage knowledge and experiences from the learning process and replicate good practices.
  • Ensure the proper utilization and use of monitoring and evaluation systems are put in place.
  • In coordination with the program team and CO technical advisors, ensure the preparation of timely program and donor reports on project activities in compliance with internal SC requirements and any relevant external donor requirements.
  • Ensure that the core humanitarian standards are maintained in accordance with the Sphere Charter and Red Cross Code of Conduct.

People Management and Development

  • Plan, identify and resource appropriate and effective structure & staffing needs for the program implementation and suggest changes as necessary.
  • Ensure Program staff understand and carry out their duties in accordance with donor requirements, humanitarian principles, core values and the Code of Conduct.
  • Oversee the delivery of capacity building plans to develop the requisite operational competencies.
  • Supervise, coach and mentor the program team and other operations staffs
  • Ensure that the program team possesses the required competencies during recruitment or thereafter – including the revision and/or inclusion into their JDs and performance objectives
  • Enhance staff performance through mutually agreed performance management plans, clarity of individual and collective roles and responsibilities; ensure a robust process of performance monitoring, learning & development initiatives and timely management actions
  • Promote an inspiring and motivating working environment through teamwork, delegation and the team building initiatives

Partner management and capacity building

  • Work closely with implementing partners in the course of programme planning, implementation and preparation of periodic completion of reports, annual and quarterly programme budgets and expenditures.
  • Maintain regular communication and interaction with partners to facilitate and promote learning and information sharing.
  • As part of the localization agenda, ensure collaboration with local partners to ensure delivery of humanitarian responses effectively and efficiently and in timely manner. Provide inputs in identification, selection and verification of local partner and consortium partner for humanitarian responses
  • Ensure strong monitoring, evaluation and accountability mechanisms are in place.
  • Provide technical support to partners in the course of project implementation.
  • Identify critical issues in the implementation of the programme and take the necessary actions to address problems and constraints.
  • Undertake regular supportive supervision and (joint) monitoring to ensure proper and efficient implementation of the programme.

Documentation and Learning 

  • Ensure proper documentation of experiences and lessons (including pictures and video documentation) learned in the course of program implementation.
  • Organize and properly maintain database and information related to the program.
  • Facilitate and participate in studies and reviews related to the program.
  • Facilitate and ensure dissemination of information and study/reviews.
  • Provide information/inputs to be used for SC information and communication materials

QUALIFICATIONS AND EXPERIENCE

  • MPH in public health, or BSc in nursing or related fields like environmental health
  • A minimum of 8 years of experience in an NGO environment including a minimum of 4 years of related work experience in managing humanitarian and/or recovery programs.
  • Experience in managing budgets and a sound understanding of key donor regulations
  • Solid understanding of the Ethiopian health policy and strategies, and the health sector transformation plan, FSL, and WASH
  • Experience working with the Ministry of Health and Ministry of Water at national or sub-national levels
  • Previous experience of managing a large multi-sector, multi-national team or professionals
  • Previous experience of programme management across multiple locations
  • Highly developed interpersonal and communication skills including influencing, negotiation and coaching
  • Highly developed cultural awareness and ability to work well in an international environment with people from diverse backgrounds and cultures
  • Strong results orientation, with the ability to challenge existing mind sets
  • Experience of working successfully with senior managers in other parts of own organization or partner organizations to deliver major change
