Health Field Officer 2

Purpose

Health Field Officer 2 contributes to implementing, running and monitoring the health supported activities in Primary Health Centres, Hospitals, One Stop Centres and Health in Detention according to the objectives set out in the delegation’s annual planning (Planning for Results) for a specific geographic area or field of activities.

Relationships

• Internally, interacts with health staff (Health Field Officers, Health Delegate, Health Coordinator) and non-health staff (Protection, Ecosec, WatHab, Logistics, Head of Sub-Delegation/Office).
• Externally, interacts with local (health) authorities, international and local stakeholders (International Red Cross and Red Crescent Movement partners, UN, NGOs) in his/her geographic area or field of responsibility, and beneficiaries.

Accountabilities & functional responsibilities ; Health Care (90%)

Health Care (90%)

• Implements prioritized health programs, monitors the progress and proposes corrective actions in his geographic area or field of responsibility
• Perform regular visits to the supported health facilities to ensure that is functional engage with health facility team to identify gaps, raise concerns funds during monitoring and to enhance their capacities
• Organize and participate in meetings with health extension workers (HEW) as part of the activities planned in health program
• Assist the Health Delegate in designing operational strategies and planning the health programs in his area of responsibility
• Responsible for the collection of accurate health required data from the supported health facilities for analysis and propose actions according to the results to be submitted timely in the data system for validation of the Health Delegate
• Responsible for organization of health planned trainings, submission of ToR and follow up of the administrative and arrangements procedure
• Support the Health Delegate in drafting the agreements with partners.
• Conducts health assessments and regular field visits/monthly to monitor health activities and health care access threats to the population in his/her area of responsibility.
• Ensures proper management of health-related information collected and produces the subsequent reports.
• Contacts with concerned health facilities to assess situations on the field and provide the delegation with accurate related data
• Participates in analysis of and reflection on the overall health situation; contributes to realistic project proposals in line with the sub-delegation’s objectives and priorities.
• Helps organize meetings; advises staff members in matters such as culture, politics, the economy, security, etc.
• Participate and interprets at meetings including the writing of Minutes of Meetings and translates documents into local languages.
• Carries out logistical tasks regarding medical and non-medical items (Supply request, confirmation of good receipt, and reconciliation of donation), including for staff-health issues, and organizes distributions to beneficiaries in the field when required.
• Liaises and builds networks with local stakeholders to facilitate communication on and coordination of activities, thereby ensuring more efficient implementation of health programs. May represent the ICRC vis-à-vis beneficiaries, local authorities, humanitarian players, armed groups, etc.
• Establishes and maintain professional contact with health authorities and health institutions.
• Liaises with other internal departments (Protection, Wathab, Ecosec, and Field team)
• Facilitates field trips and helps communicate with the local population/victims/beneficiaries.
• Contributes to financial monitoring of the costs involved in the project(s) activities supported

Health in Detention (10%)

• In collaboration with the Health Delegate and Protection Team Leader, ensure the assessment of needs, planning, implementation and follow up of all Health in Detention (HID) activities in places of detention in his AoR, aimed at improving detainees’ access to effective health care.
• Accompanies and assists the Detention Delegate in detention visits.
• Assists in medical data collection, translation (from Amharic/Oromifa to English) and interpretation
• Assists the Health Delegate/ Detention Doctor/Nurse in the preparation of health staff trainings
• Assists the Health Delegate/ Detention Doctor/Nurse in the management of medical kits.

ADDITIONAL DUTIES

• Follows up on all work-related messages and correspondence with the relevant contacts and departments
• Is aware of the delegation’s objectives and has a good knowledge of the Movement and other contacts relevant to the position
• Collects and shares information so as to improve the ICRC’s understanding of the environment and humanitarian trends and responses
• Represents the ICRC in an appropriate way during activities, in meetings and in the field, and avoids any activity that may reflect negatively on the ICRC’s image
• Takes responsibility for their own professional learning and development
• Occasionally participates in a field visit where administrative support is required.
• Can be requested to supervise local health professionals
• Assure the interim of health activities in case of absence of the Health Delegate

Certifications / Education required

• University degree in Medicine (medical doctor) or a degree in Nursing
• Fluent knowledge of English, Amharic and Afaan Oromo (written and spoken).
• Computer literacy

Professional experience required

• Minimum 2 year working experience working with the Ministry of Health
• Solid and practical experience in the health field as a nurse or as a doctor.
• Experience working in humanitarian context (NGO’s/ humanitarian organizations) and in a multicultural environment an added value
• Good knowledge of the assigned geographic area and the humanitarian concerns
• Good knowledge of National Health Programs and Government health structure.

• Location: Nekemte sub delegation, with frequent field trips across the priority zones as per the subdelegation, including overnight stays of extended periods.
