Health and Nutrition Officers (4 Positions)

PAD is currently seeking qualified and motivated individuals for the following position(s)

Position Details:

• Position: Health and Nutrition Officer
• Number required: 4 at Waghimira Zones of the Amhara Regional State at specific IDP sites.
• Duty Station:
• Position 4 required one for each woreda at Wag Hamra Zone in Gazgibla, Tsagbji, Dehana, and Aberegele woredas.
• Language: Proficiency in English and the local language(s) of the region is required.
• Employment Type: Contractual, project-based position subject to project funding and duration

Job Summary:

The Health and Nutrition Officer is responsible for planning, implementing, and monitoring integrated health and nutrition programs to improve community health and well-being in the assigned Woreda. This role involves providing technical support for primary healthcare, nutrition services, disease prevention, and health promotion activities. The Officer will work closely with medical teams, community health workers, and government health agencies to facilitate effective, evidence-based service delivery.

Key Responsibilities:

1. Health Service Delivery & System Strengthening

• Facilitate integrated outreach campaigns to improve access to essential services in hard-to-reach and underserved areas.
• Strengthen local health systems through regular mentorship and on-site support.
• Support existing ambulance services with fuel and maintenance to facilitate timely referral between the community, Primary Health Care Units (PHCUs), and higher-level health centers or hospitals.
• Facilitate the implementation of WASH/IPC in healthcare facilities.
• Provide support for maternal and child health programs, including antenatal and postnatal care.

2. Emergency Response & Disease Surveillance

• Facilitate refresher training sessions on PHEM/IDSR for health workers.
• Facilitate one-day orientation training for community health workers (HDAs/Volunteers) on national community and event-based surveillance (CEBS).
• Deploy and facilitate the work of area rapid response teams, equipping health facilities for enhanced preparedness and rapid response during outbreaks.
• Facilitate gap-filling training for health workers in IMNCI, BEmONC, and CMR/GBV clinical protocols (specifically for Dehana and Tsagbaji woredas).

3. Nutrition Programming

• Facilitate training on Family MUAC for Health Extension Workers (HEWs) to support active case detection, screening, early identification, and referral of acute malnutrition cases.
• Facilitate orientation sessions on Family MUAC for caregivers to support active case detection, screening, early identification, and referral of acute malnutrition cases.
• Facilitate gap-filling capacity-building training on SAM management for health workers and HEWs.
• Facilitate CVA for caretakers of children under 5 with SAM admitted to stabilization centers to enhance referral and access to food and WASH facilities.
• Coordinate the procurement and prepositioning of therapeutic commodities (RUTF), ensuring last-mile delivery and digitalized supply chain management.
• Facilitate the establishment and strengthening of Mother-to-Mother (M2M) support groups to promote optimal IYCF practices in the community.
• Ability to provide technical guidance for the frontline health care providers, including CMAM and RUTF program implementation

4. Community Engagement & SBCC

• Facilitate a comprehensive behavioral assessment and the design/development of context-specific SBCC materials.
• Facilitate comprehensive planning sessions and community forums between community structures (women groups, youth, persons with disabilities) and service providers.
• Facilitate orientation and reviews on referral pathways for health, protection, and other sector representatives.

5. Data Collection, Reporting & Coordination

• Maintain accurate client and program records.
• Prepare and submit regular reports on health and nutrition activities and outcomes.
• Collaborate with government health departments, NGOs, and other stakeholders to strengthen the health system.

Qualifications & Requirements:

Education:

• Bachelor’s degree in Public Health or Nursing, or a related field from a recognized university.

Experience:

• Minimum of 3 years of proven experience in humanitarian or development programming, specifically in health and nutrition sectors.
• Demonstrated experience in implementing primary healthcare services, maternal and child health programs, and acute malnutrition management.
• Experience working in the Amhara region or similar pastoralist/conflict-affected areas is highly desirable.
• Prior experience in coordinating with government health bureaus, Woreda health offices, and other humanitarian stakeholders.

• Technical Proficiency: Solid understanding of IDSR, PHEM, IMNCI, and clinical protocols for GBV/CMR management.
• Communication: Strong verbal and written communication skills; proficiency in the local language of the Waghimra Zone is a distinct advantage.
• Decision-Making: Proven ability to make informed decisions in emergency settings and manage competing priorities.
• Problem-Solving: Strong analytical skills with a focus on identifying gaps in health service delivery and implementing sustainable solutions.
• Attention to Detail: Excellent record-keeping skills and ability to manage accurate patient and program data for donor reporting.
• Adaptability: Ability to perform field-based work in remote areas and adapt to changing operational environments.
• Strong understanding of data protection in emergency operations and proficiency in Microsoft Office applications, including basic database management.
• Ability to adapt technical expertise to diverse operational contexts.
• Experience working in multicultural teams and dynamic emergency environments.
• Fluency in English (oral and written) required.
• Knowledge of the local language is an asset.
• Prior experience in an NGO.
