The Health and Nutrition Officer is responsible for leading, coordinating, and implementing World Vision Ethiopia’s health and nutrition programs within the assigned woreda. This role ensures effective planning, delivery, monitoring, and evaluation of program activities, while aligning with national standards and international protocols.  Working closely with government staff, local stakeholders, and partners, the officer strengthens coordination and integration of services. He/She will conduct regular field visits to assess service quality, provide technical support, and address capacity gaps through training and mentorship of health workers and community volunteers.

The Key responsibilities of the officer include delivering essential health services such as OPD/IPD consultations, maternal and newborn care (ANC, PNC, delivery), nutrition screening and management (SAM/MAM, GMP, MUAC), and immunization (EPI). The officer also supports disease surveillance, early referrals, community health education, and the availability of critical supplies and tools. This position plays a vital role in improving the health and nutritional status of vulnerable communities, especially in emergency contexts, by ensuring that interventions are timely, effective, and impactful.

Moreover, the position holder will conduct monthly monitoring using PHC or quality benchmark checklists and follow up on trainings with the post-training checklist. They will oversee outreach activities and community volunteers, supervise environmental health, and ensure IPC supplies are available. The role includes supporting weekly and monthly report compilation, mentoring OPD, MCH, surveillance, and supply chain teams, and assisting HWs and HEWs with PHC recording and reporting. They will also participate in joint supervision, evaluations, and monthly meetings.

Objective 1: Assessments and Situation Analysis

• Participate in the planning and execution of health and nutrition assessments by providing context-specific information (e.g., geographic, economic, social, and anthropological data).

• Conduct rapid needs assessments in emergency contexts in collaboration with other World Vision Ethiopia (WVE) sectors to inform response strategies.

Objective 2: Health and Nutrition Program Support: 

• Strengthen systematic nutrition screening, active case detection, early referral, and admission of acute malnutrition cases through routine Growth Monitoring and Promotion (GMP), Extended Outreach Services (EOS), Family MUAC screening campaign

• Assist in the procurement and distribution of gap-filling supplies, including SC/OTP items, job aids, and anthropometric tools.

• Supervise and coordinate IYCF activities to maintain high standards and ensure alignment with the emergency nutrition response project.

• Deliver comprehensive family health services, including ANC, PNC, delivery, and essential newborn care. Responsibilities include supporting iron supplementation, TT vaccination, FP counseling and contraceptive services, and routine/outreach EPI activities.

• Support Primary Hospitals, Health Centers, and Health Posts in the treatment of acute malnutrition for p children under five and pregnant and lactating women with respective of national protocols and SPHERE standards.

• Strengthen referral mechanisms for obstetric and child health complications, manage sick children per IMNCI/ICCM guidelines, and ensure availability of essential medicines, IEHK, protocols, and HMIS tools. The role involves training and supporting community health volunteers, providing on-the-job technical support, and promoting preventive healthcare at the community level, particularly in line with public health emergency management and epidemic disease surveillance. The position also includes updating outbreak monitoring charts.

• Support routine and outreach Expanded Program on Immunization (EPI) services.

• Strengthen early referral mechanisms for obstetric complications and other maternal and child health concerns.

• Support the clinical management of sick children in line with IMNCI and ICCM guidelines.

• Ensure availability and proper utilization of lifesaving medications, IEHK kits, clinical protocols (ICCM/IMNCI, PHEM), and HMIS tools.

Objective 3: Reporting and Documentation:

• Prepare and submit weekly nutrition updates and monthly program performance reports.

• Contribute to assessment reports, the HEA impact dashboard, 5W- nutrition matrix report, and the monthly IPPT update.

• Document and report on trainings, community sanitation campaigns, and project success stories.

• Ensure all activities are aligned with the National Nutrition Program framework and foster strong collaboration with local stakeholders.

Objective 4: Emergency Preparedness and Response and management 

• Support the woreda health office in developing response plans for disease outbreaks, floods, and other emergencies.

• Assist in the preparation and implementation of outbreak response plans in coordination with woreda stakeholders.

• Improve community-based preventive health care, with a focus on commonly occurring epidemic-prone diseases.

• Update and maintain outbreak monitoring charts.

• Contribute to surveillance and reporting mechanisms under the Public Health Emergency Management (PHEM) framework.

Objective 5:   Internal and External Coordination

• Actively participate in external coordination mechanisms at the woreda level to enhance collaboration and alignment with stakeholders

• Develop and maintain a strong network of contacts at the base level, including INGOs, LNGOs, government agencies, and technical/scientific partners, to facilitate smooth project implementation.

• Provide regular updates on World Vision Ethiopia (WVE) nutrition activities during external coordination meetings.

• Offer technical input aligned with WVE guidelines, positioning papers, and strategic priorities during coordination forums and technical working groups.

• Liaise with international and local partners to coordinate and align health and nutrition activities.

• Lead and support the health and nutrition team during external field visits by partners and donors, including representing WVE and preparing briefing materials.

• Share detailed meeting minutes and summaries of action points from coordination meetings.

• Ensure timely and accurate submission of ENCU (Emergency Nutrition Coordination Unit) and Health Cluster reports at both national and sub-national levels.
