General Background

The OEC: The Organisation of Educational Cooperation (OEC) is an international intergovernmental organisation, founded in January 2020 by countries from across the Global South, to “contribute to the equitable, just, and prosperous social transformation of societies by promoting balanced and inclusive education, in order to attain the fundamental rights to liberty, justice, dignity, sustainability, social cohesion, and material and immaterial security for the peoples of the world”.

The main functions of the Executive Office of the Secretary-General (EOSG) are to:

a) Act as an interface for Departments, Bureaus, and external stakeholders;
b) Ensure the required follow-up on the Secretary-General’s instructions;
c) Assist in the strategic coordination and oversight of the OEC’s activities and operations;
d) Facilitate the Secretary-General’s decision-making by enabling a smooth and timely flow of relevant information and undertaking research required by the Secretary-General;
e) Ensure effective communication channels between the Secretary-General, Member States, Associate Members, and external stakeholders;
f) Organise and coordinate the Secretary-General’s work agenda, official travels, working visits, and public engagements.

Role Summary

Under the authority and direct supervision of the Secretary-General, the Head of Office is responsible for the management, supervision, and administration of the day-to-day operations of the Executive Office of the Secretary-General (EOSG), including the management of its budget and work planning. This position provides the unique opportunity of joining the management team of a new international organisation, contributing to its lasting construction and influencing its future trajectory.

Duties

  • Oversee and manage the Executive Office of the Secretary-General, ensuring the effective coordination and evaluation of the EOSG staff in their substantive support to the Secretary-General;
  • In collaboration with the Personal Assistant, oversee the efficient management of the Secretary-General’s agenda to maximise the effective use of his time in furtherance of the Organisation’s objectives;
  • In collaboration with the Secretary-General’s Advisers, provide strategic planning advice to the Secretary-General to fulfill his political and managerial objectives in furtherance of the OEC mission, Programme, and Strategic Plan;
  • Ensure the required follow-up on the Secretary-General’s instructions;
  • Oversee the smooth and timely flow of information to and by the Secretary-General, including correspondence, official statements, reports, and other documents for the Secretary-General’s signature or clearance;
  • Oversee the preparation of relevant research, briefs, and background papers;
  • In collaboration with the Department of External Relations and International Cooperation, oversee the preparation and coordination of the Secretary-General’s official visits as well as official visits to the Secretary-General;
  • In collaboration with the Section of Protocol, ensure the proper respect and implementation of protocol standards during visits to the Secretary-General and/or receptions at the Headquarters and/or the Official Residence;
  • Collate and prepare the Secretary-General’s daily briefings and actionable items;
  • Oversee the efficient and effective execution of the EOSG budget;
  • Perform other duties as requested by the Secretary-General.

Qualifications

  • At least 10 years of work experience in international relations, management, public administration or other related fields;
  • At least 3 years of work experience assisting and/or coordinating the activities of senior officials;
  • Bachelor’s degree (or higher) in International Relations, Management, Administration, Political Science, other related fields.

Language Requirements

Candidate must at least be fluent in English and additional knowledge of one or more other official languages (French, Arabic, Spanish) is an asset.
