Job Description

The International Livestock Research Institute (ILRI) seeks to recruit a Head of Administration & Director General’s Deputy Representative, for Ethiopia, to oversee the day-to-day management of all administrative services that support ILRI’s activities and operations in Ethiopia and to deputize the Director General’s Representative to Ethiopia.

ILRI works to improve food security and nutrition, and reduce poverty in developing countries through research for efficient, safe and sustainable use of livestock. It is the only one of 11 CGIAR research centres dedicated entirely to animal agriculture research for the developing world. Co-hosted by Kenya and Ethiopia, ILRI has regional or country offices and projects in East, South and Southeast Asia as well as Central, East, Southern and West Africa. www.ilri.org

Key Responsibilities

  • Lead and manage all service units including Information and Communication Technology (ICT); Housing, Catering & Conferencing Services; Engineering and Facilities Management; National Liaison Office; Supply Chain – Procurement & Stores and Transport, Security; as well as country finance office, country People & Organizational Development office and outsourced service providers, by evaluating needs and risks, managing the strategic planning process for the various functions/units in line with institutional goals and strategies, fostering continuous improvement and innovation, and interfacing with internal and external stakeholders.  Service providers include security, cleaning, hospitality, printing, gardening, maintenance, transport and travel among others. Manage service delivery of all the service units by developing service level agreements (SLA’s) and operational level agreements (OLA)s, ensuring compliance with SLA’s, monitoring indicators, collecting information for decision-making, reviewing processes, seeking feedback from customers, solving problems and managing external providers and ensuring efficient and cost-effective services are delivered
  • Build and strengthen cross-cutting team relationships and coordinate responsiveness of all administrative units on interdisciplinary issues, particularly related to minimizing bottlenecks and promoting efficacy & innovation, crisis management, problem-solving, and high-level event planning.
  • Manage material and financial resources, including facilities and assets, by planning long-term needs, managing the operational and capital budgets of all units, approving expenses and ensuring assets are safeguarded and properly utilized.
  • Ensure proper control systems are in place and are monitored in compliance with ILRI policy and procedures.   Cooperate with audits and develop/monitor implementation plans to respond to audit recommendations.
  • Maintain a risk register and a risk mitigation plan and a business continuity plan.
  • Ensure that the necessary operational and administrative infrastructure is in place to support ILRI’s current, and planned, research programmes
  • Ensure that human resource, budgetary and financial management systems are implemented and maintained in line with ILRI’s institutional systems.  Ensure ILRI receives value for money in its services, and consider how to optimize resources for better efficiency.
  • Facilitates positive collaboration and synergy between ILRI Ethiopia administrative units and their counterparts in Nairobi.   Continually communicates and cooperates with relevant directors and counterparts.
  • Ensure smooth coordination with Communications & Knowledge Management (CKM) and administrative units on joint tasks/events and responsiveness to Ethiopia’s general needs.  Provided second-level supervision of Ethiopia CKM coordinator.
  • Ensure ILRI and its hosted institutions are in compliance with ILRI’s hosting agreement with the government of Ethiopia.   Manage hosting agreements with hosted institutions and monitor compliance with the agreements.   Hold regular meetings with hosted institutions to ensure they receive adequate services.  Provide proactive communication with heads of hosted institutions on issues of concern to them.
  • In coordination with the DG’s Representative to Ethiopia, provide campus and country leadership on matters of concern related to the campus, environmental stewardship, security, public health and safety.   Provide opportunities for staff to collaborate across institutions, programs and projects.
  • Assist the DG’s Representative to Ethiopia in public relations and liaison activities and to maintain appropriate administrative relationships with other international research centers, national institutions and other institutions having programme, or other linkages, with ILRI in Ethiopia, including organizations hosted by ILRI in Ethiopia
  • Support the Institutional Management Committee, as required, to develop and evaluate alternate models of delivering shared services to all organizations (particularly other CGIAR Centers) hosted by ILRI on the Addis Ababa campus
  • Deputize the Director General’s Representative in Ethiopia
  • Perform any other related duties as may be required

Requirements

  • Master’s degree in business administration, finance, economics, management, commerce or relevant field
  • Relevant professional certification
  • Fifteen years’ relevant management experience in comparable organizations.
  • A track record of achievement in mature, well-established organizations that have been required to adapt quickly to changes.
  • Proven success in planning, organizing and managing budgets and people.
  • Excellent interpersonal and communication skills – verbal and written.
  • Self-motivated with sound judgment and sensitivity to cultural diversity.
  • Experience of working in developing countries and multi-cultural environments with sensitivity to cultural diversity.

Post location: The position will be based in Addis Ababa, Ethiopia.

Terms of Appointment

This is position is at job level HG 21 and it is open to both national and international applicants. The position is a three (3) year contract, renewable subject to satisfactory performance and availability of funding.
