Job Description

This position is advertised open to Group 1, Group 2, if applicable, and external applicants. The Guest House Manager will provide administrative assistance to the immediate supervisor and/or Head of the Office, and/or to the Unit as a whole to ensure that routine services and activities within the administrative domain are properly implemented. As per specific instructions, the incumbent may require liaising with other internal or external entities, to ensure effective delivery of services and achievement of objectives. The assignments are mostly standard tasks including limited interpretation of subject matter and information exchange between staff in the office, at the duty station and external officials of other institutions to ensure mutual understanding. The incumbents workload and the assignments will remain under constant guidance and direction of the supervisor.

Duties:

The incumbent of this position will:

Manage the reservation booking using the Global Humanitarian booking Hub https://accommodation.wfp.org/login/ reception and payment arrangements,

Provide the accommodation facilities by assigning rooms to guests and maintain a list of guests in the compound,

Prepare monthly accommodation bills for rent deduction for staff members and issue accommodation bills for the guest accommodated in UNHCR guest house,

Undertake a need assessment for guesthouses improvement, report, and reasonable procurement plan to the immediate supervisor and Admin Officer/or Head of the office,

Undertake regular visits to different room to ensure that systems are in place and evaluate the cleaning service rendered by the private company in charge of cleaning,

Ensure that the accommodation, including laundry and all lodging facilities are kept clean on daily basis, replaced, or repaired on need-based manner,

Supervise and maintain general cleanliness and lighting of pathways in the compound including proper waste disposals,

Ensure that repairs and maintenance of rooms, houses and facilities are done in prompt manner electrical, plumbing, A/Cs repairs and carpentry so as not to inconvenience residents/,

Supervise all cleaners within the compounds and ensure the compound is properly cleaned.

Maintain records of all items procured for the Compound, Improvement work for Canteen and entertainment facilities, Perform other related duties as required.

The incumbents workload and the assignments will remain under constant guidance and direction of the supervisor.

Supervise the general cleaning of office blocks and accommodation

The Guesthouse manager is a position within an office that requires basic knowledge of administrative rules, procedures as well as operational standards of a UNHCR office. The nature of certain administrative/personnel functions require discretion and confidentiality.

Language Requirements

======================================================================================================== Nature of the position:

The conflict in Tigray has impacted the Eritrean refugee operation in the camps, and while Mai Aini and Adi Harush camps were relatively less impacted, a recent interagency multi-sectorial assessment (January 2021) still indicated serious protection concerns as well as continued challenges regarding the impact on delivery of basic services.

The overall registered Eritrean refugee population under level 3 standards under the purview of the operation stands at 148,889 individuals (96,000 registered in Tigray and 52,829 registered in Afar in another two camps, Berhale and Aysaita).

However, recent food distribution monitoring in Mai Aini and Adi Harush camps shows that significantly less than this amount currently reside in the two camps. which the Government of Ethiopia announced as closed in February 2021, will likely continue throughout the year, which is having an impact on land availability in the other two camps. Eritrean refugees in the Shire camps are mostly young, single men, with women and girls only making up 44% of the population. There is also a significant number of unaccompanied and separated children (UASC).

The average family size stands at 1.6 individual. As a result of the conflict in Tigray, there is also an increasing IDP situation across the Tigray region, as well as in neighboring regions, including in towns nearby to Embamadrie (e.g. Mai Tsebri town), which UNHCR is scaling up it’s response. Due to access challenges, there are conflicting numbers of reported IDPs, ranging from 500,000 to over 2 million.

Living and Working Conditions

Staff members should be prepared to operate under challenging conditions with extremely limited resources. The staff members will be working within a city that has been isolated for several months due to the crisis which began in November 2020. The office deals primarily with several local camp environments with inherent risks to staff health.

Regardless of information campaigns, there are realistically few, or no COVID-19 protocols adhered to by the camp(s) population. Staff wear masks but will often work within large groups of refugees who do not. There is still no second round of cholera and COVID-19 vaccines for the populations of concern, nor sufficient drugs and medical supplies.

While the primary hospital in Shire is functioning, it is currently running low on medical supplies. Most pharmacies in town are open, but they also struggle to get medical supplies, so staff with prescriptions should come with at least 3 months of prescription medication. Communications blackout persists in Tigray with no mobile network and Wi-Fi as all local internet companies are closed.

In Shire, the office relies on VSAT for internet connectivity. There is no bank service in the region. However, staff member are getting some cash depending on the availability of cash in the office.
