Job Description

This position is advertised open to Group 1, Group 2, if applicable,; and external applicants. The Guest House Manager will provide administrative assistance to the immediate supervisor and/or Head of the Office, and/or to the Unit as a whole to ensure that routine services and activities within the administrative domain are properly implemented. As per specific instructions, the incumbent may require liaising with other internal or external entities, to ensure effective delivery of services and achievement of objectives. The assignments are mostly standard tasks including limited interpretation of subject matter and information exchange between staff in the office, at the duty station and external officials of other institutions to ensure mutual understanding. The incumbents workload and the assignments will remain under constant guidance and direction of the supervisor.

Duties:

The incumbent may follow up and ensure that repairs and maintenance of rooms, houses and facilities are done in prompt manner electrical, plumbing,
A/Cs repairs and carpentry so as not to inconvenience residents
Supervise all cleaners within the compounds and ensure the compound is properly cleaned.
Maintain records of all items procured for the Compound.

The incumbent¿s workload and the assignments will remain under constant guidance and direction of the supervisor. The Guesthouse manager is a position within an office that requires basic knowledge of administrative rules, procedures as well as operational standards of a UNHCR office. The nature of certain administrative/personnel functions require discretion and confidentiality..

Language Requirements

======================================================================================================== Nature of the Position

UNHCR has had a presence in Tigray since the early 2000¿s after the Eritrean-Ethiopia war (1998-2000) and resulting refugee influx of Eritrean refugees and asylum-seekers. The operation changed dramatically in November 2020 with the onset of the conflict in Tigray, which then evolved into the neighboring regions of Afar and Amhara. The conflict has directly impacted the lives of persons of concern, with numerous deaths resulting directly from the conflict, including attacks on IDP collective centers and refugee camps, with two camps destroyed (Hitsats and Shimelba).

In addition to violent deaths, the indirect impact of the conflict linked to the de facto embargo in-place since July 2021 has probably resulted in many more preventable deaths, including to persons of concern, with chronic shortages in food, medicine, Non-Food Items (NFIs)/Core Relief Items (CRIs) and clean water, as well as impact of the ongoing closure of financial systems, fuel shortages and communications blackout.

In 2022 the conflict continues to evolve, with new displacement occurring, and the ongoing support to around 1.8 million IDPs in Tigray (DTM data), as well as around 26,300 refugees and asylum-seekers in the camps and thousands of others in urban areas (ProGres June 2021 data). To enable an effective response, UNHCR has a SO in Mekelle and Shire, as well as Field Units/Offices in 6 locations (Adigrat, Maichew, Abi-Adi, Axum, Sheraro and Embamadrie.

UNHCR Field Unit Embamadrie falls under – Sub Office Shire serving Mai Aini and Adi Harush refugee camps and five IDPs sites.

The office is looking for a Guest house Manager  who will facilitate provision of accommodation at the Guesthouse by assigning rooms to guests and maintain a list of guests in the compound; Prepare monthly accommodation bills for rent deduction for staff members and also accommodation bills for the guest accommodated in UNHCR guest house; reporting to the immediate Supervisor and Admin Officer/or Head of the Office, and/or to the Unit as a whole to ensure that routine services and activities within the administrative domain are properly implemented.

Living and Working Conditions

Staff members should be prepared to operate under challenging conditions with extremely limited resources. The staff members will be working within a city that has been isolated for several months due to the crisis which began in November 2020.

The office deals primarily with several local camp environments with inherent risks to staff health. Regardless of information campaigns, there are realistically few, or no COVID-19 protocols adhered to by the camp(s) and host population. Staff wear masks but will often work within large groups of refugees who do not.

There is still no second round of cholera and COVID-19 vaccines for the populations of concern, nor sufficient drugs and medical supplies. While the primary hospital in Shire is functioning, it is currently running low on medical supplies. Most pharmacies in town are open, but they also struggle to get medical supplies, so staff with prescriptions should come with at least 3 months of prescription medication.

Communications blackout persists in Tigray with no mobile network and Wi-Fi as all local internet companies are closed. In Shire, the office relies on VSAT for internet connectivity. There is no bank service in the region. However, staff member are getting some cash depending on the availability of cash in the office.
