UNOPS supports partners to build a better future by providing services that increase the efficiency, effectiveness, and sustainability of peacebuilding, humanitarian, and development projects.  Mandated as a central resource of the United Nations, UNOPS provides sustainable project management, procurement, and infrastructure services to a wide range of governments, donors, and United Nations organizations.

New York Portfolio Office (NYPO) supports the United Nations Secretariat, as well as other New York-based United Nations organizations, bilateral and multilateral partners in the delivery of UNOPS mandate in project management, infrastructure management, and procurement management.

The Sustainable Development Cluster (SDC) supports diverse partners with peacebuilding, humanitarian, and development operations. It was formed by combining the following portfolios: Grants Management Services (GMS), UN Technology Support Services (UNTSS), Development and Special Initiatives Portfolio (DSIP). It provides Services to partners’ programmes that are designed, structured, and managed with a global perspective and primarily serving partners headquartered in New York. The SDC has a footprint of approximately 125 countries.

UNOPS DSIP has been requested to support The Forest & Climate Leaders’ Partnership (FCLP).

The Forest & Climate Leaders’ Partnership (FCLP) was launched by world leaders at COP27 and aims to accelerate global progress to halt and reverse forest loss and land degradation by 2030 while delivering sustainable development and promoting an inclusive rural transformation, through a voluntary and focused partnership of countries that are making a strong contribution to this agenda through national action and international collaboration. The importance of the target in the Glasgow Leaders Declaration on Forests and Land Use of halting and reversing forest loss by 2030 has now been emphasized by the Conference of the Parties serving as the meeting of the Parties to the Paris Agreement in the outcome of the first global stocktake under the Paris Agreement.

To achieve its mission the FCLP members intend to:

  1. Maintain high-level political attention on forests and climate;
  2. Provide their combined political support to accelerate and scale implementation of a prioritised number of Policy Action Areas;
  3. Support implementation of the participating countries’ self-determined national goals and encourage all countries to be even more ambitious over time; and
  4. Demonstrate impact and be answerable for commitments made.

The FCLP is supported by the Secretariat, which is managed and operates under the oversight of the Secretariat Board. The Secretariat is hosted by UNOPS.

Effective communications are central to the FCLP’s mission, ensuring clear, consistent, and strategic messaging to internal stakeholders and external audiences, strengthening its brand, narrative, and visibility. In 2025, the FCLP developed comprehensive internal and external communications strategies in consultation with its members. These strategies provide a roadmap for coordinated communications and engagement.

Functional Responsibilities


The Global Communications Specialist will contribute to the implementation of the FCLP’s internal and external communications strategies, ensuring their effective execution across internal and external channels. The role will contribute to enhancing global visibility, promoting the FCLP’s objectives, developing and maintaining a compelling narrative, and ensuring the Secretariat and FCLP members’ communications needs are met in a timely and professional manner.

Communication functions sit within the Office of the Director of the FCLP Secretariat. The incumbent will work closely with the entire Secretariat team to identify and deliver communications needs in a collaborative and responsive manner.

Strategic Communications

  • Facilitate  the delivery of FCLP’s internal and external communications strategies, ensuring coherence with organizational priorities and evolving global policy contexts.
  • Support the development and refinement of the FCLP’s overarching narrative, positioning the Partnership as a global leader in forest, climate, and land-use action.
  • Ensure consistent tone and messaging across all communications in line with the approved strategies and overarching narrative.

Stakeholder Engagement & Internal Communications

  • Collaborate with the Secretariat and FCLP members to identify and meet communications needs across the organization.
  • Foster collaboration and information exchange among members and partners, strengthening shared ownership of FCLP’s strategic objectives and initiatives.
  • Coordinate newsletters, internal updates, and other internal communications products to ensure timely and consistent information dissemination.

External Relations

  • Contribute to identify, prioritize and continuously refine target audiences for the FCLP’s external communications, ensuring messages and materials effectively reach and engage them.
  • Manage FCLP social media channels, ensuring regular, engaging, and strategically aligned content, with a focus on growing reach and influence among target audiences.
  • Oversee the production and coordination of communications assets, including infographics, videos, presentations, and other digital or print materials.
  • Maintain and update the FCLP website and other digital platforms to ensure they remain current, relevant, and aligned with the FCLP brand.
  • Draft public-facing materials, including the annual report and other publications.
  • Coordinate FCLP external brand management, ensuring consistency across visual identity, messaging, and communications materials.

Media Relations

  • Coordinate media engagement in line with the approved communications strategy, including:
    • Proactive outreach to journalists and media outlets.
    • Organizing media roundtables, press briefings, and press conferences around key events and announcements.
    • Preparing press kits, talking points, and background materials for media engagements.
    • Monitoring media coverage and analyzing impact to inform future communications.
  • Ensure the FCLP’s narrative and messaging are consistently amplified through all media and engagement channels.

High-Level Event Management 

  • Provide communications support for major FCLP events, including COP, Ministerial meetings, and public engagements.
  • Draft high-level materials,  speeches, talking points, press kits, and media briefs, for use by government officials.
  • Coordinate media coverage and public relations activities during key events to maximize visibility and strategic impact.
Monitoring and Progress Controls

A work plan will be developed based on the UNOPS PER cycle and serve as the overarching document to monitor progress and record performance.

Education/Experience/Language requirements

Education


  • An advanced university degree (Master’s or equivalent) preferably in International Security, International Relations, Journalism, Communications, or a related field with five (5) years of relevant experience is required; OR
  • First level university degree (Bachelor’s or equivalent) preferably in International Security, International Relations, Journalism, Communications, or related field with seven (7) years of relevant experience.
Required Experience

  • Relevant experience is defined as progressively responsible professional experience in communications, external relations, engagement and outreach, preferably within international organizations or UN agencies.
  • Experience communicating on forest, climate and land-use issues, with a strong understanding of the sector on behalf of the UN or international organizations.
  • Extensive experience engaging with developing country governments and coordinating multi-stakeholder processes between the Global North and Global South, including UN agencies, development banks, and donor institutions.
  • Experience coordinating and moderating international events, including emceeing, overseeing media relations, and coordinating production of communication assets.
  • Proven experience in narrative development, media engagement, and public relations for events and partnerships.

Desirable experience (the following experience is optional candidates who do not have it are welcome to apply):

  • Previous professional experience or background in journalism is considered an asset.
  • Strong collaboration skills in multicultural and multi-stakeholder environments.
  • Ability to navigate complex political and organizational dynamics.
  • Results-driven, with attention to detail and accountability.
  • Demonstrated success collaborating across remote, global teams.
  • Previous experience consulting for UN agencies is highly desirable.
  • Prior professional experience living and working in developing countries is considered an asset.
Language
  • Fluency in English (read, write, speak) is required.
  • Fluency in Spanish and French (read, write, speak) is highly desirable.

Others

  • It is required to regularly travel internationally and to work outside of typical work hours (i.e. early mornings and/or late evenings) when required to accommodate various time zones.
