Job Description

Background

iMMAP is planning to start a short term- project entitled “Geospatial mapping of pasture and water availability to ease pastoralist seasonal movements in Dirre, Miyo and Moyale districts of Borena Zone” with Ayuda en Acion .

Ayuda en Acción (AeA) is an International Non-Government Organization established in 1981 in Spain with a global commitment to tackle structural causes of poverty, inequality, and exclusion by promoting the development of people’s capacities to achieve their aspirations to lead a dignified life, in a sustainable way. AeA works in 20 countries in Latin America, Asia, Africa, and Europe, including Spain and Portugal.

AeA has been operational in Borena since 2017 with local partners mainly on emergency response, recovery, and resilience building. Since 2020, the organisation has been implementing an integrated programme in Moyale, Guchi, Wachile, Dire and Miyo districts of Borena zone targets pastoral communities hit by poverty, climate shocks and conflict. Currently, AeA has been implementing five projects, including access to quality education, market system development, rangeland management, digital solutions for resilience building, pastoral financial inclusion, scaling up Index Based Livestock Insurance, and women and youth empowerment. The interventions have a strong focus on nexus programming, provide opportunities for capacity building and ensure evidence is generated to be used in influencing and policymaking.

Ayuda en Acción Ethiopia (AeAE) is responsible for the implementation of Pastoralist Information Center (PIC) establishment; create mobile apps to access and manage multi-purpose digital information; develop IBLI e-learning online and offline manuals customized to Borana context; strengthen capacities of four livestock marketing cooperatives; develop geospatial mapping; develop access to pasture and water availability information; and organise multi-stakeholders workshops at different levels (Federal, Regional and Zonal) to mainstream IBLI.

AeAE has developed a mobile application where pastoralists could access reliable and timely information on the availability of pasture, water, and other information (insurance pay-outs based on ILRI seasonal announcement, animal disease, market information) through their mobile phone and established Pastoralist Information centres. This will support the pastoralists in Dire, Miyo and Moyale districts to make informed decision of routes and destinations of seasonal livestock movements.

General objective of the project

The general objective of the project is to develop participatory geospatial mapping, which helps to access up-to-date digital information on the availability of pasture, water, and other information to optimize seasonal livestock migration of pastoralists in Dirre, Miyo and Moyale districts of Borena zone.

Specific objectives 

·      Conduct an in-depth analysis of socio-cultural settings, seasonal livestock migration route, risk and mapping resources.

·      Develop participatory geospatial mapping of pasture, water availability and other relevant aspects (e.g., conflict, disease, and market) which integrate indigenous knowledge of the local communities in the three target districts.

·      Produce Global Information System maps validated by multi-stakeholders.

·      Map and analyze stakeholders and existing initiatives, lessons learned and future areas of collaborations.

·      Design user friendly and easy to understand graphical maps/GIS to share via AeAE’s mobile application and display them on user’s mobile screen.

·      Provide five days training for five days to AeAE’s staff, government, and project staff in collection of geospatial information, analysis, and dissemination.

·      Put forward practical recommendations and possible interventions for a better implementation of geospatial digital data collection and dissemination.

Presentation

Capacity-building

·      Provide training geospatial information collection, analysis, and dissemination.

·      Conduct pre-training need assessment

·      Develop training curriculum

·      Prepare training agenda and agree on the data and time slots for the topics

Prepare geospatial technology implementation road map/strategy

·      Plan for better implementation of geospatial digital data collection and dissemination.

·      Conduct existing data collection, storage and dissemination system

·      Conduct hardware and software audit

·      review the existing data sharing policy

·      mapping data stakeholders

Quality Management

§ Set clear and achievable expectations in alignment with project deliverables and organizational objectives, and ensure their fulfillment.

§ Ensure products and reports developed in the framework of the project respect quality standards and guidelines.

§ Regularly assess and provide feedback and recommendations on the quality of the program.

§ Explore, test, and implement feedback methods, including short or in-depth surveys, key stakeholder interviews, inquiries in participation platforms (eg. cluster meetings), other.

§ Ensure adequate integration of internal and external relevant feedback on the IM and report production processes.

§ Produce or support the production of internal guidelines, as required for improved and more consistent quality standards.

§ Continuously build on lessons learnt.

Representation

§ Attend periodic with project stakeholder meeting and validation workshop also share updates on ongoing activities and promote good practices in the organization.

§ Other relevant duties as assigned by the Lead consultant

Requirements

Required skills and experience

§ a master’s degree or above in geography, GIS, social science, anthropology and related disciplines. Three years of relevant work experience.

§ at least have an advanced university degree in international development, geography, social science, anthropology, social studies or other related studies and previous experience in similar assignments of at least 4 years.

§ practical experience with designing and applying qualitative and quantitative research methods with focus on rangeland resource mapping, produce GIS mapping, resilience building, etc..

§ multi-disciplinary experts who have expertise and experience in carrying out similar assignment.

§ Fluency in Afan Oromo.

§ Knowledge of project M&E.

Desired skills and experience

§ Working experience in Borena zone or other pastoral Areas

§ Experience participating in or knowledge of agile project management frameworks.

§ Knowledge of qualitative data analysis

§ Excellent English writing and report production skills.
