Generalist Field Officer 2

Purpose

The Generalist Field Officer contributes to the identification, implementation and monitoring of several ICRC projects in different fields of activities throughout the assigned area of responsibility with frequent travels. It can cover Field, Protection, Assistance, Cooperation, Communication or other activities, contributing to the representation of the ICRC at local level whilst monitoring of the general situation, networking and conducting of field trips.

Relationships

• Internally, interacts with colleagues in HAW Office, NEK Sub Delegation and ADD Delegation
• Externally, interacts with a network of local contacts, such as authorities, opposition leaders, non-State armed groups, the civilian population, international organizations and non-governmental organizations and with the International Red Cross and Red Crescent Movement partners.

Accountabilities & functional responsibilities

Representation, Communication and Networking (20%)

• Supports the Delegate in the development and maintenance of a network of key interlocutors (civil and security authorities, non-state armed groups, police, civil society, NGOs, UN, etc) present in areas of responsibility.
• Ensures that the list of key interlocutors is kept up-to-date and confidential.
• Represents and promotes the ICRC regarding its activities with all relevant interlocutors including through operational dissemination sessions when appropriate.
• Informs and advises the Delegate on the general situation in the areas of responsibility and assists in obtaining security guarantees for the deployment of ICRC teams in the areas of responsibility.
• Contributes to, maintains, and develops a network of key interlocutors for enquiries of general situation.
• Supports the Delegate in the dissemination to ICRC teams about application of the security rules and how to deal with security and behaviour matters in the zones of responsibilities.

Security management (15%)

• Continuously monitors the security environment in the area of responsibility and keeps the team informed on security incidents (e.g., armed clashes, kidnappings, civil unrest).
• Informs the FTL of all irregularities or security issues in the field.
• Assists in obtaining security guarantees for the deployment of ICRC teams in the field.
• Contributes to, maintains, and develops a network of key interlocutors on security matters.
• Together with the FTL and independently, conducts security assessment of accommodation in the field.
• Oversees the work of security guards.

Analysis and synthesis (10%)

• Contributes to the analysis of the humanitarian situation and security environment in zones of responsibility.
• Monitors the political and social environment and identifies major issues and concerns relevant to the organization and regularly updates the incident mapping.
• Provides media analysis relevant to the areas of responsibilities
• Contributes, with the assistance of the Delegate, to the preparation of institutional reports, minutes of meetings, key points, and other ad hoc written reporting.

Protection (30%)

• In close coordination with the PTL and Sub Structure Mgmt, plans, discusses, gathers, shares and jointly analyzes (orally and in writing, e.g. via PROT6, Field Trip Reports) PCP related information in respective AoRs from direct and indirect sources (e.g. external interlocutors incl. beneficiaries, communities, ERCS…).
• In line with the above, connects and triangulates contextual information between Field, Prot and Assist teams, other department colleagues such as COOP and PREV (Legal, FAS) for comprehensive analysis.
• Documents allegations of IHL violations and humanitarian consequences of armed violence on the civilian population, in line with the Protection priorities set by the Delegation and respective PCP guidelines.
• In coordination with the FTL, PTL and ADD Prot Coordination, records PCP and PFL (tracing, AoA/D) cases and ensure respective follow ups in your AoR.
• In line with the above, ensure well-written and timely Prot-6 entries in close coordination with the FTL and PTL.
• In coordination with the FTL, PTL, ADD PCP Coordination and Sub Structure Mgmt, ensures proactive engagement on Prot Dialogue with parties to the conflict.
• Supports the Protection Team with the caseload of PFL (Protection of Family Links) including collection/distribution of cases related to Tracing, Missing, Separated and Detention, according to guidelines.
• Ensures Prot6 data management for all Prot activities (PCP and tracing cases, DET activities as/where applicable) including follow ups.
• When required, provides additional punctual support to the Prot Dept (e.g. joining detention visits, following up specific tracing cases, etc.).
• Contributes to the analysis of the protection environment and concerns in areas of operation based on participation in field activities, through a network of interlocutors, and monitoring of public sources (e.g. social media).
• Contributes to the socio-political and cultural analysis of the contexts, helping to identify the most vulnerable cases and most urgent needs of the affected population, and proposes actions to address these needs.
• Guarantees a thorough follow up of the most vulnerable cases identified and supported by the ICRC through cash assistance, referral to health centres or relevant stakeholders, dignity kits.

Cooperation (10%)

• Ensures good working relations with the ERCS in zones of responsibilities through regular visits, in close collaboration with the Delegate and Cooperation department.
• Follows up on the ERCS financial settlement procedures (particularly those programs under Cooperation budget) to make sure all invoices/receipts/supporting documents are approved/valid/according to the joint program planning.

 Other Programmes (15%)

• Provides support to EcoSec, Health and Wathab activities where/when required in the zones of responsibilities (assessment, networking, etc.).
• Contributes/leads the Communication and Prevention activities.
• Supports other departments to identify and map interlocutors and humanitarian actors relevant to their work in zones of responsibility or interest to the ICRC.

ADDITIONAL DUTIES

• Interprets and translates for the Delegate and/or other colleagues as required
• Follows up on all work-related messages and correspondence with the relevant contacts and departments
• Is aware of the delegation’s objectives and has a good knowledge of the Movement and other contacts relevant to the position
• Collects and shares information so as to improve the ICRC’s understanding of the environment and humanitarian trends and responses
• Represents the ICRC in an appropriate way during activities, in meetings and in the field, and avoids any activity that may reflect negatively on the ICRC’s image
• Takes responsibility for their own professional learning and development

JOB REQUIREMENTS

• University degree in Social Science or similar
• Minimum 3 years of working experience in similar fields
• Minimum of two years program/project experience with national/international organizations or other humanitarian agencies or in the private sector
• Excellent command of spoken and written English, Oromifa and Amharic.
• Very good knowledge of the region (geography, culture, politics). Knowledge of other operational areas a strong asset.
• Very good computer and MS Office proficiency
• Driving license 3rd grade
