Job Description

Background

Building Resilience in Ethiopia (BRE) is a four and half year (2019–2024) technical assistance project co-funded by the UK Foreign, Commonwealth and Development Office (FCDO) and the United States Agency for International Development (USAID). It is being implemented by OPM and is operating under a Memorandum of Understanding signed by the Ethiopian Ministry of Finance and the UK Department of International Development in June 2019.

The main aim of BRE is to support Ethiopia’s drive towards becoming a middle-income country by strengthening nationally owned and led systems that better anticipate and respond to recurrent shocks and resulting acute needs. The BRE vision is in line with the National Disaster Risk Management Policy and will support the Government of Ethiopia to lead and deliver an effective, gradually self-financed, and accountable response to climate and humanitarian shocks.

As BRE’s objective to save lives and preserve livelihoods, it is essential to take account of gender and social inclusion, acknowledging the ‘double vulnerability’ of women and vulnerable groups caused by their livelihood practices, roles in their households and communities, and access to resources and information. BRE takes a broader approach than just considering gender, in view of the often-overlapping vulnerabilities experienced by different populations and the power differentials that bring these about.

Thus, the overall aim of this Terms of Reference is to increase technical capacity in BRE and government counterparts for addressing gender-related issues during disasters and shock. In addition, it is to provide Gender Equality and Social Inclusion (GESI) training and provide practical knowledge and skills on how to integrate and mainstream GESI concepts with special emphasis on the policy practice. The training will enable participants to develop practical skills in integrating gender considerations in their routine work, planning, reporting, behavior, attitudes, and beliefs.

Specific Objectives of the training

·         Explain the concepts and principles of gender and social inclusion and their relevance to the work of BRE and government line ministries (MOWSA, MOF, EPHI, MOH, FSCD, EDRMC)

·         Enhance BRE and government counterpart staffs members’ understanding of the social and cultural dynamics that shape gender roles and relations, as well as issues of exclusion and marginalization based on gender, age, geography and other diversity.

·         Equip staff members with skills and knowledge to mainstream GESI in policy and program design, implementation, monitoring, and evaluation.

·         Provide participants with tools to effectively engage with stakeholders and communities to promote GESI.

Scope of Work:

The GESI trainer will be responsible for delivering a 10-day training program for BRE and the above-mentioned government counterpart staff members. The trainer will be expected to cover the following topics:

·         Introduction to GESI concepts and principles.

·         Understanding gender and social inclusion dynamics.

·         Mainstreaming GESI in policy and program design, implementation, monitoring, and evaluation.

·         Engaging stakeholders and communities to promote GESI.

The trainer will be expected to develop training materials, such as training agenda, presentations, handouts and to use interactive methods of training such as group discussions, role plays, case studies, and simulations.

Duration of the Assignment:

The assignment is expected to start on April 17, 2023 and end on June 30, 2023. The total number of working days for this assignment is 10 working days.

Deliverables:

The GESI trainer will be expected to deliver the following outputs:

·         A detailed training plan, including training objectives, methodology, and schedule, submitted to the supervisor for approval.

·         A GESI training presentations, submitted to the supervisor for approval.

·         Delivery of the 10-day training program to participants

·         A final report on the training program, including feedback from participants and recommendations for future capacity building activities.

Job Requirements

Qualifications and Experience:

The ideal candidate for this position should possess the following qualifications and experience:

·         A postgraduate degree in gender studies, social sciences, or related fields.

·         At least five years of experience in designing and delivering training programs on GESI.

·         Knowledge and understanding of GESI concepts and principles, and experience in mainstreaming GESI in policy and program design and implementation.

·         Excellent facilitation and training skills, and experience in using participatory and interactive training methods.

·         Excellent communication and interpersonal skills, and ability to work effectively in a multicultural environment.

·         Proficiency in written and spoken English.
