STEP III

The Ethiopian government has set itself the goal of achieving middle-income country status by 2025. The massive expansion of the education sector should provide the national economy with employable graduates and at the same time give the rapidly growing young population a perspective. The goal of the “Sustainable Training and Education Programme” (STEP) is therefore to increase employability of TVET and University of Applied Science (UAS) graduates, jobseekers and self-employed, especially of females. The Programme advises several ministries, its subordinate authorities and private sector at federal and regional level aiming at improving mechanisms to steer and implement a demand-driven TVET system, increasing capacities of TVET personnel to lead and implement demand-driven TVET, expanding employment-oriented training offers for different target groups and encouraging business sector to play are more active role in TVET, UAS and employment promotion. It is a large-scale, complex Programme in a dynamic and changing environment. One of the success factors is a well-designed cooperation with all actors involved inside and outside the programme, the broader GIZ structures and with the partner organizations. The Programme aims to support provision of equal opportunities for all with particular focus on all aspects of inclusion, engagement of women and other disadvantaged groups in TVET design, delivery and entrance to labour market.

A.      Responsibilities

The advisor is responsible to establish dialogue between the stakeholders of the education system, other governmental agencies and institutions, the private sector and other players on topics of gender mainstreaming and inclusion. The advisor furthermore serves as a focal point for the topics related to gender and inclusion within the context of Ethiopian TVET system and labour market.

The primary responsibilities include:

  • Integrating gender-specific approaches across programme activities and all related areas that form part of the programme objectives.
  • Provide strategic advice and direction to the programme and counterpart on current gender issues and opportunities to support inclusive engagement of women.
  • Providing professional advisory services in collaboration with result-areas, to counterparts (in accordance with gender reform policies and strategies) and assisting programme initiatives to cooperate with a broad range of stakeholders
  • Liaising through national and regional teams with all relevant stakeholders on topics related to gender and inclusion
  • Reporting on gender strategy / topics / approaches in line with program requirement
  • Inculcating innovation tools and approaches and knowledge management.

The Advisor Gender is responsible for following tasks:

B.      Tasks

Coordination and project management for the Programme activities in the Leadership and Employment Component in Addis Ababa. Areas are not limited to but will include the following 

  • Provide strategic advice and direction to programme staff and national level partners on gender, inclusion and equal opportunities-related topics to support inclusive engagement of women and other disadvantaged groups in TVET design, delivery and entrance to labour market.
  • Prepare policy briefs, memos and other documents outlining policy assessment and recommendations. Provide quick on-demand analysis, recommendations on policy questions and issues.
  • Develop gender-focused and gender integration activities for all program components in liaison with the team managers and technical experts. Identify and propose technical process improvements to the project team within the Ethiopian TVET system as well as the Programme structures with regards to inclusion and equal opportunities.
  • Ensure application in intervention development, facilitation processes, partners selection and results measurement, etc.
  • Provide professional advisory services to the programme staff and national partners in accordance with reform policies and national and regional strategies. Assist in programme initiatives to cooperate with a broad range of stakeholders internally and externally.
  • Produce publishable reports, studies and other policy publications
  • Participate in in-house discussions, analysis and policy (re-)formulations.
  • Liaise with respective GIZ programmes, donor groups and national associations supporting inclusion and equal opportunities (with a view on TVET and education).
  • Contribute to internal and external knowledge management, ensure lessons learned are shared and applied in daily practice.

C.   Support all general project management activities such as:

a)    Communication, visibility and PR

b)    Knowledge management

c)    Reporting

d)    Preparation of concepts, strategies and operational plans for current and follow-on phase of the project

e)    Implement tasks under the technical and disciplinary supervision of the Leadership and Employment Component Manager of STEP

D.   Sector specific advisory services:

The Advisor Gender is responsible for;

  • Development and integration of gender tools and approaches in collaboration with the Programme teams
  • Implementation of project activities by integrating gender specific topics and approaches whilst ensuring quality of deliverables and technical products
  • Identification and advising on entry points for new (context-sensitive) initiatives for the Programme to strengthen local capacities for gender equality.
  • Consulting on the quality in all areas of responsibility, including products, presentations in all media, documents and publications.
  • Assessing capacity and needs of government institutions and other private sector stakeholders
  • Supports missions, impact monitoring, project progress review, reporting in regard to gender parity or gender initiatives.

E.    Networking, and cooperation

  • Actively supports fostering internal and external relationships with a range of stakeholders, including counterparts, implementing partners, etc.
  • Supports cooperation & maintains good working relationships with partners and other stakeholders in the sector, including the target groups
  • Assists with PR works.
  • Communicates local interests and efforts, forward and encourages sharing ideas and information for the benefit of the project/Programme;

F.    Knowledge management and coordination

  • Supports development of ready-to-use strategies and technical concepts, including guidelines, manuals, tools and procedures
  • Researches relevant topics to the area of responsibility and shares target group-oriented inputs with the team, partners and other stakeholders
  • Ensures knowledge transfer to all stakeholders involved
  • Assists reporting and presenting results of the area of responsibilities to a wide range of stakeholders and contributes to various internal or donor project / programme reports

G.   Other duties/additional tasks

Performs other duties and tasks as assigned by the programme or supervisor.

Job Requirements

Requirements 

1.       Qualifications

  • A university degree in gender studies, inclusion, psychology, social sciences, or other relevant discipline

2.       Professional experience

  • At least 4 years practical experience in a comparable position, incl. international experience and/or in the development sector
  • Proven hands-on experience with implementing mainstreaming inclusion, gender or equal opportunity agendas across a variety of sectors, including experience in gender mainstreaming in governmental bodies.
  • Experience within the topic of diversity inclusion, especially with regards to persons with disabilities
  • Substantive experience in providing solutions to issues of gender equality and empowerment of disadvantaged groups including women at Programme as well as sector level

3.       Other knowledge, additional competences

  • Demonstrate professional competence, expert knowledge and understanding of gender concepts, laws and the implementation of gender-specific programme approaches.
  • Fluency in written and spoken English and Amharic
  • Very good working knowledge of ICT technologies
  • Excellent communication and negotiation skills

Willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management
