The Position

Under the overall supervision of the Senior Project Coordinator, the GBV Specialist Social Mobilization and Behavior Change will closely work with the GBV team in Tigray and liaise with relevant GBV and women’s empowerment actors and GBV AOR coordination team to ensure that integrated and expanded activities addressing violence against women and girls are successfully implemented for GBV prevention and response.

Job Purpose:

The GBV Social Mobilization Specialist will closely work with the GBV team and liaise with relevant GBV and women’s empowerment actors and coordination groups to ensure that social mobilization and behavioral change interventions are integrated and expanded in activities addressing violence against women and girls.

The incumbent will be responsible for

Strategic Planning and Programme Management

  • Complete a desk review of available GBV awareness raising material developed and used in the region and in other relevant emergencies.
  •  Conduct consultations with UNFPA partners, relevant GBV and women’s empowerment actors, and beneficiaries to identify priority content and methodology of GBV prevention and risk mitigation program.
  • Disseminate SASA Approach to Community Action against Gender Based Violence
  • Provide guidance on community testing and oversee various community testing sessions.
  • Develop and/or adapt and roll out awareness raising material as a comprehensive package of tools to guide UNFPA partners on GBV social mobilization including a ToT with a facilitators guide, key messages, and various GBV awareness-raising strategies for different community groups and audiences.
  • Ensure that all programme activities create a neutral and supportive protection environment for women and girls
  • Ensure that compliance to GBV guiding principles are maintained among all staff and volunteers to ensure that survivors have easy access to psychosocial support and case management services in an appropriate and timely manner.
  • Assist community mobilizers to plan community education and awareness-raising activities on GBV or violence against women and girls.
  •  Assist the GBV team management by helping coordination and quality assurance of tasks allocated amongst personnel in the Gender/GBV Team and ensure harmony and unity in the team

Monitoring and Evaluation, and knowledge management:

  • Create and implement tools to measure change in knowledge, attitudes, and behavior
  • Support data management flow and reporting from partners on timely basis
  • Support to prepare regular progress/after action reports and document lessons learned and challenges related to GBV prevention and risk mitigation and share with the relevant UNFPA Regional Office, UNFPA Humanitarian and Fragile Contexts Branch, and other units as may be necessary
  • Provide inputs for Sitreps and other communication products, as required.

Capacity Development:

  • Provide technical support to GBV staff (UNFPA and partners) in community engagement (women, men, girls, and boys) and participatory approaches taking into account ‘do no harm’ principles
  • Capacity development of relevant UNFPA personnel and Implementing Partners on GBV core concepts, risk mitigation, community mobilization, and women’s empowerment in the context of GBV prevention and emergencies (in line with IASC guidelines).
  • Provide coaching to the staff and consultants, where appropriate.
  • Coach and build capacity of staff members and staff of implementing partners responding to emergency/humanitarian crisis, as needed.

Coordination, Partnership Building and Resource Mobilization: 

  • Support in strengthening GBV social mobilization linkages between existing GBV, SRHR, adolescent girls and livelihood programming initiatives of UNFPA and other agencies.
  • Represent UNFPA in sector/coordination meetings related to GBV prevention.
  • Contribute to preparation of quality and timely funding proposals including HRP/HNO, CERF and UNFPA HQs Emergency Fund, in addition to bilateral/multilateral funding

Any other tasks that may be required to achieve the objective of this assignment.

Qualifications and Experience 

Education:  

Master’s degree with a specialization in areas such as social work, gender, law/human rights, international relations, and/or other related social science disciplines

Knowledge and Experience: 

  • 5 years of relevant experience in GBV program development and management, preferably in an emergency context.
  • Field experience in complex emergencies, including humanitarian emergency response, is desired.
  • Demonstrated leadership and management experience within a multinational and multicultural environment.
  • Ability to develop and coordinate GBV prevention programs that target , IDPs/returnees, and their host communities.
  • Proven relevant experience in community activism and mobilization.
  • Excellent understanding of human rights-based, survivors-centered and participatory approach.
  • Experience in capacity development/training of staff members and community groups.
  • Experience in developing SOPs, training module, guidelines, tools for social mobilization in GBV prevention
  • Experience in working with men and boys in GBV prevention
  • Proven communications and inter-personal skills, IT literacy, as well as organizational skills and time management
  • Good understanding of international GBV best practices and guidelines
  • Experience of working at a global or regional level especially in the developing countries.

Languages: 

Fluency in English is required.
