Alight works closely with displaced persons, returnees, refugees and communities affected by natural and man-made disasters, providing a range of integrated assistance including primary and curative health care, water and sanitation, protection services, restoration of strategic health and water infrastructure, dignified housing for returning refugees, and sustainable job creation. Alight has also built strong relationships with development partners, agencies, as well as federal and local governments in order to approach challenges in an inclusive and holistic manner and come up with innovative solutions that best fits the local context.

PRIMARY PURPOSE OF THE POSITION:

Reporting to the Senior Protection Officer, the GBV Response Officer is a key team member of ALIGHT Debrebirhan protection program.  The GBV Response Officer is responsible for the planning, implementation, capacity building of partners, staff, and community based GBV structures, assessments, budget management and maintaining effective coordination of the overall GBV response activities. She will be in charge of providing the day-to-day case management and psychosocial support services to vulnerable women, including survivors of GBV for the respective IDP sites. The GBV Response Officer will also oversee the overall response implementation including the psychosocial and information sessions at the WGFS/CFS. The Response officer will supervise and support assistant CP/GBV officers/community outreach mobilizers to facilitate services for vulnerable women and girls including survivors of GBV.

The Officer contributes to the development of a multi-sectoral GBV program as part of a broader protection strategy that is solutions-oriented and based on a community-centered approach to assisting populations of concern. The incumbent must also can forge strong partnerships with government entities, other UN agencies, and NGOs to facilitate the operation’s overall protection objectives.

MAJOR/KEY RESPONSIBILITIES

Program planning & implementation

  • Coordinate and monitor the overall implementation of GBV program activities in the IDP sites, establish indicators, including collecting and analyzing data and information for reporting.
  • Supervise and support the day-to-day activities of WGFS including case management/psychosocial support, follow-up, and advocacy to meet survivors’ needs.
  • Identify vulnerable women and girls including survivors of GBV who come or refer to the respective service provider for support.
  • Assess the needs of vulnerable women and girls including survivors of GBV and assist them to develop an action point for meeting their needs.
  • Link vulnerable women and girls including survivors of GBV to actors to access supportive services based on their needs, choices, and consent.
  • Carry out requested ethical and safe follow up visits to monitor the progress of vulnerable women and girls including survivors of GBV and provide any support needed.
  • Liaise and advocate with actors in the IDP to ensure the vulnerable women and girls including survivors of GBV have access to services they need.
  • Work with community structures including women’s association in the IDP to ensure vulnerable women and girls including survivors of GBV who are seeking services are referred to the women’s Centre for assistance.
  • Work with community structures and partners to develop and maintain appropriate referral pathway to improve assistance for vulnerable women and girls.
  • Participate in GBV related outreach and community mobilization interventions including information sessions and trainings.
  • Collaborate with the women, children and youth affair office including in the provision of psychosocial, recreational, information sessions and skills building activities for vulnerable women and girls.
  • Maintain records of activities and produce regular reports including weekly updates or Situational Reports, success stories and lessons learnt.
  • Ensure safe and ethical GBV data collection and sharing based on agreed procedures and protocols.
  • Provide case management services, including interviews with clients, assessments, and care plans.
  • Identify, document, and disseminate relevant project success, challenges and follow up on the implementation of project’s action points.
  • Assist in participatory needs/vulnerability and capacity assessments of affected communities.
  • Participate in project evaluations and assist in the development of concept notes and analysis of results.

Human Resource Management & Capacity Building

  • Assist in the recruitment and training of GBV staff.
  • With support from ALIGHT HR, conduct staff performance evaluations of GBV/CP staff in a timely manner.
  • Adhere with ALIGHT PSEA and safeguarding policies.
  • Work with HR to ensure accuracy of all GBV program job descriptions for staff and their responsibilities.
  • In collaboration with GBV program manager, design, and monitor capacity building strategies for GBV staff.
  • Ensure staff support and debriefing processes are in place, and that staff safety planning is conducted and regularly updated.
  • Develop, implement, and promote effective team communication techniques and systems, including regular senior staff meetings.
  • Contribute to a positive ALIGHT team environment.

Coordination & Collaboration

  • Develop and maintain effective working relationships with all relevant stakeholders including CBOs.
  • Collaborate with other ALIGHT sectors and operations personnel to ensure that the program is properly supported and that all project-related operational activities are conducted according to ALIGHT HR, Logistics, Finance and other policies and procedures.
  • Representation of ALIGHT in the sector-based coordination meetings and other activities at the coordination levels.
  • In collaboration with the Protection manager, promote and represent the interests of the GBV/CP program with regards to all relevant stakeholders.
  • And any other activity as requested by the supervisor.

Job Requirements

  • University degree in Social Sciences, Community Psychology, and/or Social Work or related field required.
  • A minimum of 3 years’ experience working with GBV survivors, preferably in refugee/IDP settings.
  • Direct counselling, case management, GBVIMS experience with GBV survivors.
  • Knowledge of Girl Shine, SASA, EMAP and other methodologies is preferred.
  • Background in GBV, human rights and/or protection.
  • Experience in participatory techniques and community mobilization.
  • Ability to lead, train, supervises, facilitate, and motivate other GBV field workers in their respective tasks in a professional, respectful, and supportive manner.
  • Positive and professional attitude, able to organize, maintain composure and prioritize work under pressure, work over-time when needed and able to coordinate multiple tasks and maintain attention to detail.
  • Ability to work as a member of a team essential.
  • Ability to communicate well in English as well as write clear and concise reports in English is plus.
