This Opportunity:
Data for Implementation (Data.FI) is a $130 million, multi-year global project (2019-2026) led by Palladium and funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) through the U.S. Department of State. Since 2019, Data.FI has been implemented in over 30 countries in Sub-Saharan Africa and Latin America and the Caribbean.
Data.FI enables the delivery of life-saving health services by building effective health information systems (HIS), improving global health security (GHS) and epidemic surveillance, and strengthening data use and data quality in partner countries. The project provides the U.S. Department of State and partner governments with advanced data analytics and GHS solutions, transforming existing siloed platforms into integrated, government-owned multi-threat early warning systems.
In Ethiopia, the Full Stack Developer will play a key role in the design, development, and implementation of enhancements to the Dagu platform. The developer will contribute to front-end and back-end development, system integration, and database optimization activities in alignment with national health system architecture standards. The position requires strong technical expertise in building scalable applications using .NET Core, Angular or React, and PostgreSQL, with a preference for candidates experienced in Dagu or related eLMIS systems.
Reporting Lines:
This position will report to the Solution Architect, Data.FI Ethiopia.
Key Responsibilities:
- Enhance and optimize the Dagu platform to function as a centralized deployment environment for digital health applications.
- Work with the Solution Architect and other team members to design system architecture and deployment strategies.
- Design, develop, and maintain robust, scalable, and secure web applications using .NET Core, Angular or React, and PostgreSQL.
- Integrate APIs and external services to support interoperability and real-time data exchange with other national systems.
- Participate in requirement analysis, technical design sessions, and sprint planning.
- Ensure software quality through unit testing, code reviews, and adherence to development best practices.
- Support deployment, version control, and CI/CD pipelines for new releases.
- Collaborate with the Ministry of Health technical teams and other stakeholders to align development outputs with national standards.
- Prepare technical documentation, including system manuals, API documentation, and user guides.
- Provide technical support, troubleshooting, and bug fixing during implementation
Required Qualifications:
- Bachelor’s degree in Computer Science, Software Engineering, Information Systems, or related field.
- At least 5 years of professional experience in full-stack development.
- Proficiency in .NET Core, Angular or React, and PostgreSQL.
- Experience developing and deploying applications in cloud or containerized environments.
- Strong knowledge of RESTful API design, authentication standards (OAuth2, JWT), and version control (Git).
- Familiarity with agile development methodologies and collaborative tools (e.g., Jira, GitHub, Azure DevOps).
- Ability to write clean, maintainable, and well-documented code.
Desirable Skills and Attributes:
- Prior experience working on Dagu, eLMIS, or related national logistics and health information platforms.
- Experience with microservices architecture and container orchestration (Docker, Kubernetes).
- Understanding of health information exchange standards and integration with the national HIS infrastructure.
- Demonstrated ability to work in cross-functional teams involving developers, health domain experts, and MoH stakeholders.
