Job Description

The Ethiopian Red Cross Society (ERCS) was established in 1935 and is one of the oldest and largest humanitarian organizations in Ethiopia. ERCS provides services to communities affected by natural and manmade disasters through the provision of emergency responses, ambulance and first aid, family reunification, essential drugs, water and sanitation, and other humanitarian services. ERCS also runs disaster risk reduction programs with the aim of creating resilience households and communities. Currently the ERCS has a structure consisting of 15 Regional Offices, Zonal Branches and District/Woreda Branches, Woreda Red Cross Committee and Kebele Red Cross committees.

ERCS also runs disaster risk reduction programs relating to food security, climate change adaptation, livelihood diversification, and institutional capacity building interventions, with the aim of creating resilience households and communities. ERCS works in partnership with the Ethiopian Government, International Federation of the Red Cross and Red Crescent (IFRC), International Committee of the Red Cross (ICRC), partnering National Societies, members, volunteers and the communities we serve.

II. Job Summary

The Fuel & Lubricant Dispensing Service officer is responsible for managing and controlling the dispensing, recording, and monitoring of fuel and lubricants for the ERCS Freight Transport Service IGA Project. The position ensures accurate and authorized fuel issuance to vehicles, maintains up-to-date stock records, and enforces safety and environmental standards in fuel handling and storage. It also coordinates with transport, maintenance, and finance units to reconcile fuel usage, prevent loss or misuse, and prepare regular reports that support cost control, operational efficiency, and the overall profitability of the Freight Transport IGA business.

Key performance area

  • Dispense fuel and lubricants to freight vehicles according to approved requests and schedules.
  • Verify vehicle identity, driver authorization, and approved fuel quota before dispensing.
  • Record fuel issuance details (vehicle plate number, driver name, date, time, odometer reading, and fuel quantity) in the fuel register or digital system.
  • Maintain daily, weekly, and monthly fuel issue summaries and ensure proper reconciliation with the store and finance units.
  • Monitor fuel storage levels and report shortages or discrepancies immediately.
  • Maintain accurate records of fuel and lubricant stock (receipts, issues, and balances).
  • Conduct regular dipstick measurements and tank calibration to ensure accuracy of stock records.
  • Ensure fuel is stored in safe, clean, and secured tanks in compliance with environmental and safety standards.
  • Monitor consumption trends and report abnormal fuel usage for investigation.
  • Participate in periodic stocktaking and fuel audits with relevant units.
  • Ensure compliance with safety regulations during fuel handling, storage, and dispensing.
  • Enforce no-smoking and fire safety procedures in and around the fuel station.
  • Ensure all dispensing equipment (pumps, meters, hoses) are functioning properly and calibrated.
  • Report fuel leakage, contamination, or damage to storage and dispensing systems immediately.
  • Ensure environmental protection measures are followed in the fuel area.
  • Work closely with the Transport Operations, Fleet Maintenance, and Finance units for accurate fuel usage and cost tracking.
  • Support drivers in understanding fuel request and reporting procedures.
  • Report any irregularities in fuel consumption or discrepancies between odometer readings and fuel usage.
  • Assist in implementing and improving ERCS fuel management systems and procedures.
  • Provide input for the preparation of monthly fleet performance and cost reports.
  • Prepare daily, weekly, and monthly fuel usage reports for submission to the Fleet & Maintenance Supervisor.
  • Maintain proper documentation and filing of all fuel receipts, vouchers, and issue records.
  • Support financial reconciliation of fuel purchases and consumption reports.
  • Contribute data for cost analysis and performance reporting of the Freight Transport IGA Project.
  • Performs other job related duties and responsibilities of the job as assigned by the Transport Operation Team Lead

Qualification Requirements:

  • College diploma/TVET level IV or TVET level III/II in Auto Motive Technology, Auto Mechanic, Auto Engine service, General mechanics, or related fields.
  • With a minimum of 4/6 years related work experience.
