Organizational Background

The Ethiopia Somali Development Association (ESDA) was established in April 2012 by the Somali communities in the region as non-governmental, no-profit making association registered under the Ethiopian civil society charity organization number 3122 with a view to mitigating the humanitarian and development problems of the region by mobilizing local and external resources. ESDA support the development endeavours of the people of Somali region in the areas of Health, Basic education, food security and livelihood, protection, Water, hygiene and sanitation, livestock health, peace building, income generating activities for women and youth, and other related development activities through mobilizing resources from volunteer members, Diaspora communities and institutional donors.
After four consecutive failed rainy seasons over the past two years, communities in parts of southern Ethiopia including the Somali region, have been severely affected by a prolonged drought. This resulted in significant economic losses, mainly due to the effect on agricultural productivity. In the Somali region, the population is highly dependent on natural-resource based livelihoods and is very vulnerable to drought. The Ethiopia Somali Development Association (ESDA) will implement a project titled “Digital Voucher for Nutrient-Dense Foods for Stunting and Waste Prevention” in Mula, Erer, Harshin, Degahbur, Gode, and Kebridehar woredas funded by the World Food Program (WFP).
The project focuses on households with pregnant and lactating women and/or children under 2 years of age (6 to 23 months). The project beneficiaries will receive a voucher that can be used to purchase fruits, vegetables and certain animal source foods (such as eggs and milk). To ensure that the markets can respond to the increased demand, the FFV project will actively engage with fresh food traders in the intervention areas. The FFV project will include a large behavioral component where beneficiaries will be given information about the importance of a diverse diet, along with other social behavior change communication (SBCC) initiatives such as practical demonstrations on the proper usage of nutritious foods. Overall, the project has two objectives. First, it aims to improve dietary diversity among children between 6 and 23 months of age and among pregnant and lactating women (PLW).

Role Purpose:

The Fresh Food Voucher Project Woreda Coordinator is responsible for coordinating and implementing FFV project at zonal, woreda and community level. Facilitates joint planning with zonal and woreda counterparts, conducts joint supportive supervision with woreda offices and supports woreda health sector review meetings and multi-sector coordination. Provides training for woreda health offices and HWs and regular supportive supervision of HWs and HEWs. Ensures quality program implementation as per national and international standards and in line with the planned budget. Monitor program effectiveness and ensure timely quality reporting. Lead Market Support, performance of retailers, Supervising the Quality, Variety, Price and Handling of fresh fruits, Vegetables and animal Products-egg). Ensures that cross-cutting activities including gender and SBCC are delivered.  Facilitate woreda level Multi sector Nutrition meetings.

Key Areas of Accountability:

Job Responsibility 1: Project Management
  • Assess needs related to nutrition and livelihoods and support the implementation of FFV in the woreda.
  • Ensure timely development of FFV work plan at woreda and Kebele level and seek timely approval. Ensure that implementation challenges and lessons are documented and reported to facilitate midyear reviews.
  • Ensure that FFV individual team members develop and timely submit monthly plan, support and  follow  the implementation through their line mangers
  • Ensure implementations of the project activities are in line with the approved work plan and that the activities are implementing in quality, efficient and timely manner.
  • Ensure that FFV gender component is integrated is integrated in annual work plan, follow-up its implementation, review and report.
Job Responsibility 2: Human Resource Management
  • Work with FFV Project Manager to ensure appropriate human resource management
  • Effectively manage and lead FFV team at woreda level
  • Ensure that FFV teams aware of  key ESDA policies, and  comply with during  implementation
  • Ensure that FFV team member’s gaps identified and capacity building activities planned and executed
  • Ensure the  integration and harmonization of FFV  team with other field office program and support staff
Job Responsibility 3: Financial Management 
  • Manage the regional FFV budget by developing annual project operation plans office (POP) for the woreda  and timely  submit to JigJiga office for review and approval
  • Seek timely POP approval, and ensure that financial utilization is in accordance with the approved POP and in compliance with WFP and ESDA operation standards.
  • Ensure that FFV BVA is produced, discussed and reported on monthly basis
Job Responsibility 4: Coordination and networking
  • In collaboration with other key partners, ensure the establishment nutrition multi-sectoral coordination mechanism at regional and woreda level and ensure its proper functioning.
  • Coordinate with the senior project manager in order to manage the project and area operations, supervise the field support staff, and coordinate activity of FFV by working closely with the technical team and community facilitators to ensure quality of interventions and on timely completion of activities
  • Coordinate technical staff working in the region; lead weekly, monthly and quarterly planning meetings
  • Ensure that weekly schedules/travel plans are coordinated and completed, and manage project Officers and community facilitators under his/her direct/indirect supervision.
  •  Coordinate  and ensure that the project’s administrative processes, such as logistics, procurements, and policies are fully implemented according to ESDA and WFP policy and procedures
Job Responsibility 5: Partnership/Liaison  
  • Serves as key liaison with regional, zonal and woreda health bureau (RHB) and Bureau of Agriculture for FFV
  • Build and maintain strong collaborative working relationships with Regional, Zonal and Woreda  Health Bureau, Regional, Zonal and Woreda  Agriculture and rural development, and others relevant regional officials.
  • Build and maintain strong collaborative relationships with Nutrition partners, UN Agencies, international and national NGOs working on Nutrition and livelihood in the region e.g. active participation in coordination and networking relationships.
  • Ensure visibility of the project through appropriate branding
Job Responsibility 6: Monitoring and Supervision   
  • Monitor FFV project activities according to the FFV regional annual work plan using a variety of methods:  review of reports, site visits to review records and to interview stakeholders and beneficiaries.
  • Ensure documentation monitoring visit and follow up on actions points.  Document improvement or changes recommended at last monitoring visit.
  • Report regularly in writing to project manager on project updates, with copy to relevant technical advisors issues, needs, problems, or ideas for improving the project.
Job Responsibility 7: Problem solving/conflict management 
  • Regularly scan environment and plan and  address issues in timely manner
  • Ensure effective communication and facilitate discussion among  team members
  • Timely communicate issues that need the attention of field office/hum management

Job Requirements

Qualifications and Experience

  • Minimum of BSC degree in the field of Public Health, Agriculture, Social / development studies, from a recognized university with five years related experience preferably out of which four years working in international non-governmental organization.
  • Previous experience working in NGO  and/or regional government in the field of nutrition, public health programs  and animal productivity as project manager or senior coordinator
  • Have basic training and proven experience on project cycle management  including but not limited to skills in  program  and financial planning, M&E skills,  health and agriculture related technical skills, documentation and report writing,
  • Must have strong coordination skill, partnership building skill,  team building and conflict management skill, financial management (budget preparation and monitoring)
  • Experience to manage big team especially in hardship environment and preferably experience of managing more than one million USD is annually.
  • Must have excellent understanding of nutrition and livelihoods (animal productivity) in  Ethiopia context, WASH and SBCC programs
  • Must have experience of establishing strong working relationships  and working with colleagues from different sectors and cultures
  • Knowledge of USAID Rules and Regulations, USAID project management
  • Dynamic,  Self-starter and able to deliver on organizational goals with good communication and interpersonal skills
  • Excellent understanding and prior work experience with the pastoralist communities is advantageous
  • proficient in the use of MS Office, Word, Excel, PowerPoint,  Outlook, and other relevant software;
  • Must have excellent strong writing with excellent spoken and written English; Knowledge of regional language is favourable.
