Job Description
The National Election Board of Ethiopia (NEBE), re-established by proclamation No. 1133/2011, is the constitutionally mandated body to conduct elections, organize referendum and regulate political parties in Ethiopia. NEBE is working to boost its’ institutional strength with a special focus on enhancement of human resource capacity. Accordingly, NEBE would like to invite applicants for Financial and Operational Data Analyst position who meets the following requirements.

Job Summary
The Financial and Operational Data Analyst will be responsible for designing, managing, and optimizing the end-to-end data pipelines for all personnel involved in election operations across polling stations and constituencies. This pivotal role ensures the accuracy, compliance, and efficiency of high-volume payroll processing while transforming complex personnel data into clear, strategic operational insights for NEBE leadership.
Duties and responsibilities
- System Design & Optimization: Design and implement robust methodologies for collecting, analyzing, and storing data related to all polling station and constituency personnel. Lead the continuous improvement of payroll verification and data transfer processes.
- Payroll Auditing and Structuring: Oversee the receipt of payroll lists from various NEBE departments, ensuring full data integrity and compliance. Design the complex payment structures in Excel based on diverse agreement parameters and verify all calculation outputs.
- Database Management & Security: Design, build, and maintain a secure, centralized database of all verified personnel payments and transfers. Ensure data architecture supports both rapid payroll cycles and long-term historical analysis.
- Advanced Reporting & Visualization: Develop and maintain high-impact visualization dashboards (using tools like Power BI) to track personnel expenditure trends, payment cycles, and operational staffing gaps. Provide executive-level analysis and commentary.
- Mentorship & Quality Assurance (QA): Serve as the technical expert and mentor for the Junior Analyst, overseeing their data entry, cleaning, and verification tasks. Establish rigorous QA protocols across all incoming and outgoing financial data.
- Inter-Departmental Liaison: Act as the primary technical point of contact for the Finance, Operations, and Regional Coordination Departments regarding personnel data, payment issues, and strategic planning.
- Perform any other duties as assigned by your line manager
Education and Work Experience:
- MA or BA degree in Finance, Computer Science, Data Science, Economics, or a related quantitative field.
- 5 years for Masters or 7 years for Degree In data analysis, finance, or operations management, preferably in a high-volume data environment.
- Expert proficiency in Microsoft Excel for complex financial modeling, Conditional Aggregation, Dynamic Arrays, LOOKUPs, Logical and Nested Functions, Pivot Tables, and conditional formatting.
- Demonstrated experience with Power BI or similar visualization tools to create actionable management dashboards.
- Proven ability to manage and query relational databases (e.g., SQL, PostgreSQL).
- Highly Desirable: Proficiency in Python for automating data cleaning, verification, and transformation scripts.
