Job Description

  • Position Title: Financial and Human Resource Manager
  • Duty Station: Addis Ababa, Ethiopia
  • Employment Type: Full-Time
  • Reports to: Executive Director

Job Purpose

The Financial and Human Resource Manager will be responsible for overseeing GPSDO’s financial systems and HR operations at the Addis Ababa office. The role ensures compliance with Ethiopian laws and donor regulations, facilitates effective financial planning and reporting, and manages human capital with transparency and professionalism in line with GPSDO’s strategic objectives.

Key Responsibilities:

Financial Management

  • Prepare annual budgets and periodic financial forecasts.
  • Supervise accounting activities including payroll, tax returns, and bank reconciliations,
  • Ensure compliance with Ethiopian government regulations, including tax and NGO requirements.
  • Maintain accurate and complete financial records.
  • Prepare and submit monthly, quarterly, and annual financial reports to management and relevant bodies.
  • Monitor donor fund utilization and ensure compliance with grant requirements, Facilitate audits and implement audit recommendations,

Human Resource Management

  • Manage the recruitment process and onboarding of new employees.
  • Develop and implement HR policies and procedures.
  • Coordinate staff evaluations, promotions, training, and performance management.

Maintain and update personnel files and HR documentation.

Academic Qualifications

  • BA or MA/MBA in Accounting, Finance, Human Resource Management, or related fields.

Professional Experience

  • Minimum 5 years of combined experience in finance and HR roles, preferably within NGOs or development organizations,
  • Proven experience managing donor-funded budgets and HR systems.

Technical Skills

  • Proficiency in financial and HR software (e.g., Peachtree, QuickBooks, Microsoft Excel, HRMIS).
  • Solid knowledge of Ethiopian tax and labor laws.
  • Excellent planning, analytical, and reporting skills.
  • Strong interpersonal and communication skills.
  • Fluency in English and Amharic (Gurage language is a plus).
