TEAM PURPOSE:

The Team bring excellence as a finance partner for the Oxfam Gambella Field office with the provision of value-adding support to all stakeholders. To ensure strong stewardship role in resources management; support in the achievement of program effectiveness; deliver efficient, cost-effective and quality operations, and technical/professional advice and expertise to develop and implement Oxfam’s strategic roles.

 JOB PURPOSE:

The Finance Officer supports the Finance Team in various accounting activities on a daily basis. This includes a review of financial documents and making sure payments are supported with appropriate source documents; preparation and processing of documents for payment, review and coding of financial information and Journal entries as appropriate; assisting in data entry into the system, and maintenance of appropriate finance documentation after verifying all source documents for proper approval.

KEY RESPONSIBILITIES

Financial Systems and Procedures Implementation

  • Ensure that all expenses are properly authorized and documented before payment through checking correct budget codes (in liaison with donor accountant) and seeking prior approval
  • Ensure that all payments are prepared on time and in accordance with all financial guidelines and approval procedures including processing check payments to suppliers and staff on a timely basis
  • Petty cash monitoring and process replenishment up on receiving valid financial documents
  • Review payment documents, settlement of travel and training advances against Oxfam travel policy and prepare the journal entry
  • Ensure data entry into (financial management) system is done timely and accurately
  • Upload weekly labour hour upload into the system and also prepare monthly payroll
  • Prepare monthly bank reconciliation
  • File monthly income tax, withholding tax and staff pension return to an appropriate government office
  • Prepare and file monthly Service and Purchasing information Oxfam report to Ethiopian Revenues and customs Authority
  • Assist in Oxfam’s internal and external year-end Audit schedules and provide all documents required by the auditor during the audit as well as answering some audit queries as needed
  • Maintain filing systems for all financial and accounting records and verify the completeness of the documentation as per the OI financial policy and government regulations
  • Ensure all financial and local government regulations adhere to the desired standards

2.     Preparation of month-end pack including balance sheet analysis, bank reconciliation, fixed asset schedule

3.     Other responsibilities related to the Finance Team

  • Assist Finance coordinator in reviewing and revising /developing financial policies and procedures
  • Assist Finance coordinator in financial report preparation and audit facilitation
  • Perform such other duties as assigned by the Finance Coordinator

Experience, Knowledge & Competencies

Essential

  • Bachelor (BA) or Degree from a recognised university/college in Accounting, Finance or other related areas that can add value to the job.
  • Minimum of 5+ years for BA holders or 6-7 years for Diploma holders in finance experience and project financial management, preferably working 2 years of experience in an international NGO.
  • Knowledge of and Eager to learn various accounting software with particular emphasis on the Oxfam financial management system.
  • Good command of computer skills (MS-word, MS-Excel) and other Internal software systems.
  • High-level of acquaintance comfort with internet-based research and electronic communications.
  • Results-oriented with accuracy and strong attention to detail
  • Strong interpersonal skills, sensitivity to cultural differences and ability to work in a wide variety of cultural contexts
  • Strong organisational and personal management skills, with the ability to prioritise work issues to meet deadlines with minimal supervision and adjust to constantly changing situations while maintaining focus on delivery and follow-through
