Job Overview: SEED, in partnership with SOS Sahel Ethiopia and HUNDEE, has obtained funding from UN OCHA to jointly implement an emergency project that will aid conflict-affected internally displaced persons (IDPs) who have recently returned or relocated to Abe Dongoro District in the Horo Guduru Wollega Zone, Oromia Region.
SEED is seeking a dedicated and experienced Finance Officer who will manage the project fund. The ideal candidate will be responsible for managing all financial transactions, from fixed payments and variable expenses to bank deposits and budgets.

Essential Duties and Responsibilities:

Financial Management and Operations  
  • Implement storing accounting policies, systems, and procedures for SEED
  • Establish and maintain complete and up-to-date records of transactions
  • Prepare, effect and document all payments, bank deposits and transfers
  • Review and check all payments, control the use of funds and ensure adherence to budgets, and financial rules and procedures
  • Conduct cash reconciliations each month and close monthly books and bank statements in a timely manner.
  • Prepare and process payroll and settlement of related taxes, pensions, staff benefits and other payments.
  • Process payments for vendors and subcontractors after deducting all taxes as per the law.
  • Make sure that all tax issues are settled on time with relevant government office.
  • Follow-up and control budget utilization process and provide report on budget utilization status and overall cash flow on an ongoing basis.
  • Ensure that fund is utilized as per the donor approved budget and spending is in compliance with donor requirements, government laws and SEED financial policies and procedures.
Reporting & Documentation 
  • Prepare periodic financial reports as per set policies and procedures
  • Keep proper documentation of financial records, including record of fixed assets and stocks
  • Organize finance files and ensure books of accounts are up to date at all times, orderly, well kept, and readily available for reference, when required
Audit & Compliance 
  • Deliver on all the necessary tasks required, including the timely closure of accounts and preparation of financial statements, for project audit and the organization’s annual internal and external audit.
  • Facilitate and provide support for the project and annual audit of accounts.
  • Educate employees/managers and accordingly implement finance systems and controls.

Job Requirements

Qualifications:
  • Bachelor’s degree in Accounting, Finance, or relevant field.
  • Proven work experience as an Accountant.
  • Thorough knowledge of accounting and corporate finance principles and procedures.
  • Strong attention to detail and good analytical skills.
  • Advanced competency in accounting software and MS Office.
  • Understanding of government and donor financial and reporting requirements.
  • Ability to work well under pressure and with multiple impeding deadlines.
