Job Description
Children Believe is a child-centered, community-based international development organization devoted to addressing the needs of children, their families and communities by implementing programs that focus on education, health & nutrition, sustainable livelihood development, WASH, child protection, disaster risk reduction and gender equality in Oromia, Amhara, Southern NNPR and Addis Ababa City Administration in Ethiopia through six local partners (NGOs). CCFC has the following vacancy for its program in Ethiopia.
Job Responsibilities:
A finance professional with a strong controls background to ensure proper monitoring and review of financial records, reports, risk and compliance with prevalent in-country legislation. Experience with monitoring and review of Partner activities, capacity building of staff members, and Grants staff and Partners including the following:-
Internal Control and Risk Management
Ensure proper financial and operational controls are in place and functioning as required, including identifying and resolving control deficiencies, at the Partners and Country Office (CO) in compliance with Children Believe (CB) and Memorandum of Agreement (MoA) Standards.
Financial Planning, Reporting and Analysis
Support Partners and the CO in meeting all the required financial and operational targets and standards per the strategic plans.
Collaborative Working
Collaborates with Country Director, New Business Development Manager, Program Officers, MELKS and Sponsorship team through joint projects, information sharing and cross-cutting themes.
Financial Planning &Budgeting
Oversee and manage daily grant and core program/Sponsorship accounting and finance functions including timely recording of transactions, cash management, banking, payroll, inventory, receivables, and payables.
Plan and implement systems for financial operations in accordance with the Children Believe Fund financial regulations and procedures, Government requirement, donor agreements , internationally accepted finical standards/IPSAS – including systems for cash flow management, budgeting, consolidation of accounting information, internal controls, financial reporting, financial record-keeping, fund management and compliance;
This is a field-centric role and the position holder is expected to provide comprehensive leadership, operational and technical guidance over finance-related functions of CB. The FM is expected to have a fair understanding and orientation towards child-centred development and the structural / systemic issues with specific reference to gender and social inclusion.
Number of person required for the position: One
Duty station: Addis Ababa with frequent visit to different part of Ethiopia in program operation areas
Terms of Employment: One year with a possibility of extension based on proven performance
Job Requirements
Required qualification
- Post graduate degree in accounting or finance is required.
- Experience in sponsorship fund management familiarity with reporting requirements
- IPSAS Knowledge and conversion and reporting experience for statutory audit purpose
- Minimum 5 years related finance, accounting and auditing experience including 3 years as Finance Manager.
- Strategic and operational financial planning.
- Hands on experience in planning and preparing organizational budgets for multiple programs.
- Demonstrated understanding of accounting processes, audit scope, planning and procedures.
- Strong information management and documentation skills.
- Knowledge of regulations related to finance, accounting (IFRS, budget) & taxation laws.
- Ability to pre-empt and prevent fraud and corruption.
- Strong computer skills, experience using accounting software and Microsoft Office including Excel
- Excellent in interpersonal, collaborative influence, Conflict Management and Negotiation skills
- A strong team player, able to be a member of different teams at the same time
