Job Description

1. GENERAL
Job Title:	Finance Manager
Reports to:	Chief Executive Officer
Department/Service:	Finance Department

2. BASIC FUNCTIONS:

Under the general direction of the Chief Executive Officer, plans, organizes, directs and controls all functions related to financial accounting, cash management; ensures that funds of the company are collected, managed and utilized as per approved policies, procedures and work programs; authorizes payment within delegated limits; undertakes periodic closing of accounts, and preparation of financial statements; conducts cost analysis; directs

the preparation of financial plan sand budgets of the Company.

3. DUTIES AND RESPONSIBILITIES:

Plans, organizes, directs, coordinates and controls the overall financial activities of the Company, including cost accounting, financial accounting and cash management;
Plans and organizes general accounting, budgeting and expenditure control systems; ensures that funds of the company are utilized properly in accordance with company policies, procedures and approved work programs;
Seeks and analyzes business investment opportunities to make optimum use of funds;
Ensures the establishment of proper financial accounting and management systems that can provide accurate, timely and complete picture of financial transactions, and that can identify sources and application of funds in accordance with generally accepted accounting principles;
Ensures that policies and procedures governing finance and accounting activities are strictly adhered to;
Directs, monitors and controls the orderly clearance of payables and receivables; ensures that all tax returns are paid within the time limit set by Government tax regulations;
Authorizes payment and countersigns checks; signs vouchers, transactions, correspondence and other documents in accordance with procedures and delegated authority of the company;
Monitors that collections are made per policy of the Company; directs the preparation of comparative collection status reports and analysis of collection programs; investigates and develops improvement of collection structures and collection methods;
Ensures that financial statements such as balance sheet, income statement sand fund flow statements are prepared on time;
Ensures that aging of accounts are prepared to determine the liquidity of receivables;
In conjunction with concerned departments and units, develops proposals to dispose of by auction equipment and materials with no book value or which are obsolete and unusable; and
Performs other related duties as required.

About You

4. JOB REQUIREMENT:
4.1 Education:	B.A. in Accounting

4.2 Experience:	10 years of experience in accounting ; 4 of which in senior positions

5. COMPETENCIES
Comprehensive knowledge of accounting principles and practices Thorough knowledge of government financial and tax regulations Ability to make financial analysis and prepared financial plans Skill in basic computer software applications
