The overall purpose of the role:

The Finance Director is a key member of the Project Management Unit (PMU), responsible for overseeing all program grant management activities. The position holder ensures grant funds are transferred according to the approved budget from the donor. He/she reviews and compiles financial reports, ensuring accuracy and compliance, and submits them to the Consortium Lead, the program implementing partners. He/she oversees financial management, track expenditures, and maintain financial accountability to support program implementation effectively.

Duties & Responsibilities:

Financial Management Functions: In close consultation with implementing consortium partners, responsible for all financial management and accounting functions of the Program.

  • Lead and manage the implementation of financial management functions of the program in line with appropriate financial policies and procedures.
  • Ensure the proper implementation of financial policies and procedures, and adherence of the organization, the donor, and local laws requirements.
  • Provide advice to management, implementing partners and the government on finance and grant related matters.
  • Ensure the existence of proper internal control procedures to safeguard the Program’s assets, records and documents and their effective and efficient utilizations.
  • Ensure the preparation of the monthly payroll and payroll reconciliation for the staff of the coordinating unit of the program.
  • Ensure adherence to organizational policies, procedures, and guidelines, and complied with donor funding requirements.
  •  Monitor the proper administration of Petty Cash fund and other operational advances.

Budget Preparation and Monitoring: Preparing, Assisting and Coordinating the preparation, compilation and consolidation of various budgets, and monitor utilizations.

  • Preparation and consolidation of annual budgets in consultation with Program and Operations Units of the consortium lead organization
  • Prepare and assist program budget holders and review project budgets for submission to the funding agency.
  • Manage the preparation of consolidated budgets of the project implementing partners using an appropriate budgeting system.
  • Assist sub-grantees in sub-grant budget preparation and administration.
  • Manage and coordinate the preparation, compilation, and consolidation of multi-year and annual program budgets,
  • Monitor budget utilization and analyze business performance/results and keep budget holders informed of the status of program budget utilizations.

Grant Administration: Taking care of donor funding as per funders’ requirements.

  • Manage the  program fund implementation in the program operational areas of the country.
  • Introduce an appropriate tracking and monitoring system and monitor grant expenditures.
  • Handle program finance administration and prepare donor reporting as per donor’s requirements.

Sub-grant ManagementCoordinate and oversee sub-grant management activities of the  project implementing partners.

  • Responsible for the conducof pre-award assessment and reviewing sub-recipients, when needed.
  • Provide training to sub-recipients’ finance and program personnel on sub-grant management.
  • Provided technical assistance on matters relating to sub-grant management, project staffing, reporting, and compliance.
  • Oversee the timely collection of financial & programmatic reports from sub-grantees.
  • Conduct regular financial monitoring.
  • Manage project close-out.

Treasury Functions and Cash FlowsPerforming cash forecasting and collection.

  • Coordinate the collection and consolidation of the cash requirement of the program and prepare cash flow forecast for timely transfer from funders.
  • Ensure the timely transfer of cash to sub-grantees.
  • Ensure and follow up that funds are received/collected in time.

Financial Reporting: Responsible for financial report preparation and submission for internal and external users.

  • Produce host government regulatory body statutory reports as and when required.
  • Prepare management reports, statistics, and presentations as requested by senior management and line managers.
  • Coordinate Consortium Partners’ program financial report preparations for timely submission to the consortium lead.
  • Prepare consolidated grant reports for submission to the donor.

Human Resource Management and Technical Support

  • Oversee daily operations of the PMU finance unit.
  • Provide leadership, guidance, and supervision to direct reports of PMU Finance, and liaise with the Procurement and logistical personnel.
  • Provide financial technical assistance and training to staff of the Consortium partner organizations.
  • Jointly set objectives and prepare plans and conduct performance evaluation accordingly for direct reports.

Procurement and Logistics: Coordinate purchases of goods and services and mobilize resources to the program.

  • Coordinate and oversee procurement of goods and services activities in accordance with such key areas as governance, labor sourcing compliance, product stewardship, and supplier management.
  • Oversee the purchasing and store keeping functions of the organizations.
  • Ensure the effective management, monitoring, and tracking of properties of the project.
  • Coordinate and supervise the logistical activities i.e. the receipt, dispatching and utilization of goods for proper and timely delivery of project materials to the Consortium Partners and/or operational areas.

Audit, and Regulatory & Statutory Compliance

  • Dealing with program audit undertaking.
  • Prepare consolidated program financial reports and schedules for program specific audits as well as donors.
  • Liaise with auditors and management on the implementation of the program, audit recommendations and queries.
  • Ensure compliance with policies and procedures of the Consortium Lead organization, the donor, and government requirements.
  • Countering internal fraud and aid diversion to ensure that the investment of the donor reaches to the intended beneficiaries.
  • Ensure all taxation and legislative requirements of host government are complied with.
  • On an ongoing basis, review expenditures to ensure grant compliance with donor requirements.

Experience and Technical Competencies:

  • Minimum of 10 years of financial management experience, with at least 5 years in a senior leadership role..
  • Professional certification (e.g., CPA, ACCA, CIMA) is desirable.
  • Experience in budgeting, financial analysis, and donor/grant management.
  • Strong knowledge of tax laws, financial regulations, and reporting standards.

Education:

  • Master’s Degree in finance, Accounting, Business Administration, or related fields, or related discipline, or equivalent combination of education and experience.

  • Language: English and Amharic. An additional national language is an advantage.
  • Level of language required: Fully operational
