About CEHRO

Consortium of Ethiopian Human Rights Organizations (CEHRO) is a local network of CSOs registered on March 16th, 2018 by the Federal democratic Republic of Ethiopia Authority for Civil Societies Organizations in accordance with the new Civil Societies Proclamation No. 1113/2019 with registration number 3932. The objectives of the Organization is to ensure the existence of an enabling environment for human rights and democratic governance and to creating a platform for strong and vibrant human rights CSOs for the realization of human rights and democratic values in Ethiopia. Currently CEHRO has 18 active member CSOs from different regions. Since its establishment in 2018, CEHRO has conducted several strategic activities which benefited its member organizations that can contribute toward realization of the collective CEHRO’s vision.

From its establishment, CEHRO has been determined and working for the advancement of human rights protection, peace building, rule of law and Democracy in Ethiopia by creating a common platform for human rights CSOs to articulate their voices and launch evidence-based advocacy. CEHRO works to expand the space for human rights CSOs and continue engagement with stakeholders’ building the capacity of existing and emerging human rights organizations to ensure effective human rights, democratic governance, and peace-building works.

Job Objective:

The Finance Coordinator oversee the financial and HR activities of the programme. Responsibility for the accounting functions required to provide accurate and timely information on the financial status of the programme to donors, management, program teams. Organize and further develop the financial processes, managing the finance team, providing coaching and training as required. Participate in recruit the Human Resources staff. Oversee the staff policy development, the co-ordination of training and general staff well-being. The Finance Coordinator Works closely with the operation and Finance Manager and the Program team on all financial and operation matters necessary for the execution of program activities and operations of CEHRO.

Key DUTIES AND RESPONSIBILITIES

Financial Management:

  • Reviews accounting reports, including Cash and Bank Transaction Journals, Cash and Bank Reconciliations, and Bank Statement ensuring correctness and completeness of the records.
  • Categories payments correctly under the appropriate expediter codes.
  • Performs monthly desk review of the financial documents to ensure completeness of supporting documents received for early spot of irregularities
  • Prepare and update monthly staff benefits, tax schedules and follow up the payments.
  • Prepare monitors and analyses interim financial reports and data entry and submits them for review to Operations and Finance Manager.
  • Ensures that all entries are properly documented and all transactions are backed up with complete required documentation that is properly dated and signed.
  • Follow up properly maintains bank and cash transactions journal.
  • Check prepared requests vouchers and payment vouchers ensuring that all supporting documents are completed before payment.
  • Prepares and monitor cash request and estimates of future expenditures and monthly plan of cash requirement.
  • Makes sure that backup documentation for cash disbursements is duly approved and on file prior making cash payments.
  • Providing and interpreting financial information.
  • Monitoring and interpreting cash flows and predicting future trends.
  • Assist for formulating strategic and long-term financial plans.
  • Conducting reviews and evaluations for cost-reduction opportunities.
  • Managing an organizational financial accounting, monitoring and reporting systems.
  • Prepare all the necessary documents in line with audit regulation of assigned projects, and facilitate external and internal audits and financial reviews.
  • Liaising with auditors to ensure annual monitoring is carried out smoothly and accordingly.
  • Assist and prepare for developing external relationships with appropriate contacts e.g. Donors, auditors, consultants, service providers and banks.
  • Producing accurate quarter and final financial reports to specific deadlines.
  • Managing Budget trucking.
  • Assist preparation of agreements and, when necessary, amendments to agreements to be conclude with relevant stakeholders (accordingly the standard accounting system).
  • Prepare and organize documents for external auditing purpose.
  • Supervise and participates in the preparation of events/workshops under the project.
  • Ensure photocopying, printing and filling all financial documents.
  • Undertakes other duties as required that might assigned by supervisors.

Human Resources Management

  • Ensure that HR procedures and policies are in line with CEHRO guidelines and the Ethiopia labour law.
  • Ensure that impartial recruitment procedures for staff are followed.
  • Ensure that salaries and benefits for nationally recruited staff are in-line with similar organizations, meet the requirements of local labour legislation and are within budget.
  • Ensuring that the correct procedure is followed on disciplinary action and grievance procedures.
  • Identify training needs for all staff and source in-house and external training opportunities as appropriate, working within budgetary and operational constraints and maintain training records.
  • Provide line managers with any necessary training, advice, mentoring and coaching on performance management or any other relevant areas of HR management or procedures for their teams are followed and records are kept in accordance with CEHRO guidelines and local labour laws.

Administrative tasks:

  • Creates the necessary file management and personnel evaluation systems that will ensure the efficiency of program activities;
  • Assists the Operations and Finance Manager in staff recruitment process and general oversight;
  • Work with the Program team on planning and disbursement of funds;
  • When deemed necessary, to perform other administrative assignments that are needed to ensure the effective implementation of CEHRO’s program management activities.

Risk Management:

  • Contribute to the identification and analysis of potential risks to program success.
  • Develop and implement risk mitigation strategies in collaboration with the finance and program team.

Cross-functional Collaboration:

  • Collaborate with other departments and member organizations within CEHRO, fostering cross-functional learning and integration of best practices.

Innovation:

  • Explore and introduce innovative technologies and methodologies to enhance the efficiency and effectiveness of finance and administration processes.
  • Stay abreast of industry trends and emerging tools for improved data collection and analysis.

Adaptive Management:

  • Support the program team in implementing adaptive financial and administrative principles, utilizing project findings for real-time decision-making and adjustments to program strategies.

Influence & Representation

  • Identify, build, and manage collaborative with consortium member CSOs, sub-grantees, donors, local governments, and other stakeholders.
  • Communicate effectively to ensure overall project targets and donor obligations are met.

Job Requirements

skills and ethical considerations

  • Proven work experience as a Finace Coordinator/manager/Head, Senior Finance, or similar role
  • Solid knowledge of project and program different donor procedures
  • Advanced Accounting software especially QuickBooks and MS Excel skills
  • Knowledge of administrative as well as financial regulations
  • Excellent planning, analytical and numerical skills
  • Sharp time management skills
  • Strong attention to detail
  • Strong ethics, with an ability to manage confidential data

Education:

  • Minimum BA degree in Accounting, Finance and other related fields.
  • Training in donor financial/grant compliance, project cycle management, and other donor policies and procedures (formal certification), IPSAS/IFRS.

Experience:

  • Minimum Seven (7) years of Finance, or related experience; in which at least two years of experience working on related position desired;
  • Minimum three (3) years of experience working with NGO/INGO of grant compliance management, budgeting and accounting;
  • Knowledge of grants administration, and ability to interpret grants-related governmental documents and accurately respond to them;
  • Prior experience working on projects/program report for internal and external uses.

Other requirements:

  • Strong attention to detail and accuracy in work outputs, including written communication;
  • Fluency in written and spoken English, Amharic. additional language skill is a plus;
  • Ability to independently track and manage multiple tasks and complete them quickly.

Top of Technique

  • Good understanding and skills at Programmatic data management.
  • Strong computer literacy with a full knowledge of MS Office applications.
  • Strong team coordination, listening, and consensus building skills.
