TEAM PURPOSE:

The Finance team will support the implementation of the programme by working directly with Oxfam’s and partners’ staff on the financial needs of the programme to ensure people affected by the crisis get timely, sufficient, and appropriate humanitarian assistance.

JOB PURPOSE:

Together with the Finance team, the Finance Assistant will be accountable for ensuring that all financial procedures are adhered to and implemented in a manner that is compliant with Oxfam policies, standards, and procedures.   

To provide cashier/bookkeeper services, to maintain good record keeping for all Addis Ababa office documents, to support statutory and project audit to Ethiopia programme by providing any support required and support other Humanitarian and Programmes and partners.

Key Responsibilities and Accountabilities

·       Responsible to Settle travel and Program/work floats as per Oxfam policy and procedures and maintaining the float register of the field office,

·       Record all payments in cash and bank books and maintains their balance on a daily basis

·       Prepare summary for clearance of statutory obligations monthly and submit to Finance Manager for review,

·       Check expenditures are charged to correct budget lines of contracts and Oxfam account codes vis-s-vis requesters’ budget line

·       Ensure appropriate deductions of taxes is made in preparing payments on procurement of Goods, services, and works; and in preparing casual labor payrolls

·       Prepare, reconcile with the previous month and transfer monthly staff salary after review and approval to staff respective bank accounts,

·       Prepare monthly end journals of salary allocation, medical, and EOC and submit them to the Finance Manager for review

·       Ascertain supporting documents accompany each transaction and all vouchers are checked by Finance Manager & carry the approval of the Budget Holder before recording transactions,

·       Be responsible for putting Oxfam Paid stamp on financial documents and transaction invoices and filing them sequentially.

·       Ensure that all files, including payment vouchers and their supporting documents, are kept properly in a professional filling system and office correspondences are dealt with on time.

·       Prepare and maintain bank reconciliation.

·       Ensure all financial and local government regulations adhere to the desired standards

·       File monthly income tax, withholding tax, and staff pension return to an appropriate government office

·       Work closely with programme, Logistics & admin, and finance staff to ensure finance issues of the programmes run smoothly and effectively.

·       Any other duty assigned by Finance Officer / Coordinator

SKILS, Experience, Knowledge & Competencies

Essential

·       Degree in Accounting or Finance that can bring an added value to the post from a recognized university/college.

·       Relevant experience of 1-3 years in a finance role, preferably in an international NGO.

·       Experience in project financial management.

·       Strong interpersonal skills, sensitivity to cultural differences, and ability to work in a wide variety of cultural contexts

·       Good command of computing skills (MS-word, MS-Excel) and other Internal software system.

·       Knowledge of and Eager to learn various accounting software with special emphasis in the Oxfam financial management system

·       Good spoken and written English and Amharic.

·       Willingness to be flexible and adaptive to changing working requirements
