ORDA ETHIOPIA is a non-governmental organization dedicated to improve livelihood and environmental security in Amhara Region as well as in Ethiopia since 1984 G.C. It envisaged to bring the above changes in the community by working on environment and climate change, water and irrigation, agriculture, nutrition and disaster risk management, gender, disability inclusion and youth Employment and food commodity management and emergency response interventions. ORDA Ethiopia is a highly result oriented organization with dedicated management and competent staffs. ORDA Ethiopia would like to invite competent candidates who fulfill the requirements of the vacancy indicated below.
Program overview
Mass Youth Employment in Apiculture (MaYEA) program is a five-year youth employment creation program funded by Mastercard Foundation to be implemented in 9(nine) regions of Ethiopia. The program is divided in to two sub national hubs. ORDA Ethiopia, as a lead organization will coordinate the implementation of program in 61 woredas of the North and North West Ethiopia hub of the program includes Amhara, Afar, Benishangul Gumuz and Tigray Regions. The program plans to help jobless youth to create jobs for themselves by participating them mainly in apiculture value chain and other complimentary value chains. The main interventions of the program are i) increasing national honey and bees wax production; ii) improving honey quality to meet both national and international standards; iii) promoting market-driven value addition and product diversification; iv) enhancing integration of apiculture with other complementary value chains; and  v) improving enabling environment for youth and apiculture sector development.
Position Summary:
The Finance and Grant lead is responsible for financial oversight, compliance and grant management of the program. Manage the grant and ensure funding is spent according to MCF’s regulations and the respective implementing partner’s policies and rules. Lead the development of financial reports and support annual audits. Work closely with program team and ORDA Ethiopia finance team and sub grantees finance teams to ensure the effective use of resources in order to achieve the program objectives in compliance with the MCF’s requirements and regulations.

Duties and Responsibilities

FINANCE:
  • Lead and coordinate financial reports and audits.
  • Analyzing allocable expenses and projection of expenses on a quarter basis or depending on the donor requirements
  • In collaboration with the sub national hub program director will prepare and submit cash requests and financial reports to successfully administer finance.
  • Work with sub national hub program director to ensure compliance and effective and proactive fiscal management
  • Ensure financial files are maintained according to ORDA Ethiopia’s, MCF’s and the government standards.
  • Ensure the management of program payroll and legal deductions.
  • Lead and oversee annual budget preparations which include overseeing work plan costing and the integration of work plan and donor-approved budgets.
GRANT AND PROCUREMENTS
  • Assist in the design, development and implementation of sub awards, under supervision of ORDA Ethiopia Deputy Executive Director (programs) and in close coordination with Grant officer and other relevant ORDA Ethiopia staffs, to ensure compliance with donor and ORDA Ethiopia’s policies and procedures, and achievement of intended results.
  • Ensuring compliance with all donor requirements and policies,
  • Provide support focusing on compliance, grant and contracts management, and successful implementation of grant and contracts IPs.
  • Ensure proper negotiation of final terms of conditions for grant and contract document, under direction of Sub National Hub Program Director and relevant ORDA Ethiopia senior management team and review and analyses budget estimates for availability, reasonableness, and consistency.
  • Ensure the proper preparation and execution of grant and contract documents and grant disbursements are consistent and compliant with donor and ORDA Ethiopia’s requirements, policies and best practices.
  • Work closely with Sub National Hub Program Director and program team to ensure the sub-award monitoring and evaluation are conducted as required and that financial deliverables, deadlines, programmatic outputs and impact are captured and recorded in the program data bases in an accurate and timely manner.
  • Ensure timely and accurate use of ORDA Ethiopia’s sub award management system for sub-award issuance and management.
  • Ensure that sub awards are closed out with in the required time frame.
  • Assist with the resolution of internal and external audit findings.
  • Support the preparation of program procurement plan.
  • Support in logistics and other logistics assignments that ensure goods, works and services are procured timely to facilitate program implementation and at the same time ensure value for money is in place.
  • Work with ORDA Ethiopia head office procurement department to ensure vendors follow all the tendering regulations, procedures and instructions and meet ORDA Ethiopia procurement internal policies.
  • Ensure that program resources are effectively managed (assets and equipment, human resources, finance).
  • Perform other duties as deemed necessary.

Job Requirements

Minimum qualifications and requirements:
Education Background
  • MA/SC in Accounting, Finance, Masters of Business Administration in finance, Economics, Business management.
Work Experience
  • Minimum of 8(eight) years with relevant experience of four years and out of this two years in managerial positions
  • Experience in International NGO
Skills/Knowledge and Competencies
  • Ability to exercise sound and timely judgment and maintain the confidentiality of sensitive information.
  • Excellent Skills in application of accounting software
  • Proficient skill in excel and other MS computer applications
  • Critical thinker with a can do approach to problem-solving, disaggregating larger/ complex problems to identify underlying drivers and critical issues.
  • Ability to perform and prioritize multiple tasks.
  • High degree of professionalism
  • Strong interpersonal (verbal and written) communication skills, including professional fluency in English.
