About the organization:

Health Poverty Action (HPA)/Health Limited is an international nonprofit organization with a mission of supporting the poorest and most vulnerable people to achieve better health and wellbeing in their effort. Established in 1984, HPA currently operates in 13 countries including Ethiopia. HPA has been operational in Ethiopia since 2006, primarily with semi-nomadic pastoralists, and has implemented various SRHR, MNCH, TB, NCDs and other community and women empowerment projects that support communities in SNNPR, Somali, Afar regions and health system strengthening of selected hospitals and health centers in Addis Ababa and 6 regional states (including Oromia, Amhara, Benshangul-Gumuz, SWE).

Position summary:

HPA wants to recruit a Finance and Administrative officer for its field mission in Dolo Ado/Dolo Bay, Somali region, Ethiopia. The Finance and Administration officer will assist the field office/project team to oversee, track and report on all financial management and administrative activities of project/s. The FAO will ensure that all financial transactions and reporting follow HPA policies and processes and in compliance with local law. S/he will also be responsible for tasks related to office administration, logistics, and procurement as deemed necessary for activity implementation, roll-out, and support.

Main responsibilities will include but are not limited to:

  • Manage all financial and accounting aspects of field operations;
  • Prepare and process all accounting transactions such as disbursement, cash receipts, journal entries and advances which are in accordance with HPA finance and accounting policies and procedures;
  • Prepare monthly program financial reports;
  • Prepare and lead regular field level payments such as Perdium, travel costs, and other administrative payments
  • Maintain bank, cash, and checkbook records;
  • Support relevant sub grantees in the implementation of their activities in accordance with HPA rules and standards;
  • Submit monthly fund requests to HPA country office;
  • Provide administrative, logistical, and procurement support to project team, including the establishment of an office, transportation arrangements, and the ongoing operations;
  • Other duties related to logistics and procurement, as assigned by her/his supervisor
  • Other additional tasks as assigned by her/his supervisor.

Job Requirements

Competence and personal requirements:

  • Minimum bachelor’s level degree required in Accounting, Finance, Business administration.
  • Minimum of 4/5 years of relevant professional experience in a similar role on a humanitarian sector projects and NGO work environments.
  • Experience in financial management systems, (i.e. QuickBooks)
  • Familiarity with Microsoft Suite (Excel, Outlook, Word)
  • Experience in managing procurement;
  • Demonstrated skills in managing project-based logistics
  • Organized, detail-oriented and able to multi-task to meet deadlines;
  • Flexible, self-motivated, and able to work with little supervision;
  • Strong interpersonal skills and ability, problem solving, conflict and ethical management skills;
  • Fluency in local language (Somali), English and Amharic is required;
  • Excellent written and oral communication skills.
