KNCV Tuberculosis Foundation is an international non-profit organization dedicated to the fight against tuberculosis (TB), still the second most deadly infectious disease in the world. KNCV is an international center of expertise for TB control that promotes effective, efficient, innovative and sustainable tuberculosis control strategies in a national and international context.

Background

KNCV has been fighting TB since its establishment in 1903 as a collaborative effort by several private local TB control initiatives in the Netherlands. Over the past 118 years, the organization has acquired indispensable knowledge and experience in the field of effective TB control, resulting in pre-elimination in the Netherlands and significant contributions to global evidence generation, policy development and TB program implementation worldwide. In Ethiopia, KNCV has 15 years of experience in comprehensive TB program support including support to local non-governmental organizations.

The purpose of KNCV is to contribute to a world free of TB. Our mission is to end human suffering due to TB through the global elimination of tuberculosis. Our vision is that KNCV will save lives and accelerate the decline of the TB epidemic through the development and implementation of effective, efficient and sustainable setting specific strategies that combine patient-centeredness with epidemiological impact. In the medium term, our goal is to reach the targets of the global END TB Strategy and the health-related Sustainable Development Goals (SDGs). In the longer term, KNCV strives for ending TB as a global health problem, in line with the milestones of the global End TB Strategy.

Purpose of the position

The Finance and Administrative Officer is responsible for the financial management and administration, will support the Human Resource Management (HRM) of the country office and the Finance department in accordance with the Legislation of Ethiopia and KNCV guidelines. This position provides assistance to HR and finance unit  in budgeting, financial administration, HRM and other related issues as required. The Finance/ admin officer  will work closely with HR  & Finance team to support operation activity.

Position in the organization

  • The Finance and Admin Officer reports to Finance Manager & HR/Administrative Manager.  

As Finance and Administrative Officer, you will be responsible for:

Finance:

  • Identification of cash need of budget the project and preparation cash flow on monthly basis for submission to the HQ;
  • Preparation of financial monthly financial data for internal and external users;
  • Prepare expenditure against budget reports and monitor variance to avoid any unallowable overspending;
  • Involve in the development of effective systems of financial accountability and control in line with KNCV financial policies and systems;
  • Ensuring that all transactions are properly accounted for and the financial transactions are encoded in finance systems on time  and followed in managing finance of projects;
  • Preparation of balance sheet account details on monthly basis; and bring irregularities to the attention of the Country Director;
  • Arrange documents for audit purpose; ensuring that all documents met required audit standards;
  • Preparation of financial reports for submission to auditors for donor and statutory audits;
  • Responsible for checking the accuracy and validity of invoices, documents processed before preparation of payment vouchers and posting to the financial system;
  • Responsible for consolidation of monthly tax payable and timely payment to the relevant authority; Ensure that payment Withholding, income taxes (salary) and pension;
  • Preparation of staff payroll and staff benefit settlements based on contract agreement;
  • Stamp documents with posted after posting is done.

Store Management

  •  Ensures proper stock management system by updating catalogue of all property items kept in the  general store;
  • Provides update on the status of stored items by type and amount for each projects under KNCV;
  • Arrange the items in the warehouse in a convenient way for counting;
  • Ensure bin card are timely updated and checked against the actual count;
  • Ensures proper documentation of GRN, bin card and Good issue notes;
  • Responsible for Fixed asset management;
  • Participate in the periodic physical inventory counting of items in stores;
  • Ensure proper inventory and fixed assets closings are done on time and reported regularly;
  • Ensure that fire extinguishers are functioning properly are in the right place in the warehouse;
  • Other duties as assigned by his/her supervisor.

Job Requirements

 Who are we looking for?

Education

  • Diploma/Bachelor degree in Accounting and Finance.

Knowledge/experience

  • Minimum 5 years for BA degree and 7 years for Diploma of work experience is required in a similar position Work experience in INGO setting is preferred;
  • Knowledge of EXACT/QuickBooks and other accounting software packages;
  • Experience with UNITAID, EU, USAID and other donor work plan budgeting and expenditure monitoring;
  • Excellent knowledge of Microsoft Excel;
  • Strong organizational skills;
  • High integrity, pro-active, stable, robust character and a good team-player;
  • Excellent verbal and written communication skills in English.
