Job Description

  • Position Title: Finance and Administration Manager
  • Report to: Country Director
  • Supervises: Finance and Admin Officer, Logistic and Supply Officer
  • Location: Ethiopia
  • Employment Type: Full-Time

Position Overview:

The Finance and Administration Manager is responsible for the overall management of financial, administrative, and logistical functions of HW-ET. This role ensures compliance with national regulations, donor(HW-US) requirements, and organizational policies, while promoting efficiency and accountability across the organization.

The post supervises the Finance team and the Logistics & Supply Officer, ensuring that financial, logistical, and administrative operations align with organizational objectives and donor(HW-US)requirements. The Finance and Administration Manager works collaboratively with the Regional Finance Officer and the Director of Finance & Administration of HW Global to ensure consistency in reporting, adherence to global standards, and implementation of best practices.

This position provides strategic guidance on finance, administration, and logistical matters to the Country Director, ensures effective coordination between departments, and contributes to the sustainable growth and operational excellence of HW-ET.

Key Responsibilities:

Financial Management:

  1. Oversee the preparation, monitoring, and analysis of organizational budgets and financial reports.
  2. Ensure accurate and timely financial reporting, including monthly, quarterly, and annual reports for internal and donor purposes.
  3. Maintain effective internal control systems to safeguard organizational assets and ensure compliance with accounting standards (IPSAS/IFRS as applicable).
  4. Supervise accounting functions including accounts payable, accounts receivable, payroll, and general ledger maintenance.
  5. Support audit processes by preparing necessary documentation and addressing audit queries.
  6. Manage cash flow, banking relationships, and financial planning to ensure operational sustainability.
  7. Coordinate with the Regional Finance Officer and Director of Finance & Administration of HW Global to ensure compliance with global policies, reporting standards, and financial best practices.

Administration & Logistics Management:

  1. Oversee administrative functions including office management, procurement, logistics, fleet management, and medical store operations.
  2. Supervise the Logistics & Supply Officer to ensure effective management of procurement, inventory, fleet management, and medical store operations.
  3. Develop, implement, and monitor administrative policies and procedures to improve operational efficiency.
  4. Ensure procurement, asset management, and fleet utilization processes comply with organizational policies and donor requirements.
  5. Ensure smooth coordination between finance, administration, logistics, and program teams to support organizational objectives.
  6. Liaise with suppliers, partners, and service providers to ensure timely delivery of goods, services, and maintenance of vehicles.

Leadership & Coordination:

  1. Provide strategic advice to the Country Director on finance, administration, and logistical matters.
  2. Lead, mentor, and develop finance, administration, and logistics staff to build a high-performing team.
  3. Promote a culture of accountability, transparency, and efficiency within the organization.
  4. Ensure effective collaboration with the Regional Finance Officer and Director of Finance & Administration of HW Global to align country operations with global standards

Qualifications & Experience:

  • Bachelor’s degree in Accounting, Finance, Business Administration, or a related field (Master’s preferred).
  • Professional certification (CPA, ACCA, or equivalent) is highly desirable.
  • Minimum of 5–7 years of progressive experience in finance, administration, and logistics, including supervisory responsibilities.
  • Experience in NGOs, INGOs, or donor-funded projects is an advantage.
  • Strong knowledge of accounting standards (IPSAS/IFRS) and financial and tax regulations in Ethiopia.
