Job Summary

The Field Level Project Coordinator will be responsible for the overall day-to-day management, coordination, and oversight of the Integrated Multi-sector Social Cohesion and Protection project at the field level. Working closely with the Protection Officer, Social Workers, and Dialogue Facilitators, the Field Coordinator ensures that all project activities are implemented on time, within budget, and in strict compliance with organizational and donor (ECHO) standards. The role involves leading field-level planning, team management, stakeholder coordination, monitoring, security liaison, and reporting. A strong focus is placed on integrating protection, community dialogue, and peacebuilding efforts while maintaining a survivor-centered and ‘Do No Harm’ approach. The Field Level Project Coordinator is the primary representative of the project in the assigned area, fostering constructive relationships with local authorities, community structures, and humanitarian partners.

Key Duties and Responsibilities

1. Program Implementation and Field Management

• Plan, coordinate, and supervise all field-based project activities in line with the detailed implementation plan, log frame, and budget.
• Provide direct line management to field teams (Protection Officer, Social Workers, Dialogue Facilitators, and any support staff), including daily task allocation, leave management, and performance monitoring.
• Ensure integration and complementarity between the social cohesion, protection, and GBV response components, maintaining high technical quality.
• Lead the development and regular updating of weekly, monthly, and quarterly field work plans, and ensure teams have the necessary resources and access to deliver them.

2. Coordination and External Representation

• Represent the organization at woreda/zone-level coordination meetings, including Protection Cluster, GBV Sub-Cluster, and government-led forums (health, social affairs, peace and security), reporting back and ensuring alignment.
• Build and maintain strong working relationships with local government officials (kebele, woreda, zonal), community elders, religious leaders, women’s and youth groups, and other key stakeholders.
• Coordinate closely with other humanitarian actors and service providers in the field location to strengthen referral pathways, avoid duplication, and promote a harmonized approach to protection and social cohesion.
• Facilitate field visits by donors, government representatives, and organizational senior staff, ensuring appropriate protocol and transparency.

3. Financial, Logistics, and Administrative Oversight

• Monitor field-level project expenditure against budget, track burn rates, and provide regular forecasts to the Project Coordinator, flagging any variances.
• Oversee the management and accountability of all project assets, materials, and supplies (MUAC tapes, job aids, community event materials, motorcycles, communication equipment) at the field site.
• Ensure compliance with organizational policies on procurement, human resources, safety, and fraud prevention.
• Approve petty cash, field cash requests, and vehicle/motorbike movement plans, ensuring cost-effectiveness and security clearance.

4. Monitoring, Reporting, and Accountability

• Supervise the collection, verification, and compilation of activity data from Protection Officers, Social Workers, and Dialogue Facilitators, ensuring accuracy and adherence to protection data protocols.
• Prepare and submit timely weekly and monthly narrative and quantitative reports to the Project Coordinator, highlighting achievements, challenges, lessons learned, and early warning indicators.
• Lead regular field team meetings to review progress against targets, case management trends, and community feedback, and take corrective actions as needed.
• Support and oversee accountability mechanisms, ensuring that community complaints and feedback are documented, addressed, or escalated appropriately.

5. Security and Risk Management

• Act as the field security focal point, monitoring the local security situation, reporting incidents, and advising the Project Coordinator and safety team.
• Ensure all field staff understand and adhere to the organization’s security standard operating procedures (SOPs), including movement curfews, communication protocols, and contingency plans.
• Promote a ‘Do No Harm’ approach by continuously assessing the conflict sensitivity of activities and advising on mitigating any unintended negative effects of the program.

• Coordination and Representation: Experience engaging with local government structures, humanitarian clusters, and community leadership.
• Data Literacy and Reporting: Proficiency in field-level data collection systems, basic analysis, and report writing in English.

7. Additional Requirements

Essential Qualifications

• Education: University degree in political science, sociology, social anthropology, and Conflict Studies, or a related field. A postgraduate degree is an advantage.
• Experience: Minimum 3-4 years of relevant professional experience. We need staff with strong experience managing peacebuilding, social cohesion, conflict mitigation, democratization, and dialogue program coordination, with at least 3-5 years in a field-level management role. Peacebuilding programming experience is essential. Prior work in conflict-affected and remote areas is highly desirable.
• Local Familiarity: Understanding of the context in Tigray, Amhara, or the contested areas; willingness to be based in and travel frequently within these locations.
• Language: Fluency in the local language (Tigrigna/Amharic as per duty station) is mandatory. Strong English communication and report-writing skills are required.
