Field Level Project Coordinator

Positive Action for Development (PAD) is seeking a qualified and experienced professional to join its team as a Field-Level Project Coordinator for an EHF-funded project based in Afar Region.

The Field-Level Project Coordinator will lead and oversee the planning, implementation, and coordination of a multisectoral humanitarian project across Bidu and Erebti woredas in the Afar Region. The incumbent is responsible for ensuring high-quality implementation of integrated interventions spanning Health, Protection, and WASH components. This role is critical for ensuring seamless integration of activities, stakeholder engagement, and strict adherence to humanitarian standards, with a particular focus on drought-affected communities, pastoralist populations, and hard-to-reach areas.

Key Responsibilities

Program Leadership & Multisectoral Coordination

• Provide technical and operational leadership across all project sectors, ensuring seamless integration of Health, Protection, and WASH activities in line with the project’s integrated approach.
• Coordinate the planning and execution of comprehensive service delivery, including the rehabilitation of health facilities, provision of medical supplies, and implementation of mental health and psychosocial support (MHPSS) services.
• Oversee protection interventions, including child protection and GBV case management, community-based protection mechanisms, and awareness-raising campaigns.
• Lead WASH interventions, including the solarization of water schemes, hygiene promotion, and the distribution of WASH and dignity kits.
• Ensure that protection and safeguarding policies, including PSEA, are mainstreamed across all project components.
• Facilitate regular review and coordination meetings among multisectoral stakeholders, including woreda-level government offices, to ensure synergy and avoid duplication.

Monitoring, Reporting & Data Validation

• Establish and maintain robust monitoring and evaluation frameworks to track project performance against indicators, particularly for integrated multisectoral outcomes.
• Conduct routine data validation to ensure the accuracy, completeness, and consistency of all technical and financial reports before donor submission.
• Perform regular field monitoring visits to verify reported project outcomes and ensure adherence to quality standards at the facility and community level.
• Prepare and submit high-quality, donor-ready reports, including progress reports, impact stories, and final evaluations, in line with EHF requirements.

Project Management & Accountability

• Oversee the implementation of project activities as outlined in the project framework, ensuring timely and within-budget delivery.
• Ensure rigorous compliance with donor requirements, including financial accountability, timely reporting, and monitoring of project impact.
• Manage project resources effectively, ensuring last-mile delivery of essential supplies, including medicines, medical equipment, dignity kits, and hygiene kits.
• Implement robust monitoring and evaluation tools to track performance, including protection monitoring in hard-to-reach areas and community feedback mechanisms.

Stakeholder Engagement & Capacity Building

• Represent the organization in zonal and woreda-level cluster coordination meetings, fostering strong relationships with local government offices (Health, Women and Social Affairs, Water, and Disaster Risk Management).
• Oversee the capacity-building efforts for frontline workers, including health workers, health extension workers, and community volunteers on PHEM, PFA, case management, and hygiene promotion.
• Promote community-based accountability through accessible CFM channels and inclusive community forums involving women, youth, older persons, and persons with disabilities.

Qualification: 

• Bachelor’s degree in Management, Public Health, Psychology, Social Work, Project Management, or a related field (Master’s degree is an advantage).

Work Experience:

• Minimum of 5 years of professional experience in humanitarian or development project management in a relevant sector (Health, Protection, WASH).
• Proven experience (at least 3 years) in a leadership or senior management position in a complex and remote emergency setting.
• Demonstrated expertise in coordinating multisectoral projects, specifically those incorporating Protection and WASH components in addition to Health and Nutrition interventions.
• Experience working in the Afar Region or other pastoralist contexts is a strong asset.

Skills:

• Strong technical knowledge of integrated health, protection, and WASH programming.
• Excellent skills in donor reporting, proposal development, and budget management.
• Proven ability to lead multi-disciplinary teams in remote and challenging operational environments.
• Excellent communication, negotiation, and interpersonal skills.
• Fluency in English and Afarigna is mandatory.
• Prior work experience in a non-governmental organization (NGO).
