EngenderHealth is collaborating with JSI lead consortium partners on the Strengthening Service Delivery (SSD) project in Ethiopia. The SSD project works to improve the quality of downstream, supply-side integrated services, focusing on high-impact areas including strengthening provider competencies to deliver integrated, high-quality services; improving service delivery structures and processes required for high-quality care; and improving the last-mile delivery of the supplies and commodities. EngenderHealth is seeking a high-level Family planning (FP) Advisor, who serves as a core member of the technical team of consortium organizations and MOH providing technical expertise and oversight of the family planning program in general, and PPFP and PAFP in particular with High Impact Practice (HIP) design, adaptation and testing.

JOB SUMMARY

The Family Planning (FP) Advisor will be part of the technical advisor’s team for SSD consortium organizations. They will serve as a lead technical expert on Family Planning and provide high-level technical assistance and guidance to JSI lead consortium partners with a focus on testing and scaling up high-impact practices such as postpartum and post-abortion FP. They will collaborate with MOH’s Maternal, Child and Adolescent Health (MCAH) LEO particularly the RH, FP and AYH Desk, and other relevant Desk leaders, the Human Resource Development (HRD) LEO and other relevant MOH entities and partners in addressing health worker competencies, strengthening primary healthcare facilities’ readiness and operational capacity to implement high impact practices, improving last-mile supply delivery and accelerate high impact practices at the primary health care-level resulting in high-quality service delivery for improved RMNCH outcomes.

They will be responsible for liaising and representing EngenderHealth and SSD projects and establishing strong partnerships and collaboration with partners including government, implementing partners, and other relevant stakeholders.

ESSENTIAL FUNCTIONS

  • Coordinate and oversee the FP component of the SSD Project including aligning SSD project-supported Family Planning interventions with MOH policies, strategies, and plans.
  • Provide effective technical leadership on planning, implementation, monitoring, and evaluation of national FP program and strategies including improving FP integration with RMCAYH-N (maternal health-ANC, PNC, Immunization, Child Health, adolescent and youth health, Nutrition, etc.)
  • Provide high-level technical expertise/guidance to the SSD project team, MOH, University, and other collaborating partners on the design, testing, and optimization of models for scaling up high-impact practices (HIPs) on FP such as Post-partum Family Planning (PPFP) and post-abortion family planning (PAFP) within primary health care.
  • Work with the SSD project implementation research team in designing implementation research to optimize the service integration model on PPFP & PAFP in collaboration with local universities.
  • Build the capacity of SSD project field teams to provide training, mentoring, and technical assistance on family planning at the regional, zonal, and primary health level.
  • Enhance the technical capacity of MOH, CPD providers, and other relevant partners on training, mentoring, and supportive supervision of health managers and health service providers on family planning with a focus on long acting and Permanent Contraceptives (LAPM), Postpartum IUD (PPIUD), Post Abortion Contraceptives, FP quality Standard and other SRH areas to enhance competency and performance.
  • Coordinate with SSD project teams, MCAH and HRD LOE of MOH, professional association, and other relevant stakeholders to design, adapt, and test competency-based and scalable FP training modalities with a focus on innovative and e-learning solutions that are aligned with MOH in-service training and catchment-based clinical mentorship (CBCM) guidelines.
  • Participate in assessing, establishing, or enhancing model CPD centers for providing a blended training approach on family planning, maternal health, child and neonatal health, nutrition, and immunization.
  • Provide technical support to align and sustain the newly tested FP training modalities within CPD centers, in-service training sites (IST sites), and health facilities (for on-the-job training)
  • Assist in coordination and provide technical support in the implementation of the national FP programs through representation in existing national-level FP-related coordination platforms and working groups.
  • Work in collaboration with the MOH, RHBs, EPSS, NGO partners, and bilateral and multilateral donor agencies to improve family planning financing and supply chain management for commodity security.
  • Provide substantive technical advice and advocate on family planning issues to high-level MOH leadership, other relevant government sectors, and stakeholders.
  • Facilitate effective coordination and partnership with stakeholders and engaged in the implementation of FP across the SSD project and participate in regular RH/FP technical working groups, joint supervision, and other relevant national-level-led activities.
  • Provide technical leadership and support to identify, document, and disseminate evidence-based best practices about family planning.
  • Provide technical support and inputs to prepare periodic reports of program results and disseminate results including project reports, publications, summaries, and special reports.
  • Work closely with the GYSI Advisor, project leaders, and staff to ensure integration of gender, youth, and social inclusion within the FP component but also across the SSD project.
  • Carry out other duties as appropriate and as assigned by immediate supervisors at EngenderHealth.

REQUIREMENTS

  • Master’s in public health, or MA in Health Care Management with a background in medicine, health officers, nursing, or midwifery with a minimum of 8 years’ experience in public health
  • Demonstrated in-depth knowledge of national-level policy, strategies, and guidelines including the national FP guideline, the FP service integration guideline, the national FP Quality Standard
  • Experience in the design, implementation, monitoring, and evaluation of FP and other SRH programs in Ethiopia
  • Demonstrated experience in technically supporting and leading the scaleup of LAFP of implants and IUCDs
  • Demonstrated experience with PPFP methods including PPIUCD
  • At least 8 years’ programmatic and technical experience in implementing in-service training, mentoring, and supportive supervision in the areas of FP/RH
  • Strong skills in design, implementation, and monitoring of program components, e.g. services, training, advocacy, and coordination
  • Proven experience in training and manual and guideline preparation
  • Experience in technical assistance for FMOH, RHBs, or Service Delivery Facilities
  • Experience in developing in-service training including Structured Job Training (SOJT)
  • Expertise in content development of digital FP training manuals

KNOWLEDGE, SKILLS, AND ABILITIES

  • In-depth knowledge of national-level health policies, strategies, and standards
  • In-depth knowledge and understanding of the Ministry of Health structure and health service delivery system
  • In-depth knowledge and understanding of the blended training approach
  • Demonstrated leadership in working and collaborating with a wide range of partners including RHBs, local associations, local universities, PHCUs, and development partners
  • Ability to interact with experts and collaborators across multiple disciplines, program areas, and cultures
  • Proven capacity to oversee development/implementation of work plans, monitoring and evaluation activities, and reports
  • Proven skills in report writing and publication of articles on family planning, maternal, and child health, immunization, and nutrition
  • Ability to lead, manage, and mentor teams with excellent interpersonal skills
  • Excellent analytical and communication skills including written and oral communications in English.
  • Computer literate, with knowledge of Windows applications, including Excel spreadsheets
  • Ability to travel up to 35% of the time
