Background

Three Indian Ocean Commission (IOC) Member States (Comoros, Mauritius, Seychelles) have purchased the Synergie-Web forecaster workstation, integrating multiple components such as data and models to generate technical charts, maps, specialized meteorological objects, decision support bulletins, standardized messages and public safety warnings.

To ensure the operational reliability and technical performance of this system, a Factory Acceptance Test (FAT) is planned at the supplier’s premises, MFI in Toulouse. The purpose of the FAT is to verify that the complete system, including its key components such as the data ingestion system, forecasting platforms, databases and storage, user interfaces, and interoperability features functions as intended prior to delivery and installation in the forecast office.

This consultancy is supported under the Technical Assistance (TA) IOC project and will be implemented in close coordination with a team of experts involved in the FAT process.

The objective of this consultancy is to support the Factory Acceptance Test (FAT) process by ensuring that the functionalities of the Synergie-web workstations are fully aligned with the technical specifications and operate as intended prior to deployment.

Duties and Responsibilities

Under the supervision of the Project Manager of CREWS SWIO project, the IOC Technical Team and WMO Representative for Eastern and Southern Africa, the incumbent will support the FAT for three IOC countries and perform the following technical and operational duties to ensure that the Synergie-Web system complies with all specified requirements prior to delivery.

Verification of technical requirements.

  • Review all relevant documentation including technical specifications, system design documents, acceptance criteria
  • Assess and validate the FAT plan and procedures proposed by supplier
  • Develop or refine test scenarios, test cases covering functional, integration and performance aspect
  • Define and agree on clear success and acceptance criteria for all tests

Ensure compliance with operational requirements.

  • Participate in FAT sessions conducted at the supplier’s premises
  • Witness and validate system testing including data ingestion, system integration across components, forecast workflows and tools, user interface functionality.
  • Verify data flows and interoperability, system performance and stability, error handling and recovery
  • Assess overall system compliance with technical specifications and operational requirements.
  • Identify non-conformities, risks and performance issues, and provide clear and actionable recommendations for corrective measures where necessary corrective actions
  • Check the operational start of the system.

Main Deliverables:

The consultant will provide the following deliverables to WMO

  • Deliverable 1 (July 2026 – 40%): an inception report, including a methodological approach on the assessment and detailed work plan and timeline.
  • Deliverable 2 (September 2026 – 60%): FAT evaluation report on systems performance and a list of issues with recommendation for system delivery

Education:

Advanced degree in applied meteorology, or Atmospheric science, IT systems / data engineering

Experience:

  • At least 10 years’ experience in supporting meteorological systems or forecast office operations, data management systems and system integration.
  • Knowledge of testing complex IT systems and Forecast platforms.

Other Requirements:

  • sense of responsibility, flexibility, maturity of judgement, initiative, originality of ideas and ability to work independently and in a team.
  • Ability to identify technical and operational problems in a Synergie-Web based integrated system.
  • ability to write and synthesize technical documents.

Languages:

Excellent knowledge of English and French (both oral and written). Knowledge of other official languages of WMO would be an advantage.

Salary and Allowances: Payband D

Duration:10 days over a period of 3 months
