A.    ORGANIZATION BACKGROUND

The Strategic Initiative for Women in the Horn of Africa (SIHA-Ethiopia) is a women’s rights network registered and accorded legal personality with registration number 6326 as a local organization under the Civil Society Organizations Proclamation no 1113/2029. SIHA aims to advance gender justice by addressing critical challenges faced by women and girls, including violence, lack of access to basic services, and exclusion from decision-making processes. SIHA’s work is guided by feminist principles, a human rights-based approach, and intersectionality, with a focus on creating inclusive, resilient feminist movements to foster social and political transformation. B.     JUSTIFICATION AND OBJECTIVES

Under the project “Strengthening the Resilience and Protection of Feminist Movements in the Greater Horn of Africa (GHoA),” funded by the Irene M. Staehelin Foundation (IMS), SIHA is working to strengthen coalitions of women’s and girls’ rights organizations.

This activity specifically targets the Oromia Region, a context affected by conflict and operational challenges. The training aims to enhance the institutional and operational resilience of feminist and women’s rights organizations (WROs), ensuring they can lead law and policy reform and manage sustainable, gender-transformative programs. SIHA is prioritizing comprehensive, tailored capacity-building initiatives to strengthen program management systems, enhance effective project implementation, and promote long-term organizational sustainability through enhancing resource mobilization strategies and advocacy skills. This activity contributes to SIHA’s broader strategy to strengthen the women’s rights movement in the Oromia Region, particularly in areas where engagement and support have previously been limited. Through enhancing the capacity of SIHA members and partner organizations in the region, the initiative aims to foster stronger and more resilient institutions that can effectively prevent and respond to violence against women, while also addressing the increasing backlash against feminist movements.

To support this objective, SIHA intends to engage a qualified consultant to design and facilitate a three-day participatory training on Advocacy, Resource Mobilization, and Transformative Programming. The training will equip participants with practical knowledge, skills, and tools to implement impactful, sustainable, and rights-based interventions.

C.  OBJECTIVE

The objective of the consultancy is to design and deliver a three-day capacity-building training in Adama, Oromia Region, Ethiopia, for at least 20 participants representing women’s rights advocates and staff from organizations across the Oromia Region, with the aim of strengthening the operational resilience of women’s rights and feminist organizations in the Oromia region on Advocacy, Resource Mobilization, and Transformative Programming.

Key Focus Areas:

  • Advocacy: Enhancing skills to influence law and policy reform.
  • Resource Mobilization: Training on fundraising and donor compliance within a women’s rights framework.
  • Transformative Programming: Strengthening program development, implementation, and reporting.
  • Operational Resilience: Equipping organizations to manage operations effectively in fragile and conflict-affected contexts.

D.    METHODOLOGY

The three-day training will be conducted in person and facilitated by a consultant working closely with the SIHA Ethiopia team to ensure the content is contextually appropriate and delivered effectively. The training approach will combine theoretical learning with practical application and hands-on skill-building exercises to strengthen participants’ capacities across the key thematic areas.

The methodology will include:

  • PowerPoint presentations, interactive group discussions, and participatory activities to introduce key concepts, encourage active engagement, and promote collective learning among participants.
  • Practical simulations and role-play exercises that will enable participants to navigate and respond to real-life challenges commonly experienced by member organizations, fostering experiential and problem-solving learning.
  • Context-relevant case studies that participants will analyze collaboratively to strengthen critical thinking skills and support the practical application of theoretical knowledge to realistic scenarios.

E.  CONSULTANT EXPECTATIONS

The consultant will be expected to:

  1. Design a comprehensive training agenda, including objectives, session plans, and timelines, aligned with the training’s goals.
  2. Create and adapt blended learning materials, including presentations, case studies, and practical exercises, tailored to the context and needs of SIHA.
  3. Lead the training sessions, ensuring a participatory and inclusive environment.
  4. Utilize interactive methodologies to develop collaboration, discussions, and the practical application of concepts.
  5. Provide practical tools and resources and equip participants with actionable tools and templates to apply learnings in their organizational contexts.
  6. Prepare a pre- and post-training evaluation tool, administer and report on the changes observed, and follow-ups needed.
  7. Compile and submit a detailed report summarizing the workshop outcomes, participant feedback, and recommendations for future capacity-building initiatives.

F. TASKS

G.  DELIVERABLES

H.    DURATION OF WORK

This assignment will run for a maximum of two weeks as follows;

  • Development of training materials, including evaluation tools: May 20-21, 2026
  • Delivery of Training: May 22 – 24, 2026
  • Report writing: May 28 – 31, 2026
