About the Opportunity

The main objectives of the independent evaluation are as follows:

Responsibilities

  1. Evaluate Inkomoko’s interventions with clients in line with Inkomoko’s intended results framework (increased skills, increased revenue, access to markets, increased jobs, etc.)
  2. Determine the effectiveness of the various services provided by Inkomoko in fostering entrepreneurship and business growth; evaluate the reach and inclusiveness of Inkomoko’s support to different target groups.
  3. Identity any results differentials for various demographic sub-groups, including comparative analysis considering gender, refugee status, age, location, etc
  4. Analysis of the challenges faced by entrepreneurs and the extent to which Inkomoko’s interventions have addressed these challenges.
  5. Review of monitoring and evaluation systems and data collection processes employed by Inkomoko to measure impact, and generate recommendations for Inkomoko’s future programming or evaluation processes

Methodology: 

The impact evaluation should employ a mixed-methods approach, combining quantitative and qualitative research methods. The following methodologies should be considered:

  1. Surveys and interviews with a representative sample of entrepreneurs who have received support from Inkomoko.
  2. Focus group discussions with entrepreneurs to gather qualitative insights on the impact of Inkomoko’s interventions.
  3. Data analysis of Inkomoko’s data sets from 2023 program participants
  4. Review of existing monitoring and evaluation data and systems.
  5. Interviews with Inkomoko staff and other stakeholders as needed.
  6. Comparative analysis of outcomes and impact across different locations and business sectors.

Deliverables: 

The consultant/firm should provide the following deliverables:

a. Inception report detailing the evaluation methodology, data collection tools, and work plan.

b. Draft evaluation report presenting findings, analysis, and recommendations, validating the process with Inkomoko program and MEL staff.

c. Final evaluation report incorporating feedback from Inkomoko and any other stakeholders, including PPT presentation of results, disaggregated by various groups, and recommendations for improvement.

Timeline: 

The estimated timeline for the impact evaluation is as follows:

a. Inception Phase: 2 weeks

b. Data Collection Phase: 5 weeks

c. Data Analysis and Report Writing Phase: 5 weeks

d. Final Report Submission: 2 weeks

Consultancy Term

The contract duration for the term will be three (3) months, including onboarding/inception, data collection and analysis, and report writing of final deliverables.   We anticipate that the contract will begin around 1 October 2023, and conclude by 31 January 2023, depending on contracting and other contingencies.   Inkomoko will be closed for two weeks over the Christmas/New Year period.  The terms and timing can be negotiated as needed for the right consultant.

Minimum Qualifications

Required Qualifications of Successful Applicants:

The team dedicated to this assignment should demonstrate previous experience in their proposals:

  • Conducting evaluation for international NGOs or large development organizations, preferably in the context of entrepreneurship or livelihoods
  • Expertise in quantitative and qualitative research methods, data analysis, and reporting.
  • Managing contracts of similar nature and size
  • Conducting baseline and endline surveys, program tracking, and data analysis
  • Disaggregation of data by gender, age, and other demographic factors
  • Running counterfactual groups for comparative data
  • Running focus groups for insights and qualitative insights
  • Working in refugee camps or IDP settings
  • Securing permissions for data collection.

  • Full budget and financial terms

Additional information to include as an attachment includes:

  • References from three (3) previous clients of similar scope.
  • CVs of all staff assigned to the project
  • Copy of company registration document.
