Expression of interest: study on geopolitics, logistics and stability in the Horn of Africa

The Institute for Security Studies (ISS) is seeking a consultant to explore the intersections between geopolitics and logistics in the Horn of Africa and how they influence peace and stability in the region.

Job Description

The Horn’s proximity to the Red Sea places it at the centre of intense geopolitical competition over a vital global trade artery. This rivalry over the region’s ports and transport infrastructure has expanded to the agriculture, minerals, health and education sectors. This study will map the key players and dynamics, and explore their effect on regional integration, IGAD, the EAC and AfCFTA.

Objective

The study will map investments and ownership patterns in logistics infrastructure, and the links between logistical networks (such as ports, railways, roads and trade corridors) and regional power brokers. It will examine interactions between actors, resources and routes, and how they influence cooperation, competition and conflict among regional states and between regional states and external actors.

Outputs

The study will produce a report that includes strong visual elements. The report will identify practical leverage points for targeted interventions by specific stakeholders, aimed at improving regional cooperation and integration.

Deliverables

  • Inception report detailing methodology, annotated literature review, work plan and timelines
  • Draft report that summarises findings
  • Research report featuring maps and infographics

Timeline

  • To be agreed with the consultant

Qualifications and experience

  • Master’s or PhD in political science, international relations or a related field
  • Minimum of 7 years of experience in research and writing policy reports
  • In-depth understanding of political and diplomatic dynamics in the Horn, and its geopolitical context
  • Ability to extract, interpret, visualise and present statistical data
  • Excellent writing, analytical and communication skills

How to Apply

Applicants should submit:

  • A cover letter expressing interest and summarising relevant experience
  • A technical proposal outlining the approach, methodology, work plan and proposed timeline
  • A financial proposal indicating the daily consultancy rate
  • A CV with contact details of referees who can vouch for similar work

Submission deadline

Applications must be submitted no later than 7 September 2025 to: addisjobs@issafrica.org with the subject line: ‘LOGISTICS and GEOPOLITICS.’

Only shortlisted candidates will be contacted.
