JOB SUMMARY

The Evidence and Learning Advisor is responsible for leading the design and implementation of monitoring, evaluation, research, and learning systems that support evidence-based decision-making and program improvement. This role ensures that high-quality data, research findings, and lessons learned are systematically generated, synthesized, and used to strengthen program performance and inform future initiatives. The Advisor spearheads evidence generation and learning strategies aligned with organizational frameworks, fostering a strong learning culture across teams. He/she oversees processes for capturing, storing, sharing, and applying knowledge in collaboration with the Knowledge Management Advisor, while ensuring accessibility and effective use of evidence at all levels of programming. Acting as a key link between technical (MELR) and program teams, the Advisor promotes the integration of evidence and learning into project design, implementation, and adaptation.

The role includes coordinating learning initiatives, documenting best practices and success stories, supporting dissemination of findings (reports, presentations, publications), and building staff capacity in learning, documentation and dissemination. The holder of this role will be the lead for the evidence generation and learning for Engender Health Ethiopia’s overall portfolio as well serve as the primary focal person for MEL related activities of the “Strengthening Essential RMNCH-N Services for Pastoral Communities in Ethiopia Project”.

ESSENTIAL FUNCTIONS

  • Together with the monitoring, evaluation and research team develop and implement the comprehensive plan for M&E, research, evidence generation, learning, and adaptation in line with EngenderHealth’s programmatic portfolio.
  • Take a lead role on the Evidence and Learning system of the organization and ensure evidences are used for program improvement and new program positioning
  • Ensure the availability/updating of a strategy for evidence generation and learning in harmony with EngenderHealth’s Knowledge Management framework document.
  • Be responsible for initiatives, processes, strategies, and systems that sustain and enhance the evidence generation, sharing, refinement, and creation of knowledge in EngenderHealth.
  • Ensure that a learning culture is fostered within Engender Health Ethiopia and Evidence and Learning is an integral part of routine programming and staff engagement/development
  • Serve as a key link between the MEL and Program teams to ensure that Evidence and Learning is promoted as a key tool in project management and designing of implementation approaches
  • Ensure high quality and systematic evidence generation, synthetization, dissemination (internal and external) and maintenance of research, studies and evaluation outcomes: evidence and lessons learnt.
  • Ensure that learning is accessed and used as an integral part of program implementation including specifically assisting projects/programs with learning components
  • Assist EngenderHealth’s regional teams in complying with procedures and systems related to documentation of project learning.
  • Provide capacity building training for project staff about learning, documentation, and knowledge management
  • Assist project staff to disseminate results to the wider community (working papers, conference presentations, peer-reviewed journal submissions, etc.).
  • Work closely with the EngenderHealth’s KM and Communication Advisor and Headquarter Communications in implementing the strategic information plan.
  • Perform other duties as may be assigned from time to time.

REQUIRMENTS

  • At least master’s degree in Public Health, Monitoring and Evaluation, Measurement or related social sciences
  • A minimum of 8 years of demonstrated applied skills in evidence, learning or knowledge management and communications/documentation and use of data for strengthening project performances.
  • Extensive experience in implementation research, documentation or communications, evidence generation, learning and adaptation in health systems with special focus onRMNCH-N.
  • Clear understanding of the Ethiopian health systems and national priorities.
  • Experience in collaborating with the MOH, RHB, ZHD, and Woreda Health Office to implement strategies to improve data use.
  • Strong technical knowledge and experience in designing and managing studies and evaluations.
  • Experience in the application of qualitative methods of data collection and analysis is desirable.
  • Experience of successfully designing and managing knowledge management systems, an awareness of learning methodologies and experience of leading learning events
  • Computer literacy includes the demonstrated use of statistical software, word processing, database, and graphical software.
  • Experience working with NGO is highly desirable.

  • Demonstrated commitment to creating a learning culture
  • Highly developed interpersonal and communication skills including presentation skills and the capacity to effectively work with multiple stakeholders within and outside Ethiopia
  • Ability to present complex information in a succinct and compelling manner, and to use innovative forms of communication
  • Demonstrable ability to write reports or technical materials
  • Speaking and writing fluency in English and Amharic; plus, additional local language/s.
  • Preferably have experience with data visualization techniques using Microsoft Excel and PowerPoint.
