PAPDA is operating in four regions of Ethiopia, namely, Somali, Oromia, Afar and South Ethiopia regions in 15 zones and 34 Woredas, with multiple projects such as water source developments, WASH activities, livelihood diversification and income generating activities, environmental protection and rangeland management, gender-based violence and child protection, health, and nutrition as well as peacebuilding and research projects.

Project Overview

PAPDA seeks experienced health professionals for its GAVI-funded immunization project in the Somali region, targeting three zones: Liben, Afder, and Doollo. The project aims to reduce the number of zero-dose and under-immunized children, enhance community demand and engagement in immunization activities, and improve immunization uptake in the targeted woredas.

To achieve these goals, PAPDA is looking to recruit qualified candidates for the following positions:

    EPI Regional Coordinator/Regional EPI Technical Assistant

Position Title: EPI Regional Coordinator

Location: Regional Office

Duration of Assignment: 6 months (renewable based on performance and funding availability)

Number of positions: One

Reporting Line: Reports to PAPDA Emergency Program Coordinator

Duty station: Jigjiga with frequent field travel

A. Purpose of the Role

The EPI Regional Coordinator leads the immunization project across 19 targeted woredas, working closely with government bodies and cluster partners to ensure effective collaboration. Key responsibilities include supporting timely micro-planning, ensuring adherence to national and regional EPI guidelines, compiling comprehensive reports, maintaining updated immunization databases, and providing technical support to zonal and woreda health offices. This role is crucial in improving immunization coverage and reducing the number of zero-dose and under-immunized children.

B. Key Responsibilities and Duties

1.       Planning and Coordination

o   Collaborate with the RHB to analyze needs for zero-dose and under-immunized children, facilitate headcounts, and support regional EPI and digital micro-planning at the PHCU and district levels.

o   Assist in evidence-based REC/RED micro-planning to enhance immunization coverage, targeting zero-dose and under-immunized children.

o   Coordinate PIRI activities across zones, ensuring alignment with regional immunization timelines, and collaborate with health bureaus, zonal offices, and cluster leads.

o   Design templates and checklists for mapping community structures that promote immunization uptake and facilitate community mobilization efforts.

o   Represent PAPDA in regional EPI technical working groups and health cluster meetings, while coordinating with field and head office teams to provide implementation updates and progress reports.

2. Program Implementation, Supply Chain Management, and Capacity building

o   Provide technical support for digital micro-planning, updating PHCU catchment maps, prioritizing high-need facilities, and facilitating headcounts of zero-dose and under-immunized children in collaboration with Zonal and Woreda Health Offices.

o   Organize and conduct TOT sessions, support capacity-building training for health workers and HEWs on immunization practices and data management, and facilitate on-the-job training for preventive maintenance of cold chain equipment.

o   Ensure the Implementation of tailored demand-generation activities, and leveraging traditional community structures to enhance immunization uptake.

o   Monitor availability of vaccine stock, conduct regular cold chain functionality assessments, and support last-mile vaccine delivery to ensure appropriate allocation to Woredas project.

o   Coordinate PIRI activities and vaccine delivery with regional and zonal health offices, ensuring all project activities meet national and regional immunization quality standards.

3. Supervision, Monitoring, reporting and Data Management

o   Supervise immunization demand-creation campaigns during national/international health days and monitor PIRI activities and cold chain functionality across project woredas.

o   Ensure data collection, quality, analysis, and reporting on immunization coverage, drop-out rates, and vaccine-preventable diseases, including bi-weekly, monthly, and end-line assessments.

o   Regularly track EPI performance indicators, utilize RI digital tools, and ensure alignment with the results framework, submitting quarterly and bi-annual updates.

o   Conducted supervision, documented monitoring reports, reviewed meeting minutes, and ensured the implementation and progress of follow-up actions.

o   Monitor immunization performance dashboards to inform data-driven decision-making and enhance immunization outcomes.

o   Perform other assignments and responsibilities as assigned by immediate supervisor

C. Expected Deliverables and Outputs

o   Regional EPI micro-plans updated quarterly and annually.

o   Monthly and quarterly reports on immunization coverage, vaccine utilization, cold chain status, and stock levels.

o   Track the out put indicators as per the result framework on quarterly and bi-annual bases

o   Training and supervision reports, including observations and recommendations for improvement.

o   Accurate data on immunization coverage, drop-out rates, and PIRI performance.

o   Regular assessments of cold chain equipment and inventory reports.

D. Required Qualifications and Skills

o    BSC/MPH/MSc in Public Health, Epidemiology, or a related field

o   A minimum of 8 years of relevant work experience in immunization and public health program management should have at least 5 years of experience in routine immunization with field experience in EPI coordination.

o   Strong knowledge of EPI strategies, TOT certificate on Immunization, cold chain management, data analysis, and health information systems.

o   Strong organizational, management, and communication skills to collaborate with partners and decision-makers at the  regional, zonal, and woreda level

o   Strong leadership, problem-solving, and team management skills; proficient in Microsoft Office and data management tools.

o   Demonstrated experience working within the region and familiarity with the region

o   Proven ability to use adult learning techniques to facilitate training, supportive supervision and technical assistance

o   Demonstrated ability to be a team player, to lead teams, and to organize multiple activities simultaneously; ability to communicate and negotiate competing demands on time from managers and work effectively with distributed teams.

o   Computer skills, including Microsoft Word, Excel, and PowerPoint, and familiarity with DHIS2

o   Excellent written and verbal communication skills in both English and local languages.

o   Willingness and ability to undertake frequent field travel

E. Work Conditions and Requirements

o   Full-time position based in the regional office, with frequent field travel

o   Flexibility to work outside regular hours, particularly during immunization campaigns or outbreak response.

F. Cross-cutting issues

o   The EPI Regional Coordinator must adhere to organizational policies, including the code of conduct, child protection policies, and health and safety regulations. Compliance with ethical standards is mandatory. Training Certificate on humanitarian principles and standards is preferable.
