Job Description
The services to be provided under this assignment include, but are not limited, the following (further details are outlined in the Annex: Terms of Reference):
- Review and score 351 concept notes (maximum 5 pages each) using the established evaluation criteria to shortlist about 70-80 concept notes. Of the 351 concept notes, 250 are in English and 101 are in French.
- Review and provide feedback on the ACCF’s project proposal template to ensure alignment with the gender transformative methane reduction focus areas.
- Evaluate approximately 70-80 project proposals against the evaluation criteria, and shortlist 15 proposals for detailed technical appraisal, with the aim of achieving technical clearance of about 10 project proposals for consideration by the ACCF Technical Committee and/or Oversight Committee.
- Engage with proponents and the ACCF Secretariat to assess the technical quality of the concept notes, proposals and the technical capacity of proponents to successfully implement the projects.
- Support the Secretariat throughout the selection process: Consultants will work closely regularly with the ACCF Coordinator/Secretariat and peer reviewers to ensure a smooth and efficient selection process. This includes regular engagement to address challenges, ideas, or opportunities that may arise. Throughout the duration of the assignment, the consultants will attend ACCF team meetings related specifically to the project review process via audio or video conference. Additionally, the consultants may be asked to carry out other tasks related to ensuring the quality at entry of ACCF projects, as directed by the ACCF Coordinator.
