Main purpose of the Position
Supporting the Water, Hygiene and Sanitation (WatSan/Environmental Health) Manager in the implementation and supervision of Environmental Health activities, including tools and materials employed according to MSF standards and protocols, to improve health and living conditions of the target population.
Accountabilities
- Ensuring the day-to-day implementation and administration of assigned Environmental Health activities at project level, including but not limited to, water supply, excreta disposal, waste management, vector control, and dead bodies management.
- Ensuring that the MSF procedures and protocols are followed by the Environmental Health teams to guarantee the operational quality of the project.
- Ensuring the maintenance and repair of technical equipment in the project to guarantee an adequate running of Environmental Health activities.
- Ensuring the distribution of the materials and Tools used in water treatment, hygiene and sanitation (e.g. physical organization and inventory of stocks, receiving and processing orders for water, sanitation and hygiene material, check that the amounts received are recorded, and check monthly consumptions, etc.);
- Supporting the Environmental Health Manager in ensuring an appropriate emergency preparedness and response capacity (physical verification of stocks, contacts, transport means, staff training). Ensuring appropriate assistance to the project response team and if required, participating in emergency activities or exploratory visits.
- Supporting the Environmental Health Manager in the team planning (e.g. staff rosters and admin, HR processes, etc.) and informing and involving the Environmental Health Manager in case of any major management or technical issue, and providing all required reporting
- Planning and supervising the HR processes (recruitment, training, performance evaluation, tasks definition and internal and external communication) of the staff under his/her responsibility to ensure both the sizing and the amount of knowledge required for the activity.
- Participating in data collection and reporting as required
MSF Section/Context-Specific Accountabilities
- Supervising grounds keeping staff and Daily Workers in maintaining external hygiene at the Hospital compound.
- Supervising EH infrastructure construction and rehabilitation work with collaboration of logistic team.
- Monitoring and controlling water backup systems for needs, quantity, quality, and regular maintenance.
- Implementation, training, and monitoring of waste disposal activities, with regular reporting to line managers.
- Regular liaising with relevant authorities (local Water Office, Hospital Management) on issues relating to water, hygiene, and sanitation in hospital wards.
- Willing and able to work in the hospital and outreach Sites based on organizational needs.
- Ensure continuous functionality of the EH infrastructure including but not limited to (handwashing facilities, water supply, excreta disposal, wase water disposal, and drainage) in the assigned area and in priority clinical areas (ER, NICU, OT/GYN maternity) and document corrective actions taken.
- Coordinate with IPC focal points to operationalize and monitor water safety measures (e.g., chlorination points/processes), including routine checks, basic records, and immediate escalation of deviations.
- Monitor and control water backup systems (storage, pumping, distribution) to ensure continuity of care, including preventive maintenance follow-up and rapid troubleshooting of breakdowns.
- In collaboration with the project Log team, supervise upkeep and minor rehabilitation of sanitation facilities (toilets, showers, drainage) in hospital and staff compounds/guesthouse, ensuring functionality, cleanliness, and safe wastewater routing.
- Supervise and coach teams on safe segregation, collection, transport, and final disposal of healthcare waste, ensuring safety, correct PPE use, and consistent waste zone organization and the EH team implementations.
- Provide field supervision and QA/QC follow-up for EH rehabilitation/construction works with the logistics team and contractors (joint supervisor of ongoing and implemented EH infrastructural rehabilitations and constrictions, acceptance checks, and close-out of defects).
- Liaise with facility leadership and relevant authorities (Water Office, Hospital Management) for day-to-day technical coordination, in line with MSF operational framework and line manager guidance.
- Contribute to emergency response and readiness by maintaining visibility of critical WASH risks, priority equipment/stock status, and practical response actions required at site level; submit structured weekly inputs (progress, constraints, next actions, support needed).
- Work flexibly across hospital and outreach sites based on operational priorities, including support to emergency activities/exploratory visits when required.
